HC seeks suggestions for improving traffic management in Indore

Indore: The Indore bench of MP High Court on Tuesday asked local administration to make efforts to improve city's traffic management, similar to the success achieved in the cleanliness campaign. The court sought written suggestions from the state and local bodies to this effect. Justice Vivek Rusia and Justice Binod Kumar Dwivedi made these observations during hearing on a PIL filed by NGO Rajlakshmi Foundation through senior advocate Ajay Bagadia. The PIL raised concerns over uncontrolled traffic rule violations, lack of parking, narrow left turns, and encroachment on roads. Mayor and senior advocate Pushyamitra Bhargava, who was also present as amicus curiae before the court, stated, "The PIL, filed in 2019, sought improvement in Indore's traffic management. In today's hearing, Indore collector, commissioner of police, IMC commissioner, and I were present. Honourable judges have said that as Indore can become the number one city in cleanliness, why not inculcate such behavioural changes to improve traffic. The court has sought suggestions from all the concerned parties." "The court emphasised running awareness campaigns. People should wear helmets and follow the traffic rules, and thus, awareness is needed. Therefore, I suggested forming a coordination committee of all the departments and the public representatives to work on traffic engineering and awareness," he said. The Mayor informed the court about plans to introduce e-mobile court vehicles in the next one-and-a-half months to help stop encroachments on roads. Bhargava, while talking to mediapersons, also revealed plans to remove existing bus stands from the city in the near future. During the hearing, commissioner of police, Santosh Singh, through govt advocate Bhuvan Gautam, informed the court about the deployment of around 467 personnel at about 120 major squares. Apart from generating awareness, the division bench of Justice Vivek Rusia and Justice Binod Kumar Dwivedi emphasised imposing heavy fines on traffic rule violators. They also mentioned that the space on roads for commuters, as early as 5 AM, gets reduced to one-fourth by evening due to vehicle parking and shopkeepers placing their articles. Bhargava informed the court that Indore has 32.95 lakh registered vehicles and around 21.55 lakh active vehicles on the road. "We assume that Indore has a population of around 22 to 33 lakh. Around 3 lakh is the migrating population," he said. To this, the court said that purchasing new vehicles can't be controlled, but old vehicles should be discarded by fixing a period of 10-15 years, like in Delhi, as they stopped giving fuel to vehicles crossing the age limit. The court was informed that the old vehicles banned in Delhi were being sold to other states, including MP. The court was also informed about a DPS school bus, which claimed lives of seven children in a road accident, was brought from Delhi after it was discarded there. In the hearing, the court was informed about the efforts and actions being taken by different departments concerned to improve traffic management in Indore.

Bhopal/Jabalpur: The MP High Court issued notices to a state information commissioner, the Commissioner of Jabalpur municipal corporation (JMC), and the chief information officer of JMC. This was in response to a petition by an employee of the JMC, who was not given the information he desired under the RTI Act, despite an order from the MP high court. The petitioner, Shivmohan Dwivedi, stated that he works with the JMC as an assistant. He was charged with furnishing incorrect information about posts available in the JMC, leading to an appointment on compassionate grounds based on the wrong information received from him. A charge sheet was issued to him in April 2016. The investigation officer was changed three times. When he sought a copy of the inquiry report under RTI, he was refused the information. On November 18, 2024, the MP High Court asked the JMC to furnish him with the desired information within 30 days. Subsequently, the State Information Commission also asked the JMC to provide the information sought under RTI and warned of imposing costs otherwise. When the order was not complied with, a probe against the concerned JMC officials was also ordered. The officers concerned replied that the report was with the JMC Commissioner and that if he ordered, a copy of the report would be provided. Following this, Dubey moved the HC again. Bhopal: The MP High Court directed the State Human Rights Commission to make a decision on the application of a Muslim woman whose husband was paraded by Bhopal police after they shaved off his moustache and beard. She gave an application to the MP Human Rights Commission (MPHRC) for action against the police personnel concerned, but when there was none, she moved the high court. Shamim Bano, wife of alleged criminal Zuber Maulana, in her petition, said that her husband was arrested by crime branch Bhopal and Mangalwara police. Despite him being a Muslim, his moustache and beard were shaved off, and he was paraded in public, which is a violation of his human rights. She gave an application to MPHRC. The commission has not made a decision on her application till now. She urged the court to order a departmental enquiry against the police personnel involved in the act and an FIR against them. The bench of Justice Vishal Mishra disposed of the petition, with a direction to MPHRC to decide on the application as soon as possible. Advocates Prashant Chaurasia and Shoaib Rehman appeared for the petitioner.

Mumbai: Denial of physical relationship to husband and suspecting him of an extra-marital affair amounts to cruelty and is hence a ground for divorce, the Bombay High Court held while refusing relief to a woman challenging a family court's divorce order.A division bench of Justices Revati Mohite Dere and Neela Gokhale on Thursday said the woman's conduct can be construed as "cruelty" against her court dismissed the woman's petition challenging a family court order allowing the man's plea for divorce. The woman had also sought direction to her husband to pay her a monthly maintenance of Rs 1 divorced on grounds of adultery not entitled to maintenance: Chhattisgarh HC. The couple got married in 2013, but started living separately in December 2014. In 2015, the man approached the family court in Pune seeking divorce on the grounds of cruelty, which was woman, in her plea, stated that her in-laws had harassed her, but she still had love for her husband and hence, does not wish for the marriage to man, however, claimed cruelty on several grounds, including denial of physical intimacy, suspecting him of having extra-marital affairs and causing mental agony by embarrassing him in front of his family, friends and to consummate marriage, denial of physical intimacy amounts to mental cruelty: MP High Court. He further claimed that his wife deserted him when she left his house and went to her parents' home."The appellant's (woman) behaviour with the man's employees is sure to cause agony to him. Similarly, humiliating the man in front of his friends is also cruelty to him," the high court noted that the woman's apathetic and indifferent behaviour with the man's specially abled sister is also sure to cause pain to him and his family members, the court court, while dismissing the woman's plea, said the marriage between the couple is broken without any possibility of being mended.

The Supreme Court on Wednesday agreed to hear a plea against an order refusing to direct a retest in NEET-UG 2025 for candidates aggrieved by power outage at some centres in Madhya Pradesh. A bench of Justices Surya Kant and Joymalya Bagchi would hear the plea next week after the counsel sought an urgent listing on the ground that counselling was scheduled to start from July 21. The bench noted there were several rounds of counselling and students could appear in them, if they succeeded in the case.
