21st Century IAS Academy Honours 2024 UPSC Achievers

From ICU to IFS: Mentorship programme helps aspirants beat the odds
In April 2021, as the second wave of COVID-19 disrupted lives across India, Devanand Telgote, aspiring for the civil services, found himself at a critical juncture. He had been preparing for the UPSC Civil Services interview in Delhi when the Union Public Service Commission postponed the schedule due to the worsening pandemic situation. Devanand left the capital for his hometown in Akola, Maharashtra. During that journey, he contracted the virus, a turn that would soon push him to the brink of death. What began as a moderate case soon turned into a life-threatening condition. 'My chest severity score was initially around 10, and doctors were hopeful that medication would work. But my RT-PCR tests kept returning negative even as my condition deteriorated,' he recalled. His chest severity score rose to 20, indicating nearly 80% lung damage. Placed on a ventilator, his health rapidly worsened. At this juncture, Devanand's friends and Telangana's Additional Director General of Police (Law and Order), Mahesh M. Bhagwat, stepped in. Bhagwat arranged for Devanand to be airlifted from Akola to KIMS Hospital in Hyderabad. 'I spent four months in the ICU, much of it on ECMO support, not once, but twice,' said Mr. Devanand. Against all odds, he recovered and returned to his dream. He wrote the Indian Forest Service (IFS) mains examination and went on to secure an All India Rank 112 in his first interview attempt. Throughout this period, Mahesh Bhagwat continued to check in. 'He would call regularly and ask, 'Are you preparing? How is your health?' His support was unwavering,' Mr. Devanand said. He is one of many beneficiaries of a mentorship initiative led by Mahesh Bhagwat. The programme, run over WhatsApp and through personal calls, offers support to aspirants preparing for the Civil Services Examination (CSE), Indian Forest Service, and Central Armed Police Forces (CAPF) exams. 'Each candidate gets personal attention. I speak to each one of them for at least 45 minutes to an hour. In this year's Civil Services results, of the 1,009 selected candidates, 220 were mentored through his programme. For the IFS, out of 143 selections, over 80 were from his mentorship circle,' he said. Several candidates from Telangana and Andhra Pradesh have also secured top ranks after going through the mentorship programme. Among them is AIR 11 is Chadha Nikhil Reddy from Nalgonda and AIR 40 is Cheruku Avinash Reddy of Karimnagar. Among them is Kanika Anabh, who topped the Indian Forest Service exam this year with an All India Rank of 1. 'I started preparing in 2021, focusing on both Civil Services and Forest Services. The syllabus is similar until the prelims stage, so I didn't draw a strict line between the two,' she said. She further added that in her first attempt, she couldn't clear the Forest Services prelims. 'I reached the Civil Services interview stage but didn't make the final list. My second attempt came just five days after the first result, I couldn't clear either exam. In the third attempt, I cleared both prelims and mains, and though I missed the Civil Services final list again, I got through the Forest Service. Thankfully, it worked out.' She was introduced to Mahesh Bhagwat's programme by a friend. 'He would do one-on-one sessions with each of us. That kind of attention made a big difference,' she said.

IPS, IAS officers challenge single judge order on ‘Bhoodan land'
1 2 Hyderabad: A group of senior IAS and IPS officers , along with their spouses, approached the Telangana HC Tuesday seeking a stay on a single judge's order that flagged their residential plots in Nagaram village in Rangareddy district as Bhoodan land. The officers, who were served notices by the court earlier, argued that the land was lawfully purchased and not part of any Bhoodan endowment, as alleged. It can be recalled, the single judge heard a petition filed by Birla Mallesh of Maheswaram mandal and directed the state authorities to keep the land in survey numbers 181, 182, 194 and 195 under the prohibition list until further orders. IPS officers Mahesh Bhagwat, Soumya Mishra, Swathi Lakra, Rekha Sharaf, wife of Umesh Sharaff, Tarun Joshi, Renu Goyal, wife of Jitender Goyal, and BK Rahul Hegde, along with Rahul Busireddy, son of former IAS officer and former TGPSC chairman B Janardhan Reddy, filed the pleas questioning the single judge order that termed the land as Bhoodan land. They contended that this is a ryotwari land which they bought from the rightful owners. Citing an order from the Bhoodan board, they said land in survey number 194 is not being claimed by the board, and they bought land that fell within the purview of this survey number. Businessman V Goutam Reddy, another recipient of HC notice, also filed an appeal against the single judge order. The single judge had ordered notices to several officials, including principal secretary of revenue Navin Mittal, Rangareddy district former collector Amoy Kumar and several private persons. While police are already probing into some of the issues pertaining to this land, the HC in its order sought to know the stand of the CBI and ED on the plea of the petitioner seeking a deeper probe into the issue. The bureaucrats and their spouses said in their pleas that the single judge went beyond the contents of the petition and sought a stay on his order. The case is likely to come up for hearing in a day or two.

From constable to IPS, Udayakrishna's journey of grit
VIJAYAWADA: In an inspiring example of hope M Udaya Krishna Reddy of Ullapalem village in Prakasam district has achieved an All India Rank of 350 in the Civil Services Examination and earning a place in the Indian Police Service (IPS). From a government school in a small village to the prestigious IPS, Udaya Krishna Reddy's journey is proof that no dream is too big when powered by passion and purpose. Born into poverty and losing his parents at a young age, Udaya was raised by his grandmother Ramanamma, who sold vegetables to support him, and guided by his uncle Koti Reddy. After studying in a Telugu-medium government school, he joined the police force as a constable in 2013, serving at Gudluru and Ramayapatnam Marine police stations. Facing humiliation from a superior officer became a turning point, fueling his ambition to join the IPS. He resigned in 2018 to pursue the Civil Services full-time. Despite failing three attempts, he refused to give up. In his fourth attempt, he secured a 780th rank and joined the Indian Railway Management Service (IRMS). However, determined to wear the IPS uniform, he reattempted during training and achieved the 350th rank. Speaking to TNIE , Udaya said the unwavering support from his grandmother and uncle shaped his journey. 'We, the youth of India, have immense potential which is yet to be realised. Don't get distracted, stay focused. Never allow anyone to degrade your dignity and self-respect,' he added. He advised aspirants to dedicate at least 12 hours daily to studies with focus on covering the entire syllabus. Afterward, 8-10 hours are sufficient based on personal capability. 'Some may find 6-8 hours enough. What matters most is completing daily targets consistently. It typically takes 1.5 to 2 years to complete the syllabus, depending on one's intellectual ability,' he noted. He explained the importance of 8 hours of sleep, nutritious food, and managing stress through spirituality, yoga, and meditation. Mastering English was another challenge for him as he studied in Telugu medium. He first completed all exercises from English textbooks of Classes 1-10, then NCERT English, and followed Raymond Murphy's Essential English Grammar up to the Intermediate level. Reading English newspapers daily and novels like those of Chetan Bhagat also improved his language skills. Mentorship played a key role, too. Udaya Krishna acknowledged guidance from senior officers like Mahesh Bhagwat (Additional DG), KN Kumar (IAS officer, Meghalaya cadre), Tirupati Rao Ganta (IRS officer, Assistant Commissioner, Income Tax, Kakinada) and Rallapalli Jagat Sai (IAS officer, UP cadre). He particularly credited Mahesh Bhagwat for supporting him like a father figure. Offering advice to aspirants, he said, 'Coaching contributes only 10% to success; 90% depends on personal hard work and discipline. I aspire to establish a nationwide '109' emergency helpline for animal rescue. Animals need care too. I will work towards this goal with the same dedication,' he said. His younger brother Pranay Krishna Reddy is also following in his footsteps, currently preparing for the Civil Services. Speaking to TNIE , his grandmother Ramanamma expressed her happiness and said, 'Be good and do good, God bless my grandson Udaya.'
