Graduates from law colleges lacking BCI approval will not be enrolled by state bar councils: Chairman
Speaking to Hindustan Times on the sidelines of the convocation for the 2025–26 batch of the Kirit P Mehta School of Law, NMIMS, where he was chief guest, Mishra urged students to verify a college's approval status before admission — much like medical students check for recognition from the Medical Council of India.
'Students are bound to suffer if they study in unapproved colleges,' Mishra said. 'When we receive complaints about such institutions, we shut them down and impose heavy fines. But by then, the damage to students' careers is already done.'
According to BCI's latest online list, several law colleges in Maharashtra are operating with expired approvals — some lapsed as early as 2013 — while others have not renewed recognition since 2018 or 2022. The list has triggered anxiety among students, many of whom say their colleges never informed them of the lapse.
The consequences are severe. Without BCI approval, graduates are denied enrolment with their state bar council and the mandatory Certificate of Practice. Some applicants to LLM programmes within India have also been rejected for the same reason. 'It is a clear case of cheating,' Mishra said. 'Admitting students without BCI approval is playing with their futures.'
The process for opening a law college involves obtaining a no-objection certificate from the state government, securing university affiliation, and finally, BCI approval. Mishra stressed that universities — as the immediate regulators — should ensure compliance before affiliation. 'We only approve colleges that are affiliated,' he said. 'If any college admits students without our approval, we usually find out only when complaints come from students.'
Law student activist Sachin Pawar criticised lax oversight, saying some colleges secure approval merely by filing affidavits claiming adequate faculty and infrastructure. 'In reality, quality is neglected,' he said. 'We urge BCI to strengthen inspections like other professional bodies, so students receive proper legal education.'
Mishra said BCI has introduced a system of surprise inspections by a panel led by a retired high court judge, accompanied by two or three senior law professors. These teams assess faculty, infrastructure, and academic standards, submitting a report within a month. Non-compliant institutions are closed.
He painted a grim picture of the sector, estimating that 'more than 70% of colleges' lack basic facilities such as libraries or moot courts. 'Even LLMs and PhDs are sold in the market,' he alleged. 'That is why BCI has introduced the All India Bar Exam — as a filter to ensure only competent graduates enter the profession.'
During the convocation, degrees were conferred upon graduates of BA LLB (Hons.), BBA LLB (Hons.), and LLM programmes, followed by the administration of a graduate oath and a sustainability pledge.

Parliament panel flags nearly 10 lakh teaching vacancies in schools, asks to stop contractual hiring
The Parliamentary Standing Committee on Education, Women, Children, Youth and Sports, chaired by Congress Rajya Sabha MP Digvijay Singh, presented its 368th report titled Review of Functioning of the National Council for Teacher Education (NCTE) and Initiatives Taken to Support Training of Teachers in Light of NEP 2020's Thrust on Capacity Building of Teachers. The report was tabled in the Lok Sabha 5 August and in the Rajya Sabha 8 August. The panel has recommended that vacancies in central government-run schools be filled with permanent appointees by 31 March 2026, and also called for firm action against states that fail to comply with the Centre's directives on filling these posts. New Delhi: A parliamentary panel has said there are about 10 lakh teaching vacancies in the school education system across the country, including in central institutions like Jawahar Navodaya Vidyalayas (JNVs) and Kendriya Vidyalayas (KVs), as well as those run by state governments. According to the report, based on data submitted by the Union Ministry of Education, around 10 lakh teaching posts in the school education system are currently vacant across the country. The report states that in the academic year 2023–24, there were 63,26,207 sanctioned teaching posts at primary and secondary levels, out of which 9,59,148 remained vacant. In 2024–25, the number of sanctioned posts increased to 69,85,760, but the number of vacancies also rose to 9,82,662 The committee raised serious concerns over the high number of vacancies in JNVs and KVs, calling the situation 'alarming'. 'There are overall 30 to 50% vacancies in KVs and NVs also and contractual appointments of teachers are being done in spite of repeated recommendation of the Committee to fill-up the vacancies,' the report stated. The committee directed the Department of School Education and Literacy to appoint regular/permanent teachers in centrally administered schools no later than 31 March 2026, and to update the committee on the progress. The committee also urged the Department of School Education and Literacy to take a firm stand on the issue of vacancies in schools funded under the Samagra Shiksha Abhiyan (SSA)—which covers almost all state government-run schools. 'Teachers' salary component of SSA funds of those states which do not comply with the directions of the Department (of school education) to fill up the vacancies with regular/permanent teachers, should be kept in abeyance till the respective States comply with the directives of the Central Government,' the committee recommended. It further recommended the ministry take up the issue of contractual teacher appointments with state governments as well. Meanwhile, the committee has recommended against the National Council for Teacher Education's (NCTE) plan to discontinue the Bachelor of Elementary Education ( programme—a four-year specialised degree designed to prepare teachers for the elementary level. 'B. El. Ed is a specialized four-year degree with focus on elementary education pedagogy, a crucial developmental stage for children, and its discontinuation based on factors like the number of institutions or structural alignment is a short-sighted approach that risks dismantling a proven program instead of strengthening and expanding it to meet the demand for qualified elementary teachers across the country,' the committee stated. Earlier this year, the NCTE issued draft regulations proposing the discontinuation of the programme from the 2026–27 academic session. The four-year course, launched in 1994–95, is intended to prepare teachers for Classes 1 to 8. Under the new policy direction, institutions currently offering will need to transition to the Integrated Teacher Education Programme (ITEP), in line with the National Education Policy (NEP) 2020. Parliament green signals Sports Bill
The National Sports Governance Bill was on Tuesday passed by the Parliament, with Rajya Sabha giving its nod a mere 24 hours after Lok Sabha, marking a historic first for India's sports administration that is now set to be regulated by a national board and have its own dispute resolution mechanism. The National Anti-Doping (Amendment) Bill, which reinforces NADA's autonomy as required by the World Anti-Doping Agency, was also passed by the Parliament. The two bills now await presidential assent to be notified as acts. Minister of Youth Affairs and Sports Mansukh Mandaviya moved the bills for consideration and passage in the Upper House at 3 pm. 'In 20 countries, there is sports law. I request the Rajya Sabha to make India the 21st country with a sports law,' Mandaviya said in his address, which was followed by a discussion that lasted over two hours. During the discussion, BJD MP Subhashish Khuntia raised concerns about the centralisation of sports governance due to the bill. He also felt that the bill did not have clarity on the district and block-level development of athletes. 'The bill should empower, not control,' he said. Mandaviya responded by saying that the government is only seeking to be a facilitator. 'In this bill, we are bringing transparency, not control, not interference. Government doesn't want to control. We are being the supporters and providers of a structure,' he asserted. Former All India Football Federation President and NCP leader Praful Patel was among the prominent voices who lauded the bill. 'It was a long-standing legislation that was required. We have had a sports code — it's been a loose code and never stood any legal scrutiny. What is happening today is the need of the hour,' Patel said.'We are hoping to win the 2036 bid of Olympics. That itself would be a redefining moment for Indian sports. This bill is absolutely in the right direction. We need this to achieve glory that is beyond cricket. It is imperative that this bill be passed with fullest support.' The most striking aspect of the bill is that the NSB is to create a stringent system of accountability. The NSB will have the mandate to de-recognise a national body that fails to hold elections for its Executive Committee or has committed 'gross irregularities in the election procedures.' Failure to publish annual audited accounts or 'misused, misapplied or misappropriated public funds' would also be liable for action by the NSB, but it would be required to consult the concerned global body before making its move. Another feature is the proposal for a National Sports Tribunal, which will have the powers of a civil court and decide disputes ranging from selection to election involving federations and athletes. Once instituted, the Tribunal's decisions can only be challenged in the Supreme Court. The bill makes some concessions on the issue of age cap for administrators by allowing those in the bracket of 70 to 75 to contest elections if the concerned international bodies' statutes and by-laws allow for it. It is a departure from the national sports code that capped the age limit at 70. All recognised national sports bodies would also come under the ambit of the Right to Information (RTI) Act, something that the BCCI has vehemently opposed since it is not dependent on government funding. However, the cricket board has got some leeway on that front with the government amending the bill to ensure that RTI would be applicable only on bodies that rely on government funding or support. Another significant amendment made to the draft is the mandatory term of two tenures in the EC to be eligible for fighting NSF elections.

State, centre not proceeding with Par-Tapi-Narmada river link project: Minister
Gandhinagar: State govt spokesperson Rushikesh Patel on Wednesday reiterated that Gujarat remains firm on its 2022 decision to suspend the Par-Tapi-Narmada river link project. He said the state cabinet has reaffirmed this decision in its meeting. Speaking to reporters after the cabinet meeting, Patel said the first attempt to introduce the project was made by the then govt in 1980, and it was reintroduced by former prime minister Manmohan Singh in 2011. A detailed project report (DPR) was prepared by the concerned ministry in 2017. Patel recalled that chief minister Bhupendra Patel officially announced the suspension of the project in 2022. Since then, neither the Gujarat govt nor the centre has taken any steps to revive it, he said, adding that the opposition should not mislead citizens about its status. "The DPR referred to in the responses is from 2017, and no new DPR has been issued since. On Aug 10, union Jal Shakti Minister C R Paatil clearly stated that neither the central nor the state govt intends to proceed with this project," Patel said. The Par-Tapi-Narmada link was designed to divert surplus water from the Par and Tapi rivers in south Gujarat to water-scarce areas of Saurashtra and Kutch.
