Kochi, July 21 (UNI) A nationwide cyber fraud gang that operated through a fake "Parivahan" mobile application has been arrested by the Kochi Cyber Police from Varanasi in Uttar Pradesh. The fraudsters tricked victims by sending fake APK files via WhatsApp under the pretext of paying vehicle fines through Parivahan, a digital platform created by the Union Ministry of Transport to provide various transportation-related services to citizens of India. The arrested individuals have been identified as Atul Kumar Singh (32) and Manish Yadav (24), both residents of Uttar Pradesh. The gang collected vehicle information using a Telegram bot. The brain behind the fake application was a 16-year-old relative of Manish Yadav. An Ernakulam native had registered a complaint on the NCRP (National Cyber Crime Reporting Portal) stating that Rs 85,000 was defrauded through a fake Parivahan link. Based on this complaint, Kochi Cyber Police registered an FIR and arrested the accused with the help of digital evidence. The investigation team included Inspector Shameer Khan and police officers Arun, Ajith Raj, Nikhil George, Alfit Andrews, and Sharafudheen. The accused were found in possession of data related to over 2,700 vehicles from Kerala, Gujarat, Karnataka, Tamil Nadu, and West Bengal. The accused defrauded several people by sending fake APK files via WhatsApp and convincing them that the application was for paying vehicle fines. Police identified the arrested persons as Uttar Pradesh natives Atul Kumar Singh, 32, and Manish Yadav, 24. According to police, the accused collected vehicle information through a Telegram bot. A 16-year-old relative of Manish Yadav was the mastermind behind creating the fake application. His arrest was not recorded and a notice was issued against his name, police said. They were arrested following an investigation into a complaint registered on the NCRP portal by an Ernakulam resident stating that he lost Rs 85,000 through the fake Parivahan link. Based on this complaint, the Kochi cyber police filed an FIR and an investigation team, including inspector Shameer Khan and officers Arun, Ajith Raj, Nikhil George, Alfit Andrews and Sharafuddin, apprehended the suspects using digital evidence. Police recovered information on over 2,700 vehicles from Kerala, Gujarat, Karnataka, Tamil Nadu and West Bengal from the phones of the accused. We are en route with the accused and will arrive in Kochi on Monday. The accused were involved in other modes of crimes as well," said an officer with the probe team. He added that the accused generated other such APK files as well. "They also used APK files to cheat people by making them believe that the app was updating KYC details on various platforms. Another mode of scam was to send fake APK files for applications for sex chat. In such cases, the victims were not even reporting the crime due to shame," said an officer. They arrested UP natives Atul Kumar Singh (32) and Manish Yadav (24) who were allegedly committing fraud by sending fake Android Package Kit (APK) files through WhatsApp to their targets under the pretext of demanding payment of vehicular fines, a State Police Media Centre (SPMC) release said. APK files are used to install mobile apps. The accused collected the vehicle details through a Telegram bot, the release said. The brain behind the creation of the fake APK was a 16-year-old relative of Yadav, it said. The police action was taken following a complaint registered on the National Cyber Reporting Platform (NCRP) by an Ernakulam native claiming that he was duped of Rs 85,000 through the fake Parivahan software. The accused were arrested by a police team comprising Inspector Shameer Khan, and officers Arun, Ajith Raj, Nikhil George, Alfit Andrews and Sharafuddin based on digital evidence, the release said. Details of more than 2,700 vehicles from various states, including Kerala, Gujarat, Karnataka, Tamil Nadu and West Bengal, were found on the two accused's phones, it said. Court suspends sentence of two Congress MLAs in 2014 road block case

A sessions court in Jaipur on Tuesday suspended the sentence of two Congress legislators who were among nine persons who were sentenced last month for blocking a road in Jaipur during a 2014 protest. All nine, including Shahpura MLA Manish Yadav and Ladnun MLA Mukesh Bhakar, were found guilty under IPC sections 147 (punishment for rioting) and 283 (causing danger or obstruction in a public way or line of navigation). The others sentenced by the court of the Additional Chief Judicial Magistrate on June 17, 2025 were Abhishek Chaudhary — who unsuccessfully contested 2023 Assembly elections on a Congress ticket — Dron Yadav, Rajesh Meena, Ravi Kirad, Wasim Khan, Bhanu Pratap Singh and Vidyadhar Meel. On Tuesday, the District and Sessions court suspended their sentences after their lawyers argued that there is a possibility of delay in disposal of appeal. Senior lawyer V R Bajwa, appearing for the appellants, said that if the execution of the impugned sentence is not postponed till the decision of the appeal, then the appellants will be deprived of their legal rights and that in such a case the execution of the sentence passed by the subordinate court should be postponed until the appeal is decided. The court accepted their contention and gave the relief to the petitioners. The case will now be heard on August 26, 2025. Following the trial, the court awarded a one-year sentence and a fine of Rs 3,000 each under IPC Section 147, along with an additional fine of Rs 200 under Section 283. The nine, at that time students leaders, were part of an August 2014 protest at Rajasthan University. According to court documents, the protesters from the National Students' Union of India (NSUI) and the Akhil Bharatiya Vidyarthi Parishad (ABVP) had blocked the Jawaharlal Nehru Marg outside the main gate of Rajasthan University, prompting the police to book them.
