Cell phone footage captured the moment that the officer, wearing a neon reflective vest and directing traffic, clung to a black BMW as it turned on Biscayne Boulevard near a downtown park. After three rounds sounded off, the car stopped in the middle of the intersection and the driver ran out, the clip obtained by Local 10 News on Tuesday shows. The officer also got on his feet and made his way around the passenger's side of the vehicle to pursue the driver. The driver quickly got on the ground and rolled over onto his stomach as another officer got on top of him and handcuffed him. Blood stains showed on the driver's white shirt. He sustained several gunshot wounds and was taken to a nearby hospital. The dramatic incident unfolded as the Best of the Best International Music Festival, which dubs itself the largest Caribbean festival in North America, was taking place at Bayfront Park on Sunday. Sherlyann Clarke, the driver's sister, said that her 21-year-old brother, Menelek Clarke, was simply looking for a place to park. 'The patrol officer, we were all stopped, we were in the middle lane,' she told the TV station. 'He told everyone else to go with his hand — hand signaling that we can go. And then he stood in front of my brother's car and shot him.' Sherlyann insisted that 'it wasn't intentional to hit' the officer and that 'the man moved with the car as he was going around him'. The Miami Police Department did not immediately respond to a request for comment from Metro. Assistant Police Chief Armando Aguilar told Local 10 News that they are not sure what happened exactly. In another video, the officer instructed Menelek Clarke, 21, to roll over. The man had noticeable blood stains on his back and was later handcuffed by police. Pedestrians began to panic as the scene unfolded near the Best of the Best music festival. People were seen running for cover to avoid getting caught in the violence. Speaking to the outlet, the driver's sister, Sherlyann Clarke, told the outlet that her brother, 'said that he felt like he was gonna die.' He sustained several gunshot wounds before he was apprehended and transported to a nearby hospital. 'I feel like he was wrongfully shot multiple times in his vehicle with no weapon,' the woman said. The officer was suddenly hit by the BMW, police said, while directing traffic along Biscayne Boulevard on Sunday. Clarke's car also had several bullet holes in the front windshield. The footage obtained by the outlet shows the officer firing into the car while on the vehicle's hood. The footage does not show what happened in the moments leading up to the incident. Details about an officer-involved shooting remained scant Monday, but the 21-year-old man who was shot by a Miami police officer outside of Bayfront Park on Sunday is expected to survive, according to his lawyer. Hollywood attorney Michael Orenstein said his client, Menelek Emmanuel Clarke, was recovering at Jackson Memorial Hospital's Ryder Trauma Center, though he had not had the chance to speak directly with Clarke about the incident as of Monday evening. 'I don't know much about details at all yet,' he said. The Miami Police Department said Sunday that a 21-year-old driver hit an officer who was directing traffic outside of Bayfront Park, where the Caribbean music festival Best of the Best was taking place. The officer then shot the driver, and the 21-year-old was hospitalized with multiple gunshot wounds. It is unclear if the driver will face any charges. Orenstein is representing Clarke in an unrelated case in Broward County, where Clarke was charged with aggravated assault on an officer, resisting an officer with violence and armed trespassing. The charges stem from an incident in October 2023 in which Broward deputies said Clarke, then 19, brandished a gun after being told by a deputy to leave a Lauderhill park. Clarke has pleaded not guilty. Clarke's sister Sherylann Clarke told Miami Herald news partner CBS Miami that she was in the car with her brother on Sunday and that her brother was trying to drive around the Miami police officer, not toward him. She said the officer had signaled with his hands that drivers in the area should pull forward but that the officer had then moved in front of their car. 'It wasn't intentional to hit him, no,' she told CBS Miami. The incident caused festivalgoers to run for safety before it became clear what happened. Photographer Kemal Limon told the Herald he was leaving Bayside Marketplace that night when he saw a large crowd of people running away from Bayfront Park. 'I was walking by and saw people running,' he said. 'It was like chaos.' Limon noticed people stopped running once more police cars arrived, as there didn't seem to be an active threat. As a downtown Miami resident, Limon said he is prepared to see anything. 'This is Miami,' he said. 'Anything can happen. I wasn't surprised.' An employee at the nearby Yve Hotel told the Herald that many of its guests were staying there to attend the festival across the street. While he didn't hear the shooting, he saw the high amount of police activity that followed. It wasn't until Monday that he learned from the news what had happened. Randy Crowder, a former All-American at Penn State who became a disruptive pass rusher with the Dolphins, died recently at 72, the team announced Wednesday. The cause of death was not disclosed. The Dolphins selected Crowder in the sixth round of the 1974 Draft and he played three seasons for the team. He played in 39 games and started 25 for the Dolphins, producing 12.5 sacks. Crowder missed the 1977 season after he and another former Dolphins player, Don Reese, were sentenced, in August, to one year in jail after their May 4 arrest for selling one pound of cocaine to an undercover policeman. They pleaded no contest, and Circuit Judge Joseph Durant withheld adjudication as part of a plea-bargain agreement. The arrest came at the end of an eight-day investigation; 15 officers from the Miami Police Department special investigations unit arrested the two at a Miami area motel. Crowder went on to play 32 games over three seasons for the Tampa Bay Buccaneers. After retiring, he was the defensive line coach at Penn State, where he was a first team All American in 1973. Crowder had three children, including Channing Crowder, a former Dolphins linebacker and now a talk show host on WQAM 560. Personnel notes A dozen notes from a session from Dolphins assistant coaches on Wednesday: ▪ Secondary coach Brian Duker said Ifeatu Melifonwu, Ashtyn Davis, Elijah Campbell and Patrick McMorris are competing to start at safety to replace Jevon Holland (now with the Giants) and Jordan Poyer (who's unsigned). 'Pat is right there; been very encouraged what he's done so far,' Duker said. 'We've been clear to them that we are going to let the best two play.' ▪ Defensive coordinator Anthony Weaver said the Dolphins' group of young cornerbacks 'all have a chip and want to prove themselves. There's no greater motivator than that.' The Dolphins continue to explore signing veteran cornerbacks to replace Jalen Ramsey (who's expected to be traded) and Kendall Fuller. Discussions are ongoing with veteran free agent Rasul Douglas. ▪ Linebackers coach Joe Barry said the Dolphins made out fine in replacing Anthony Walker Jr. and Duke Riley — whom he held in high regard — with Willie Gay and K.J. Britt. 'We replaced them with two really good players with K.J. and Willie. I don't think we took a step back at all. Willie started in the Super Bowl. K.J. Britt started two thirds of the season in Tampa Bay.' ▪ Barry said of fourth-year linebacker Channing Tindall: 'This is the first time in his career he's gone into offseason with same terminology, same language. It was a little bit of a challenge to him. I wanted to make him feel good [and told him] ' what a great opportunity. You're not having to learn a new playbook for first time in your career. If there's ever a time for you to take off, it's now.'' ▪ Cornerbacks coach Mathieu Araujo said third-year cornerback Cam Smith has 'been awesome, here every day, working hard. Biggest thing I talked to him about this offseason is development. His development is going to lead to his success on the field. He's learning, playing fast.' ▪ New passing game coordinator Bobby Slowik said he has observed that Tua Tagovailoa is 'demanding of himself but also demanding of others. He's holding people accountable; he's holding himself accountable. He's incredibly accurate, unbelievable throwing with anticipation, throwing to space, throws you may have thought were not possible. He has a knack for seeing things that a lot of people don't see in real time.' ▪ Offensive coordinator Frank Smith said new receiver Nick Westbrook-Ikhine, who caught nine touchdowns for Tennessee last season, is 'very detailed, a process-oriented guy, is going to be extremely reliable.' ▪ Outside linebackers coach Ryan Crow, asked the Dolphins plan to use Jaelan Phillips, Bradley Chubb and Chop Robinson together at times, said 'That's a fun problem to have. We will figure it out.' ▪ Crow said second-year outside linebacker Mo Kamara has mad 'a huge jump from Year 1 to Year 2. He's coming back with a vengeance. Special teams will be important to him also.' ▪ Quarterbacks coach Darrell Bevell told the Palm Beach Post that new backup QB Zach Wilson: 'In every way, I've been really pleasantly pleased and pleasantly surprised by how good he's been… He's got a gifted arm, so he's special with that.' ▪ New special teams coach Craig Auckerman, asked about his role in Miami signing his former Tennessee Titans punter, Ryan Stonehouse, said: 'There's always going to be dialogue. But they handle the roster. I give my opinion on certain things. And I let them handle the roster.' Stonehause and Jake Bailey are competing for the punting job. ▪ Auckerman said new long snapper Joe Cardona, who replaced Blake Ferguson, is very good at his job. After Miami signed him, 'I sprinted down to Chris [Grier's] office and said this guy has done it for 10 years at a very high level.'

Antonio Brown was "temporarily detained" by police Saturday after an altercation in which gunshots were fired outside at a celebrity boxing event in Miami, the former NFL star announced on social media. Miami Police Department spokesperson Kiara Delva told the USA TODAY Sports Network that Miami Police received an alert from ShotSpotter — a gunshot detection system — at approximately 3 a.m. ET Saturday. They arrived at the location the system produced and discovered an event, hosted by popular streamer Adin Ross, was being held there. The police then initiated an investigation, which "included canvassing the area and interviewing several individuals." Delva could not confirm the names of the individuals at the scene at the time of the incident. No injured persons were located, nor were any arrests made as a result of the investigation, which is ongoing. Video posted to social media showed Brown involved in a fight with several people. The 36-year-old could be seen jogging as he exited a garage. Gunshots can be heard off-camera near the end of the footage. Brown claimed he was "jumped by multiple individuals" who attempted to steal jewelry from him. "Police temporarily detained me until they received my side of the story and then released me," Brown wrote on social media. "I WENT HOME THAT NIGHT AND WAS NOT ARRESTED." Brown did not mention the gunshots in his statement. He did say he would try to press charges "on the individuals that jumped [him]." Brown also told Ross he couldn't remember what had happened during the incident in a livestream shortly after it occurred. "Yeah I got CTE, I blacked out," Brown said. "I blacked out, Adin. I don't know what happened." Brown last played in the NFL in 2021 with the Tampa Bay Buccaneers. He played a total of 12 NFL seasons with the Pittsburgh Steelers, New England Patriots and Buccaneers.
