Six years on, multi-specialty hospitals yet to take off in Odisha
BHUBANESWAR: More than six years after the Odisha government announced its ambitious affordable healthcare project to provide quality treatment at remote areas, establishment of multi-specialty hospitals in districts having poor health infrastructure continue to be a distant dream. Despite being billed as the country's largest public-private partnership (PPP) initiative in the health sector, the project has suffered inordinate delays, primarily due to lukewarm response from promoters and then land allotment hurdles. During the Make-in-Odisha conclave in November 2018, the state government had unveiled plans to set up multi-specialty hospitals at 25 locations with an investment of Rs 1,300 crore in PPP mode. This would have added 2,900 new hospital beds. Considered a model for expanding healthcare into smaller towns, the project was expected to boost access to quality treatment in under-served districts. Five years later, the government decided to set up hospitals at four locations, Angul, Barbil, Bhadrak and Jharsuguda in the first phase, and accordingly signed MoUs with private players in October 2023. The delay then was attributed to Covid-19 pandemic. A consortium of Utkal Healthcare Pvt Ltd and Silicon Institute of Technology were to develop 200-bed multi-specialty hospital each at Angul and Barbil while another consortium of Cygnus Medicare Pvt Ltd and Omnilink Technology Pvt Ltd will set up 100-bed hospitals at Bhadrak and Jharsuguda. According to the agreement, the government was to provide land and capital assistance while the private partners would construct the facilities and run them for 30 years. These were to be the NABH-accredited multi-specialty hospitals in the state, offering 24x7 trauma care, OPD, IPD and super-speciality services.

As the BJP govt completes one year in office, Chief Minister Mohan Charan Majhi talks about his accomplishments and challenges along with the roadmap for Odisha's growth and development in the coming years, in an interview with Siba Mohanty & SN Agragami. Your government has completed one year in office with a slogan, 'Barsa Ek, Uplapdhi Anek'. What is the biggest upalabdhi (achievement) of your government in the last 12 months ? June 12 was a historic day in the political history of Odisha. People changed the government of 24 years and gave us a mandate to take Odisha in the path of development in all fields. Out of the 21 promises made by us, our government has fulfilled 11 promises, which is more than half. The results are for all to see. Let me give you one example. In Subhadra Yojana, we had promised to give a voucher of Rs 50,000 to women and have already provided Rs 10,000 to nearly 1 crore women in two half-yearly installments. This is not a cash dole to create vote-bank. Our aim is women empowerment. We have got ground reports, and you will be pleasantly surprised that 90 per cent of beneficiaries have utilised the money in a gainful manner. On the path of fulfilling the dream of Prime Minister Narendra Modi, we have increased the number of Lakhpati Didis from just three lakh to 16.6 lakh in one year and achieved the first position in the country. The prime minister himself has praised the achievement of Odisha in the NITI Aayog meeting. Our second priority was the farmer. Within one hour of taking oath, in the first cabinet meeting we approved input assistance of Rs 800 per quintal over and above the MSP, which has already reached 17 lakh farmers. For the youth, we have provided 28,000 jobs. Nearly 30,000 youths have also got jobs in private sector. The previous government had organised three Make-in-Odisha conclaves. But in only one Utkarsh Odisha conclave organised by our government on January 28 and 29, we generated more proposals and signed more MoUs than all the previous three combined. We received proposals of Rs 17 lakh crore, signed MoUs of Rs 13 lakh crore with employment opportunities for 13 lakh youths of the state. The government has gained the confidence of people by doing all this work. We are committed to take Odisha to greater heights economically, socially and politically. We have fulfilled many promises during the year, which is why the slogan 'Barsha Ek, Upalabdhi Anek'. A New Odisha is taking shape.

Odisha CM Majhi lays stone for 12 projects worth Rs 28K crore in Ganjam
BERHAMPUR: Chief Minister Mohan Charan Majhi on Thursday conducted groundbreaking ceremony for 12 industrial projects with a combined investment of Rs 28,084 crore in Ganjam district. The projects span green energy, advanced manufacturing, logistics, agro-processing and infrastructure sectors and are likely to create employment opportunities for 15,455 people. These projects are located across TATA Steel SEZ, Gopalpur, Chhatrapur, Buguda, and Barapalli areas. Terming it a major milestone in transforming southern Odisha into an industrial hub, the chief minister said Odisha's double-engine government is focused on inclusive growth through industry, healthcare and skill development. 'Post-Utkarsh Odisha and Make-in-Odisha conclaves, Rs 1.5 lakh crore worth of projects have been implemented within five months, creating 90,000 jobs. Gopalpur Port is emerging as a key gateway, with a 75,000 km global road network in the pipeline. With initiatives like the World Skill Centre and Lakhpati Didi, the state is progressing confidently toward a Samruddha Odisha by 2036 and a Viksit Bharat by 2047,' he said. The projects include Rs 7,200 crore investment in the green hydrogen and ammonia sector by Ocior Energy Private Limited at the TATA Steel SEZ with job potential for 2,300 people while Petronet LNG Limited will establish a Rs 6,500 crore LNG terminal at Gopalpur, which will generate 1,000 jobs. UPL Limited will invest Rs 4,000 crore in the speciality chemicals sector at the Tata Steel SEZ with a job potential for 4,100 people.
