HYDERABAD: The Forum for Good Governance (FGG) has written to the chief minister, raising serious concerns over the failure to effectively prosecute corruption cases booked by the Anti Corruption Bureau. In a letter, FGG president M Padmanabha Reddy blamed the collapse of anti-corruption efforts on delays in granting prosecution permission and administrative apathy at the secretariat level. Citing specific examples, the Forum highlighted the case of Jagadeesh Babu, an assistant engineer in Peddapalli, caught by the ACB on July 12, while allegedly accepting a Rs 90,000 bribe. He had previously been caught in a 2017 trap, yet was given a favourable posting and later arrested again. Hyderabad: The Forum for Good Governance (FGG) on Friday demanded Governor Jishnu Dev Varma to order a detailed inquiry on money spent for inauguration of an incomplete project (Palamuru Rangareddy Lift Irrigation Scheme) and also money spent for publicity during 2023-24. The FGG sought action to be taken on the persons responsible for squandering taxpayer's money for political gains. The FGG president M Padmanabha Reddy said that to provide drinking water and water to irrigate the perched lands of Southern Telangana, Palamuru Rangareddy Lift Irrigation Project was taken up in June 2015, with an estimated cost of Rs 32,000 crore and it was contemplated to complete the project in 48 months (by middle of 2019). 'Work started hurriedly without required permissions from Centre. There were serious objections from the National Green Tribunal and for the lapses the Tribunal slapped a fine of Rs 920 crore on the Government of Telangana. The Tribunal observed that 'Telangana has made it a habit of project construction without seeking environmental clearances by claiming the project construction is in public interest',' he said. The FGG president said that Andhra Pradesh filed a case in the Supreme Court against this project alleging the project was lifting water more than allotted. During the construction there were serious allegations of corruption. In addition, a number of cases were filed in the High Court by people for compensation of land acquired for the project. In this way, the project was in doldrums. By November 2023, an amount of Rs 30,000 crore was spent completing 70 per cent of the work. Due to delay, proposals to revise the estimate from Rs 32,000 crore to 50,000 crore were sent by the Chief Engineer to the Government. As the matter stands thus the then Chief Minister has taken up inauguration of the project on September 16, 2023 at Narlapoor and next day inauguration of the same project at Kollapur. In this way for the half-completed project two inaugurations just few weeks before the Assembly elections were made. For advertisement purpose, an amount of over Rs 22.13 crore was spent. The FGG said that the project was facing cases in courts. In such a situation the completion of the project was in doubt. Spending Rs 22.14 crore for inauguration of an incomplete and doubtful project is nothing but misuse of power and squandering of Tax Payer's money. The entire exercise was done a few weeks before Assembly elections only for political gains, he alleged.

HYDERABAD: The Forum for Good Governance (FGG) has urged chief minister A Revanth Reddy to initiate a comprehensive review of food adulteration cases in Telangana and ensure effective prosecution under the Food Safety and Standards (FSS) Act and the Bharatiya Nyaya Sanhita. FGG president M Padmanabha Reddy said that while raids and FIRs are being registered, prosecution in many cases is weak, leading to acquittals or negligible penalties. "Food adulteration poses a serious health threat. Despite stringent legal provisions, we found that prosecuting agencies are failing to follow through in courts," he said. The Forum for Good Governance has raised concerns over the construction of convention centers near Gandipet lake in Hyderabad, alleging violations of GO 111 HYDERABAD: In apparently a breach of govt order (GO) 111 prohibiting construction around catchment area of Gandipet lake, many convention centres are being built in the area. The issue has been flagged by the Forum for Good Governance (FGG), which said that the Narsingi Municipality has been giving evasive replies to Right to Information (RTI) application seeking information on permission status for these convention centres. "Records do not exist" was the cryptic response by the municipality on whether Neo Convention, Aarya Convention and K Convention applied for or received permission for construction, the FGG said. In its written reply, the Narsingi Municipality stated: "It is to inform that as per the available records, the said constructions were completed way back in the then gram panchayaths and the building permission details are not handed over to Narsingi Municipality during the merging." FGG flags violations In a letter addressed to chief minister A Revanth Reddy, the FGG raised serious objections to the construction of these facilities within 500 metres of the Gandipet lake in violation of GO 111. The letter signed by FGG president M Padmanabha Reddy pointed out that while some of the convention centres were already operational for over a year, others were still under construction. FGG also questioned the absence of house numbers or property tax records for the buildings. "If they were constructed long back, there should have been proper house numbers and regular property tax should have been collected," the letter stated. CM intervention sought FGG urged the CM to initiate a detailed inquiry into the matter, identify officials who allowed the construction to proceed without due process and demolish all illegal structures near the lake. The forum stressed the need to protect Gandipet lake ecosystem and uphold the norms set out in GO 111.

Hyderabad: The Forum for Good Governance (FGG) on Tuesday demanded action against the BRS party for refraining their corporators from canvassing their vote in the Council election under Hyderabad Local Authorities constituency (LAC). The FGG president M Padmanabha Reddy said that asking the corporators not to cast their vote attracts offence under Section 123 of the RP Act and Section 169 of BNS. The FGG president said that Election Commission of India was taking numerous steps to improve the polling percentage. The Civil Society Organisations in Telangana at the time of elections were organising as 'Election Watch' and taking up campaign for all citizens to exercise their voting right. The Supreme Court ordered the ECI to include NOTA to improve the polling percentage and to allow negative voting. The entire exercise of the Election Commission of India, Supreme Court and Civil Societies was to see that all voters should exercise their Right to Vote. Padmanabha Reddy said that citizens of Hyderabad have elected their Corporators, MLAs and MPs by exercising their adult franchises. When it comes to electing an MLC by Corporators of Greater Hyderabad Municipal Corporation, the BRS party is directing its Corporators not to participate in elections. The party has warned the Corporators of serious action if any Corporator participates and votes in elections. This act of the BRS party violates Section 123 of RP Act and again, as per Section 169 of BNS 2023 a person has an electoral right to vote at an election. Directing the party Corporators not to go for voting violates the Right to Vote. Forum for Good Governance requests Election Commission of India to take suitable action in this matter, the FGG president said.
