
Saifuddin to address Zara Qairina case, attack on Rafizi's son in Dewan Rakyat on Monday
Unity government spokesman Datuk Fahmi Fadzil said Saifuddin would do so in his ministerial statement in the Dewan Rakyat.
"Since the case (involving Rafizi's son) is still under investigation and the Selangor police chief has issued a statement, it is up to him whether he wishes to address the issue in his statement on Monday," he told reporters after the 20th Civil Service Premier Assembly (Majlis Amanat Perdana Perkhidmatan Awam) here today.

PUTRAJAYA, Aug 15 (Bernama) -- The Congress of Unions of Employees in the Public Service (CUEPACS) expressed its appreciation to the government following several key announcements made by Prime Minister Datuk Seri Anwar Ibrahim during the 20th edition of the Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX). One of the key announcements was the relaxation of Haj pilgrimage requirements for civil servants who have not yet been confirmed in their positions, a decision welcomed by its president Datuk Dr Adnan Mat as it benefits those awaiting confirmation but already having their turn for the pilgrimage. 'This move is a positive step, allowing those who have been granted their Haj turn but are not yet confirmed in their positions to perform the pilgrimage,' Adnan told a press conference here today. He added that this decision was one of CUEPACS' requests and lauded the government for offering civil servants the opportunity to fulfil this religious obligation sooner. In addition, Adnan also commended the continuation of the lifelong learning programme through the National Institute of Public Administration (INTAN), which will run until 2026 with an allocation of up to RM15,000. 'This initiative provides civil servants with the opportunity to enhance their skills and pursue higher education, enabling them to serve the public more effectively. 'From now until 2026, civil servants will have greater opportunities to upgrade their qualifications and gain advanced certifications,' he said. Another important announcement, according to Adnan, was the government's provision of one-off academic recognition rewards for civil servants. The rewards, ranging from RM500 to RM1,250, will be given to those who have completed their studies independently, without government funding. 'The one-off recognition is truly appreciated as it acknowledges the hard work and personal sacrifices of civil servants who have pursued education on their own, at their own expense,' Adnan said.

No tolerance for bullying under amended Penal Code, says Fahmi
Fahmi says that Cabinet ministers have begun aligning actions across ministries, particularly those managing educational institutions and student dormitories, to ensure the proper implementation of the newly amended provisions, which came into force in July. – Bernama photo PUTRAJAYA (Aug 15): The government is currently coordinating the enforcement of Sections 507B to 507G of the Penal Code to ensure that all parties understand that bullying is a crime. Communications Minister Datuk Fahmi Fadzil said the matter was among the key issues discussed during today's Cabinet meeting, chaired by Prime Minister Datuk Seri Anwar Ibrahim, in light of recent bullying incidents, including the tragic death of Form One student Zara Qairina Mahathir. 'The Prime Minister made it clear that the government will not tolerate bullying in any form or allow such cases to continue without accountability,' said Fahmi. He said that Cabinet ministers have begun aligning actions across ministries, particularly those managing educational institutions and student dormitories, to ensure the proper implementation of the newly amended provisions, which came into force in July. 'We want every ministry to fully understand that under these amendments, bullying is clearly defined and legally recognised as a criminal act. The Penal Code (Amendment) Act 2025 and the Criminal Procedure Code (Amendment) Act 2025, which aimed at more comprehensively addressing all forms of bullying, including cyberbullying, were passed in the Dewan Rakyat on Dec 10 and in Dewan Negara on Dec 16, last year. Fahmi also revealed that the Prime Minister had raised concerns over the conduct of certain individuals and public figures, describing their behaviour as 'disrespectful' and confirming that authorities would take appropriate action. Meanwhile, he said that, during MAPPA XX, Anwar also reiterated the important role of civil servants in safeguarding peace, public order, and national progress. 'The Prime Minister delivered several important messages, including how much of the progress we're enjoying today is the result of bold changes and reforms, including the implementation of the Public Service Remuneration System,' said Fahmi. He also welcomed Anwar's announcements related to the public service, calling them a relief to many, and hinted at more to come. Cuepacs hail incentive to encourage civil servants to further studies
PUTRAJAYA: The one-off incentive for civil servants who self-fund their studies will encourage others to further their studies, said the Congress of Unions of Employees in the Public and Civil Services (Cuepacs). Its president, Datuk Dr Adnan Mat, said such an effort would ultimately bring positive impact on the public service delivery system, as having more personnel with higher academic qualifications would lead to better performance and capabilities. "Although it is a one-time incentive, we are deeply moved by the recognition of the sacrifices made by those who furthered their studies on their own initiative, with their own expenses and great commitment. "This incentive is a form of recognition by the government, and it offers new hope to civil servants to continue improving their academic qualifications. "This is crucial as we work to enhance civil service performance and productivity. The announcement is also timely, as we will soon receive an additional seven per cent salary increase, making it all the more important that we are prepared to deliver the best possible impact in public service," he told reporters after the 20th Civil Service Premier Assembly. Adnan also expressed his gratitude to the government for allowing civil servants who have yet to be confirmed in their positions to perform the haj. "If they were to miss their allocated turn, they would face a very long wait before getting another opportunity. Therefore, following our request and with the government's agreement, for which we are thankful, this decision provides an advantage to civil servants who have yet to be confirmed in their positions to perform the haj," he said. He said the continuation of the Accreditation of Prior Experiential Learning for Qualifications (APEL.Q) programme through the National Institute of Public Administration (Intan), which had been extended until next year, would allow civil servants to pursue lifelong learning or upgrade their skills and competencies. "This is in line with the prime minister's aspiration for civil servants to continuously deliver the best possible service," he said. Adnan added that civil servants must always be ready to adapt, and failure to change would mean being left behind.
