No tolerance for bullying under amended Penal Code, says Fahmi
Fahmi says that Cabinet ministers have begun aligning actions across ministries, particularly those managing educational institutions and student dormitories, to ensure the proper implementation of the newly amended provisions, which came into force in July. – Bernama photo PUTRAJAYA (Aug 15): The government is currently coordinating the enforcement of Sections 507B to 507G of the Penal Code to ensure that all parties understand that bullying is a crime. Communications Minister Datuk Fahmi Fadzil said the matter was among the key issues discussed during today's Cabinet meeting, chaired by Prime Minister Datuk Seri Anwar Ibrahim, in light of recent bullying incidents, including the tragic death of Form One student Zara Qairina Mahathir. 'The Prime Minister made it clear that the government will not tolerate bullying in any form or allow such cases to continue without accountability,' said Fahmi. He said that Cabinet ministers have begun aligning actions across ministries, particularly those managing educational institutions and student dormitories, to ensure the proper implementation of the newly amended provisions, which came into force in July. 'We want every ministry to fully understand that under these amendments, bullying is clearly defined and legally recognised as a criminal act. Further enforcement steps will follow,' he told reporters after attending the 20th edition of the Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX) gathering here today, which brought together over 30,000 civil servants both in person and virtually. The Penal Code (Amendment) Act 2025 and the Criminal Procedure Code (Amendment) Act 2025, which aimed at more comprehensively addressing all forms of bullying, including cyberbullying, were passed in the Dewan Rakyat on Dec 10 and in Dewan Negara on Dec 16, last year. Fahmi also revealed that the Prime Minister had raised concerns over the conduct of certain individuals and public figures, describing their behaviour as 'disrespectful' and confirming that authorities would take appropriate action. Meanwhile, he said that, during MAPPA XX, Anwar also reiterated the important role of civil servants in safeguarding peace, public order, and national progress. 'The Prime Minister delivered several important messages, including how much of the progress we're enjoying today is the result of bold changes and reforms, including the implementation of the Public Service Remuneration System,' said Fahmi. He also welcomed Anwar's announcements related to the public service, calling them a relief to many, and hinted at more to come. Removal Of Service Confirmation Requirement Makes It Easier For Civil Servants To Perform Haj
PUTRAJAYA, Aug 15 (Bernama) -- The removal of the confirmation-in-service requirement for civil servants on permanent appointment to qualify for Haj leave will provide more opportunities for Muslim civil servants to fulfil the fifth pillar of Islam, says Public Service Department (PSD) director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz. He said the move was expected to greatly benefit thousands of civil servants who had registered early to perform the Haj at a young age. 'Previously, the rules stated that only confirmed civil servants were eligible to take leave to perform the Haj. 'Most of them register early (to perform the Haj) and receive an offer three or four years after joining the civil service. This situation would disadvantage those who receive offers, as we know Haj offers take a very long time to come — sometimes requiring a wait of 30 or 40 years,' he said. He told reporters this after attending the 20th edition of the Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX) programme organised by the PSD in collaboration with the National Institute of Public Administration (INTAN) here today. Earlier, Prime Minister Datuk Seri Anwar Ibrahim announced several new initiatives to strengthen the civil service, including the removal of the confirmation-in-service requirement for Haj leave. Anwar also announced improvements to the Malaysian Armed Forces (ATM) scheme, the provision of Academic Recognition Awards (HPA) and funding to strengthen INTAN. On the Public Service Talent Development Policy launched by Anwar, Wan Ahmad Dahlan said it reflected the government's commitment to developing competent and competitive civil servants through the implementation of comprehensive and structured talent development initiatives. 'From the time one joins the civil service until retirement, we certainly need competent human capital to carry out duties. This is where talent development is taken into account by the PSD to ensure that civil servants are competent in facing the new world, which now includes the digital era, the era of artificial intelligence (AI) and so on.

Saifuddin to address Zara Qairina case, attack on Rafizi's son in Dewan Rakyat on Monday
PUTRAJAYA: Home Minister Datuk Seri Saifuddin Nasution Ismail will address several cases and issues, including those involving Zara Qairina and the attack on Rafizi Ramli's son, on Monday. Unity government spokesman Datuk Fahmi Fadzil said Saifuddin would do so in his ministerial statement in the Dewan Rakyat. "Since the case (involving Rafizi's son) is still under investigation and the Selangor police chief has issued a statement, it is up to him whether he wishes to address the issue in his statement on Monday," he told reporters after the 20th Civil Service Premier Assembly (Majlis Amanat Perdana Perkhidmatan Awam) here today.
