Article content Søren Elbech brings unique multilateral banking expertise to the DSRB Board. Since September 2023, Elbech serves as Chief Risk Officer of Inter-American Development Bank. Prior, Elbech was Managing Director, Global Head of Supranational Institutions at JPMorgan and, in 2019, co-developed what since evolved into DSRB. Moreover, as the first Treasurer of the Asian Infrastructure Investment Bank (AIIB), in 2016-19 he was responsible for building its treasury function from the ground up and achieving AAA credit ratings from all leading rating agencies. Elbech's experience in establishing the financial architecture of a new multilateral bank is shared by only a handful of individuals globally, making his contribution to the DSRB both rare and indispensable. COLUMBUS, Ohio (WKBN) – An attorney working for the Ohio Department of Natural Resources was found to be using his state laptop and state time to do work for a law firm — his second job. Read next: Italian restaurant catches fire in Mercer County ODNR Deputy Legal Counsel Matthew Westerman's second job with the law firm MCS & Associates was approved by ODNR, but he was not permitted to use his position at ODNR to facilitate activities with the law firm, according to the Office of Inspector General. An investigation began in June 2024 into Westerman's activities after a state agency became concerned that they were getting emails from Westerman from his state email account about MCS business. The investigation found that Westerman made 148 phone calls related to MCS activities during times that he reported working for ODNR. He sent or received 70 emails related to MCS using his state email account and stored 29 files on his state laptop and servers, according to the Office of the Inspector General. On November 19, 2024, ODNR instructed Westerman to immediately cease all secondary employment activity and he complied. The report of the investigation dated Jan. 9, 2025, has been sent to the Columbus City Attorney's Office, the Franklin County Prosecuting Attorney's Office, the Ohio Office of Disciplinary Counsel, and the Ohio Auditor of State for consideration. Investigation: Ohio Dept. of Natural Resources lawyer worked second job on state's dime

An attorney for the Ohio Department of Natural Resources misused state resources when he stored documents related to a second job on his state-issued computer, an investigation by the Ohio Inspector General found. The Ohio Inspector General launched an investigation into ODNR Deputy Legal Counsel Matthew Westerman in June after receiving a referral from the Ohio Facilities Construction Commission. The Inspector General's office issued a report Thursday that found Westerman worked on multiple occasions for a secondary job at MCS and Associates while also working for ODNR. ODNR's legal department had approved Westerman's employment with the construction and project management firm, the report found. However, Westerman used state resources for his second job, which violated ODNR policies. In November, ODNR told Westerman to stop all his work with MCS and Associates, and he agreed, the report said. The investigation found that he made nearly 150 phone calls for MCS-related work while on the clock for ODNR, sent or received 70 emails using his state email account, and stored 29 MCS-related files on his state-issued computer or state cloud storage. The investigation found this amounted to more than 26 hours of work over about two years being done for Westerman's secondary employer while on the clock for the state, totaling about $2,182 in pay and benefits from ODNR, a report issued Thursday said. Westerman has worked as deputy legal counsel for ODNR since 2022. According to the Ohio Supreme Court's attorney registry, he remains employed there as of Thursday. The Ohio Inspector General has sent the investigation and report to the Columbus City Attorney's office and the Franklin County Prosecutor's office for review.
