KOTA BHARU: The Kelantan government is actively exploring new revenue sources, including industrial mining of rare earth elements (REE), carbon exploration, and hydrogen energy development. Deputy Menteri Besar Datuk Dr Mohamed Fadzli Hassan stated these initiatives aim to diversify the state's income and reduce reliance on traditional revenue streams. 'We always identify new economic opportunities as future growth resources, including REE. Kelantan is the second state with the largest mineral resources of non-radioactive rare earth elements (NR-REE) in Malaysia,' he said during the State Legislative Assembly session at the Kota Darulnaim Complex. However, Mohamed Fadzli noted that progress must align with federal laws, particularly as the Ministry of Natural Resources and Environmental Sustainability (NRES) finalises the National Climate Change Bill and National Carbon Market Policy. 'This is because the Ministry of Natural Resources and Environmental Sustainability (NRES) is at the final stage of tabling the National Climate Change Bill, in addition to the National Carbon Market Policy that is expected to be passed by the end of this year,' he explained. The state's cautious approach reflects the need to balance economic opportunities with regulatory compliance. Kelantan's NR-REE reserves position it as a key player in Malaysia's mineral sector, pending federal approvals. – Bernama

KOTA BHARU: The Kelantan government has announced plans to establish Integrity Units across all local councils as part of efforts to improve governance and foster a culture of integrity within the state's public service. Deputy Menteri Besar Datuk Dr Mohamed Fadzli Hassan confirmed the decision, stating it follows a resolution from the National Governance Committee Meeting (Series 4, No.1/2025) and was approved during the State Executive Council Meeting on Feb 5. 'The initiative is an extension of the Kelantan Anti-Corruption Plan (KACP) 2020–2024, which mirrors the National Anti-Corruption Plan (NACP) 2019–2023,' he said. The plan emphasises service delivery based on Ubudiyyah (servitude), Mas'uliyyah (accountability), and Itqan (excellence). Dr Mohamed Fadzli also revealed that the state is preparing to introduce the Kelantan Anti-Corruption Strategies (KACS), aligned with the National Anti-Corruption Strategies (NACS) 2024–2028. He made the remarks while responding to a question from Saizol Ismail (PAS–Salor) regarding the state's policies on integrity and professionalism among civil servants during the Kelantan State Legislative Assembly session at the Kota Darulnaim Complex. - Bernama

KOTA BARU: The proposal to extend the East Coast Rail Link (ECRL) from Kota Baru to Rantau Panjang is still being studied by the Malaysia Rail Link Sdn Bhd (MRL) and the Transport Ministry. Kelantan Deputy Menteri Besar Datuk Dr Mohamed Fadzli Hassan said the proposal is seen as relevant as the Malaysian and Thai governments have agreed to revive the existing railway line between Pasir Mas and Sungai Golok under Keretapi Tanah Melayu Berhad (KTMB) to reconnect the railway network between the two countries. He said the Kelantan government is proposing that the ECRL line be extended to Rantau Panjang in Pasir Mas from Kota Baru and not to the original line in Tumpat. 'However, it is still under study by MRL and the Transport Ministry to extend the ECRL line from Kota Baru to Rantau Panjang, Pasir Mas,' he said, Bernama reported. He said this when replying to a supplementary question by Mohd Adanan Hassan (PAS-Kelaboran) regarding the state government's efforts to submit a proposal to implement the ECRL to the original alignment, which is Tumpat, at the State Legislative Assembly sitting in Kota Darulnaim Complex yesterday. Earlier, Transport Minister Anthony Loke said his ministry was examining a proposal to extend the ECRL route from Kota Baru to Rantau Panjang, to facilitate the rail network with Thailand. The ECRL project is expected to be fully completed by the end of 2026, and train services for the Kota Baru to Gombak, Selangor route will be operational by January 2027, while the second line from Gombak to Port Klang is expected to be completed a year later.

KOTA BHARU: The Kelantan government is open to discussions with the police and the Malaysian AIDS Council (MAC) regarding a recent LGBT-related programme held in the state. Deputy Menteri Besar Datuk Dr Mohamed Fadzli Hassan emphasised the need for clarity on the event's organisation to resolve the matter diplomatically. 'Perhaps the mistake made was not the organiser's fault. That's why it needs to be investigated first, so that the police are not wrongfully blamed by the public. The police have their job, and on the other side, MAC also has its responsibilities,' he said after the state assembly session. Mohamed Fadzli stated that any programme conflicting with state policies and local customs would not be tolerated. He stressed that events involving sensitive issues must obtain prior approval from authorities like the Kelantan Islamic Religious Affairs Department (JAHEIK) and the police. The issue arose after a police raid in mid-June at a bungalow in Jalan Kemumin, where an LGBT-related event was held. State police chief Datuk Mohd Yusoff Mamat confirmed the operation followed public complaints and intelligence reports. Authorities found hundreds of condoms and HIV medication at the location. MAC clarified that the June 17 event was part of an HIV prevention initiative endorsed by the Ministry of Health. The outreach aimed to engage high-risk communities through inclusive healthcare strategies. Mohamed Fadzli added that the state government could take action if any event violates regulations. KOTA BHARU, July 21 (Bernama) -- The Kelantan government has expressed its willingness to meet with all relevant parties, including the police and the Malaysian AIDS Council (MAC), regarding the recent organisation of a programme related to lesbian, gay, bisexual and transgender (LGBT) communities in Kota Bharu. Kelantan Deputy Menteri Besar Datuk Dr Mohamed Fadzli Hassan said the meeting is to discuss and gain a clearer understanding of the event's organisation, so that the matter may be resolved diplomatically and dispel any unfounded allegations. 'Perhaps the mistake made was not the organiser's fault. That's why it needs to be investigated first, so that the police are not wrongfully blamed by the public. The police have their job, and on the other side, MAC also has its responsibilities. 'Any programme that goes against the state government's policies and the customs of the Kelantanese people is something we simply cannot accept,' he said during a press conference after the Kelantan State Legislative Assembly (DUN) session at the Kota Darulnaim Complex here today. He said that for programmes touching on sensitivities, especially when held within village communities, permission must first be obtained from the relevant authorities such as the Kelantan Islamic Religious Affairs Department (JAHEIK), the police and others. Commenting further, Mohamed Fadzli said the state government could also take appropriate action if any event is found to have violated regulations set by the state government. In mid-June, Kelantan police raided an LGBT-related event involving more than 20 local men at a bungalow in Jalan Kemumin here. State police chief Datuk Mohd Yusoff Mamat was reported as saying that the operation was conducted based on public tip-offs and intelligence gathered by a special task force, following complaints about the event. A search of the premises uncovered hundreds of condoms and several boxes of HIV medication stored in a special room believed to be used as a storage place by the organisers.
