Energy minister wants illegal artesian wells listed in Lebanese land registry
Energy and Water Minister Joe Saddi sent a letter to the Finance Ministry requesting that artesian wells built in Lebanon be registered in the country's land registry, specifying that this request is "part of the fight against illegal wells," according to a statement. In his letter, the minister included a detailed list of "2,503 violating wells across Lebanese territory," along with a table listing "the official reports filed." The minister also contacted the Ministry of Interior and Municipalities to provide the necessary instructions to halt the operation of these illegal wells. According to experts, Lebanon had about 50,000 wells between 2009 and 2012, 80 percent of which were illegal.

Generators and solar panels on agenda for two meetings at Interior Ministry
Two separate meetings, respectively dedicated to the regulation of private electric generators and solar panels, were organized Tuesday at the Ministry of Interior and Municipalities, according to an official statement. Interior Minister Ahmad Hajjar presided over both meetings. Justice Minister Adel Nassar, Economy and Trade Minister Amer Bisat, and the representative of the Ministry of Energy and Water, Boutros Hadsheeti, took part in the first meeting. The second brought together the acting director general of Urbanism, Ali Ramadan, the acting director general of Common Administrative Affairs, Rasha Hourani, as well as relevant officers from the Internal Security Forces. No information was released about the outcomes of these meetings. Private generators, in principle illegal, have been tolerated for years, with Lebanese citizens relying heavily on them to compensate for the country's electricity production shortfall. Their rates are regulated by the Ministry of Energy and Water, but many of them do not comply with these rules. Meanwhile, individual solar panel installations have surged since the economic crisis started in 2019, a period during which the already limited capacities of Electricité du Liban (EDL) were almost wiped out, as the public supplier could no longer count on Central Bank advances to finance its fuel purchases. Many of these installations have been deployed haphazardly, posing risks to the safety of buildings and people nearby.

South Lebanon Elections: Voters Reiterate Allegiance to Resistance Path with High Turnout Rates
In addition to the vast election wins by acclamation in 109 out of 271 towns and villages in South Lebanon and Nabatieh governorates, the voters whose candidates engage in the municipal and mayoral election contest have been flocking into the polling stations with high turnout rates. Ministry of Interior and Municipalities released updated voter turnout rates across southern Lebanon. The figures are as follows: Jezzine: 35.04% Hasbaya: 28.36% Marjeyoun: 24.92% Bint Jbeil: 21.82% Nabatieh: 32.20% Tyre: 29.03% Sidon: 33.02% President Jospeh Aoun inspected the electoral process in South Lebanon, greeting the martyrs on the 25th anniversary of Liberation and calling on the voters to choose those who will contribute to the reconstruction of the town. President Aoun cast his ballot at one of the polling stations in his hometown, Aisheyye. Member of Loyalty to Resistance bloc Dr. Hasan Fadlallah, in turn, underscored the high voter turnout as an indicator of the southerners commitment to the resistance path, reiterating that the Lebanese government must carry out the project of reconstructing what has been destroyed by the Zionist war. Sayyed Fadlallah pointed out that 400 thousand families have benefited from the financial compensations paid by Hezbollah, adding that any government reluctance in implementing the reconstruction project will not be tolerated.

Lebanese Vote in First Round of Municipal and Mayoral Elections
Municipal and Mayoral elections kicked off in Mount Lebanon Governorate early on Sunday, amid heightened security measures. Polling stations opened at 7:00 (Beirut time), after ballot boxes were distributed by the Ministry of Interior and Municipalities early on Saturday. Mount Lebanon Governorate covers six districts: Metn, Keserwan, Jbeil, Chouf, Aley, and Baabda. A total of 896,996 registered voters will choose between 9,321 candidates—8,142 men and 1,179 women— who submitted their nominations for municipal and mayoral positions across Mount Lebanon. 68 municipalities of 333 have already won uncontested in the first municipal elections since 2016. Parliament has extended mandates of municipal councils three times: In 2022 due to parliamentary elections, in 2023 amid a presidential vacuum, and most recently in 2024 in response to the Israeli war on Lebanon. President Aoun Inspect Electoral Process President Joseph Aoun inspected the operations room at the Ministry of Interior in Beirut's Hamra. He highlighted the electoral event as fundamental. Accompanied by Interior Minister Ahmad Al-Hajjar and Justice Minister Adel Nassar, President Aoun stressed that the role of municipalities is essential. 'Elections are an opportunity for the citizen. The ballot box is your natural right. Vote for whom you believe serves the best interest of your city or town,' President Aoun addressed voters. He noted that security bodies across Lebanon 'have received strict instructions to support the electoral process and ensure its smooth conduct.' Earlier on Saturday, Interior Minister Ahmad Al-Hajjar stressed that the ministry is fully ready for the electoral event on Sunday. 'The transparency and integrity of the elections are guaranteed by the law, and I am responsible for their implementation,' he said in remarks carried by the National News Agency.

PM Salam and Interior Minister reaffirm commitment to holding municipal elections on schedule
Prime Minister Nawaf Salam affirmed the ministry's readiness to oversee the electoral process during the launch of the operations room for municipal and mayoral elections at the Ministry of Interior and Municipalities. He noted that "municipal elections help renew the lifeblood of the nation, and after their completion, the government will focus on studying various projects." He added, "The municipal elections may be the first step toward activating administrative decentralization, which has been long awaited." Salam called on "young people to run and vote in the municipal elections," stressing that "political renewal comes through them." For his part, Interior Minister Ahmad Hajjar said, "We are ready to hold the elections, and neither the ministry nor the state can yield to the agenda of the Israeli enemy. The elections will be held on time, and we are working according to the Lebanese state's agenda." He expressed, "There is caution regarding the security situation across all regions of Lebanon, and the president and the prime minister are leading diplomatic efforts to affirm that the state is asserting its sovereignty by completing the electoral process on schedule." He added, "We are working with forces on the ground, governors, district commissioners, security forces, and the army. Diplomatic communications are ongoing with countries that are members of the ceasefire monitoring committee to ensure that the municipal elections are held properly. Hajjar continued, ''There is caution regarding the security situation throughout Lebanon, and diplomatic efforts are being made by both the president and the prime minister to confirm that the state is affirming its sovereignty by carrying out the elections on time."
