Graduates from law colleges lacking BCI approval will not be enrolled by state bar councils: Chairman
MUMBAI: The Bar Council of India (BCI) chairman and Rajya Sabha member Manan Kumar Mishra on Saturday cautioned aspiring lawyers that graduates from law colleges lacking BCI approval will not be enrolled by state bar councils or granted a Certificate of Practice. Graduates from law colleges lacking BCI approval will not be enrolled by state bar councils: Chairman Speaking to Hindustan Times on the sidelines of the convocation for the 2025–26 batch of the Kirit P Mehta School of Law, NMIMS, where he was chief guest, Mishra urged students to verify a college's approval status before admission — much like medical students check for recognition from the Medical Council of India. 'Students are bound to suffer if they study in unapproved colleges,' Mishra said. 'When we receive complaints about such institutions, we shut them down and impose heavy fines. But by then, the damage to students' careers is already done.' According to BCI's latest online list, several law colleges in Maharashtra are operating with expired approvals — some lapsed as early as 2013 — while others have not renewed recognition since 2018 or 2022. The list has triggered anxiety among students, many of whom say their colleges never informed them of the lapse. The consequences are severe. Without BCI approval, graduates are denied enrolment with their state bar council and the mandatory Certificate of Practice. Some applicants to LLM programmes within India have also been rejected for the same reason. 'It is a clear case of cheating,' Mishra said. 'Admitting students without BCI approval is playing with their futures.' The process for opening a law college involves obtaining a no-objection certificate from the state government, securing university affiliation, and finally, BCI approval. Mishra stressed that universities — as the immediate regulators — should ensure compliance before affiliation. 'We only approve colleges that are affiliated,' he said. 'If any college admits students without our approval, we usually find out only when complaints come from students.' Law student activist Sachin Pawar criticised lax oversight, saying some colleges secure approval merely by filing affidavits claiming adequate faculty and infrastructure. 'In reality, quality is neglected,' he said. 'We urge BCI to strengthen inspections like other professional bodies, so students receive proper legal education.' Mishra said BCI has introduced a system of surprise inspections by a panel led by a retired high court judge, accompanied by two or three senior law professors. These teams assess faculty, infrastructure, and academic standards, submitting a report within a month. Non-compliant institutions are closed. He painted a grim picture of the sector, estimating that 'more than 70% of colleges' lack basic facilities such as libraries or moot courts. 'Even LLMs and PhDs are sold in the market,' he alleged. 'That is why BCI has introduced the All India Bar Exam — as a filter to ensure only competent graduates enter the profession.' During the convocation, degrees were conferred upon graduates of BA LLB (Hons.), BBA LLB (Hons.), and LLM programmes, followed by the administration of a graduate oath and a sustainability pledge.

"Exposes utter state of lawlessness in WB": BJP's fact-finding team submits report of Kolkata gangrape case to JP Nadda
New Delhi [India], July 8 (ANI): The BJP's fact-finding team constituted to inquire into the case of alleged gangrape of a law college student in Kolkata submitted its report to party National President JP Nadda on Tuesday. Upon receiving the report, Nadda said that this report exposes the 'lawlessness' in West Bengal. 'This report exposes the utter state of lawlessness in West Bengal and the state government's alarming insensitivity towards women's safety. From Sandeshkhali to RG Kar Hospital and now this, the pattern remains the same with silence, inaction and protection for the accused,' Union Minister JP Nadda said on X. The team comprised former Union Ministers Satpal Singh and Meenakshi Lekhi, Rajya Sabha MP Manan Kumar Mishra, and Lok Sabha MP Biplab Kumar Deb. Meanwhile, West Bengal Police on July 4 brought the arrested accused in the Kolkata gangrape case to South Calcutta Law College for the reconstruction of the crime scene. Earlier, the Kolkata High Court sought a response from the West Bengal Government on three Public Interest Litigations (PILs) regarding the alleged gangrape at the South Calcutta Law College in the Kasba area. The Court also questioned why the governing body of the college was not included in the case. This comes after a student was allegedly gangraped inside the South Calcutta Law College in Kasba area in the capital city of West Bengal on June 25. Five days later, on June 30, Kolkata Police said that the three main accused in the case were arrested in less than 12 hours. Earlier, BJP's committee member Manan Kumar Mishra alleged that the police were 'hiding' the family of the rape survivor and not allowing anyone to meet the security guard, who is the fourth accused in the incident. He further alleged that there was an attempt to 'tamper' with the First Information Report (FIR) to change the name of the accused. Mishra told ANI, 'We visited everyone there and met other college staff also. When we saw some documents, it showed that some tampering had been done with the FIR. By looking at the document, it looks like someone attempted to change the name of the accused. We tried to talk to the victim, but it looks like the police are hiding the family of the victim. The guard is the best witness in this case, but they have also arrested him and are not letting him meet anyone.' (ANI)

36.47% of 7.90 cr electors submit forms by July 7; 1.18 cr in last 24 hrs: EC on Bihar SIR
New Delhi [India], July 7 (ANI): The Special Intensive Revision (SIR) in Bihar is being implemented by the Election Commission of India's order dated June 24, 2025. As per instructions, the draft electoral rolls that will be issued on August 1, 2025, will contain the names of persons whose enumeration forms have been received. The exercise is progressing smoothly with the active cooperation of the electors. As of Monday, at 6.00 PM, 2,87,98,460 Enumeration Forms, i.e. 36.47 per cent of the total of 7,89,69,844 (nearly 7.90 crore) electors in Bihar who are enrolled as on June 24, 2025, have been received. In the last 24 hours, i.e. from 6.00 PM yesterday, 1,18,49,252 Enumeration Forms have been collected. There are still 18 days to go until the last date for submitting forms. The uploading of forms has also started in full swing, with 7.25 per cent of the forms already uploaded so far. Meanwhile, on the revision of the electoral roll in Bihar, BJP MP Manan Kumar Mishra said, 'This is a special drive, a special intensive revision by the Election Commission. The last revision of the voter list in Bihar was carried out in 2003. This is a healthy tradition and should be carried out regularly; otherwise, we cannot hope for a fair and transparent election. There has been a huge demographic change in Bihar, and things will become clear after the revision of the list.' The partially filled forms are also available for download on the ECI portal ( and the ECINET App. Electors can upload the filled forms themselves on the ECINET App. 77,895 Booth Level Officers (BLOs) are going house-to-house to help the electors fill out their Enumeration Forms and collect them. In many cases, the BLOs are taking live pictures of the electors and uploading them, thereby saving the electors the trouble of getting their photos taken. Additionally, 20,603 BLOs are being appointed for the smooth and timely completion of the process. Nearly 4 lakh volunteers, including government officials, NCC cadets, NSS members, etc., are also working in the field to facilitate the elderly, PwDs, sick, and vulnerable populations in the SIR process. Additionally, 239 EROs, covering all 243 ACs, 963 AEROS, 38 DEOs, and the CEO of the state are at the ground level to facilitate electors in submitting their forms. 1,54,977 Booth Level Agents (BLAs) appointed by various political parties are also providing active support in the SIR process. Earlier, the Kolkata High Court sought a response from the West Bengal Government on three Public Interest Litigations (PILs) regarding the alleged gangrape at the South Calcutta Law College in the Kasba area. On July 2, Kolkata Police stated that the Detective Department of the police force would take over the investigation in the alleged gang rape case. This comes after a student was allegedly gangraped inside the South Calcutta Law College in Kasba area in the capital city of West Bengal on June 25. Five days later, on June 30, Kolkata Police said that the three main accused in the case were arrested in less than 12 hours. Earlier, BJP's fact-finding committee member Manan Kumar Mishra stated alleged that the police were 'hiding' the family of the rape survivor and not allowing anyone to meet the security guard, who is the fourth accused in the incident. He further alleged that there was an attempt to 'tamper' with the First Information Report (FIR) to change the name of the accused. Mishra told ANI, 'We visited everyone there and met other college staff also. When we saw some documents, it showed that some tampering had been done with the FIR. By looking at the document, it looks like someone attempted to change the name of the accused. We tried to talk to the victim, but it looks like the police are hiding the family of the victim. Five days later, on June 30, the Kolkata Police said that the three main accused in the case were arrested in less than 12 hours. Earlier, BJP fact-finding committee member Manan Kumar Mishra stated alleged that the police were 'hiding' the family of the rape survivor and not allowing anyone to meet the security guard, who is the fourth accused in the incident which took place on June 25 inside the campus of a law college in Kolkata. He further alleged that there was an attempt to 'tamper' with the First Information Report to change the name of the accused. Mishra, told ANI, 'We visited everyone there and met other college staff also. When we saw some documents, it showed that some tampering had been done with the FIR. By looking at the document, it looks like someone attempted to change the name of the accused... We tried to talk to the victim, but it looks like the police are hiding the family of the victim and the family members... The guard is the best witness in this case, but they have also arrested him and are not letting him meet anyone...'
