DJI publishes annual report, highlights key achievements

The Dubai Judicial Institute (DJI) has issued its annual report for 2024, reaffirming its unwavering commitment to empowering the judicial workforce and enhancing its capabilities. The report highlights a series of exceptional achievements that underscore the Institute's pivotal role in advancing judicial and legal competencies. These efforts reflect the vision and directives of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, and the guidance of Sheikh Maktoum Bin Mohammed Bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Dubai Judicial Council. The ultimate objective of all such efforts exerted by the DJI is to strengthen the efficiency of the judicial system, promote upskilling, and implement global best practices to deliver swift, efficient, and accessible justice. According to the report, 2024 marked a qualitative leap in the DJI's wide-ranging programme, with its sustained efforts culminating in remarkable achievements while reinforcing its commitment to the highest standards of quality and excellence. One of the most notable of these achievements is the institutional accreditation it received from the Ministry of Higher Education and Scientific Research. Recognising the Institute's leadership in elevating the quality of its programmes in terms of innovative content and delivery through its smart digital platforms serving the Arab judicial community, it was honoured by the Arab Center for Legal and Judicial Research operating under the auspices of the League of Arab States with the 'Arab Judicial Training Excellence Shield' Award for 2024. The report highlighted the launch of the Dubai Judicial Training Platform, which is designed as an integrated digital gateway for the diverse training programmes offered by the Institute. The platform enables trainees to manage self-learning content and maximise the benefits of training anytime and anywhere. The report spotlighted the implementation of 131 training programmes benefiting 7,337 individuals who aggregated 2,066 training hours through the courses. A total of 986 local and international entities from across the public and private sectors benefited from the programmes. Underscoring this aspect, and exemplifying its efforts to promote innovation, the DJI launched the 'Virtual Crime Scene in the Metaverse' programme, representing a qualitative leap in practical and applied training for members of the Public Prosecution in Dubai. The initiative aims to enhance skills amongst members of the Public Prosecution in conducting inspections in criminal cases and handling evidence at the crime scene within a safe, interactive virtual environment that simulates reality. The DJI also earned two ISO certifications – ISO 22301:2019 for Business Continuity Management Systems and ISO 9001:2015 for Quality Management Systems – following comprehensive audits that validated its adoption of best institutional practices in preparing and qualifying national talent to work in the judiciary while showcasing high levels of efficiency and competence, promoting and disseminating scientific research, and enhancing legal awareness within the community. In addition, the Institute launched the second edition of the 'Future Research' competition, building on the success of its first edition and reaffirming its commitment to fostering innovation in legal thought and encouraging legal researchers to share new perspectives in line with the changing global media landscape. Driven by its strategic vision and belief in the importance of institutional collaboration and expanding the scope of local, regional, and international partnerships, the Dubai Judicial Institute in 2024 strengthened its institutional partnerships. Teaming up with leading judicial, legal, and academic entities locally and internationally, the DJI has achieved significant success in promoting knowledge exchange and the sharing of best practices. Through such partnerships, the DJI seeks to develop training and qualification standards, promote sector-specific research, and support its vision of leadership in offering judicial and legal training, thereby contributing to the advancement of the judicial system at both the national and international levels. Sheikh Mohammed issues law regulating contracting activities in Dubai

His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued Law No.(7) of 2025 regulating contracting activities in the Emirate of Dubai. The law, which represents a significant step forward in strengthening the legal and governance framework of the emirate's contracting sector, supports Dubai's vision to advance the development of vital industries in line with global best practices. The new law sets out a unified regulatory framework for contractor classification, oversight, transparency and accountability, supporting Dubai's goals for sustainable growth. It also aligns with the emirate's building codes, planning regulations, and long-term development strategy. A key provision of the law is the establishment of the 'Contracting Activities Regulation and Development Committee', which will be formed by a decision of the Chairman of The Executive Council of Dubai. The committee, chaired by a representative from Dubai Municipality, will include members from government authorities and entities concerned with contracting activities. The committee will be responsible for approving contracting activities in Dubai, identifying entities responsible for supervising each activity, overseeing the implementation of the law, proposing new policies and legislation for the sector, and resolving any jurisdictional disputes that may arise between regulatory entities. The committee will also adopt a code of ethics for the sector, coordinate with both public and private stakeholders, and review and act upon recommendations submitted by the authorities. The law applies to all contractors operating in Dubai, including those based in special development zones and free zones such as the Dubai International Financial Centre. Contracting activities related to airports and their associated infrastructure, as well as any other activities exempted by a decision from the Chairman of The Executive Council based on the committee's recommendation, are excluded from the scope of the law. Dubai Municipality has been assigned the responsibility of establishing, operating, and managing an integrated electronic system for all contracting activities in the emirate. This system will be linked to the 'Invest in Dubai' platform and serve as the central registry for contractors. Dubai Municipality is also tasked with preparing a code of conduct for the sector, classifying contractors engaged in construction, building, and demolition activities, and issuing professional competency certificates to technical personnel. The law outlines rules for contractor registration. Contractors must comply with all relevant legislation and operate within their approved classification and capacity. They are prohibited from exceeding their technical or financial limits or subcontracting without prior approval. Penalties for violating the provisions of the law or any related decisions include fines ranging from Dhs1,000 to Dhs100,000. Repeat violations within a year may result in doubled fines, up to a maximum of Dhs200,000. Additional actions may include suspension from contracting activities for up to one year, downgrading of classification, removal from the registry, cancellation of commercial licenses, and suspension or de-registration of technical staff and revocation of their professional certificates. All contractors operating in Dubai at the time the law comes into force are required to regularise their status within a year. This period may be extended by the Committee for another year if necessary. Contractors whose registration expires during this period will be allowed to renew it upon submitting a declaration pledging to comply with the law's provisions within the given timeframe. Any existing legislation that conflicts with this law will be annulled. The law will be effective six months after its publication in the Official Gazette. WAM

His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, attended the graduation of a new cohort of the Government Accelerators Diploma programme, which featured participants representing 12 federal entities, 18 local entities, and two semi-governmental entities. The programme put participants through 35 challenges across four core areas. Of the challenges, 21 were related to government efficiency and eliminating bureaucracy, 8 required participants to suggest solutions leading to enhanced quality of life, 3 touched on community services, and 3 tested participants on their overall awareness and knowledge dissemination capabilities. Government Accelerators, launched by Sheikh Mohammed represents a forward-looking operational model. The initiative brings together teams from the government, private, and academic sectors who work collaboratively to drive innovation, deliver exceptional services, exceed targets, save time, and overcome challenges. Since its launch in April 2019, the Government Accelerators Diploma has qualified 217 participants from more than 135 government, private, and semi-government entities. They worked on developing solutions and launching projects and initiatives addressing 121 challenges, ably supported by approximately 750 government staff members from the accelerator teams. The Government Accelerators Diploma, organised as part of national initiatives aimed at promoting the adoption of challenge-based talent development models across various spheres of government work, seeks to enhance national competencies in the government and semi-government sectors, train national talents on adopting accelerator methodologies and tools, and empower them with creative leadership skills so that they step up to champion the acceleration culture within their respective entities. Ambassadors Network The Government Accelerators Center at the Ministry of Cabinet Affairs announced the launch of the Government Accelerators Ambassadors Network aimed at enhancing engagement and solidifying knowledge exchange to grow the accelerators ecosystem across the UAE. The Government Accelerators Network represents an innovative platform designed to foster collaboration and knowledge-sharing among graduates of government accelerator programmes both inside and outside the country. It is a strategic step to expand the accelerators community and provide an interactive environment that brings graduates together to share best practices, celebrate successes, and support national initiatives. The network includes various knowledge tracks to showcase success stories from past cohorts. 'Accelerators Ambassadors' will be appointed from among distinguished graduates of the programme who will contribute to mentoring new cohorts and actively participate in developing the government ecosystem both locally and globally. Awards ceremony The Government Accelerators Center organised an awards ceremony recognising outstanding projects that emerged courtesy of the Government Accelerators Diploma programme. The event recognised three pioneering projects that stood out amongst ideas and concepts that emerged across five cohorts of the diploma programme. The most impactful and sustainable projects were feted, including the 'Traffic Speed Limit Reduction System,' the 'Hayat' organ donation initiative, and the 'Robotic Process Automation' project. Selected from amongst 86 submissions, these projects stood out for their significant and lasting impact, based on criteria such as sustainability, innovation, measurability, relevance to government challenges, and societal benefit. The 'Hayat' organ donation initiative, submitted by the Ministry of Health and Prevention as part of the third cohort, was recognised for its transformative role in raising public awareness and increasing participation in the national organ donation programme. The project aimed to boost organ donor registrations in Fujairah and achieved a 50% increase within 100 days through a comprehensive awareness campaign targeting universities, schools, government and religious institutions, along with strong engagement from community influencers. The 'Traffic Speed Limit Reduction System Based on Weather Conditions Using Artificial Intelligence,' submitted by the General Command of Abu Dhabi Police during the first cohort, was also recognised. The project is a smart system that uses AI to analyse meteorological data and traffic-related big data. It automatically adjusts speed limits through electronic signboards and sends alerts to drivers. The system contributed to a 100% reduction in severe accidents on some roads and improved traffic response time by 90%. The project received the 'Ongoing and Sustainable Project Award' based on criteria such as sustainability, scalability, innovation, the availability of measurable data, future development plans, and collaboration between entities. The 'Robotic Process Automation' project by the Dubai Electricity and Water Authority (DEWA) also earned pride of place during the event. It leverages artificial intelligence and robotic processing to automate operations and support human efforts. The project enhances DEWA's ability to deliver smart, sustainable solutions that address government challenges, improve productivity, streamline operations, and reduce costs. Since 2020, the project has saved an estimated Dhs24 million – equivalent to around 161,000 working hours annually.

Sheikh Mohammed congratulated Reem Adel Ahmed Al Zarouni, from Al Ittihad National Private School in Abu Dhabi, for winning the UAE-level Arab Reading Challenge champion title, commending her outstanding achievement and wishing her continued success. Sheikh Mohammed shared on X: "Today, the UAE celebrated 810,000 students from 1,380 schools who participated in the Arab Reading Challenge, which has engaged over 32 million students globally. I thank my brother Sheikh Abdullah Bin Zayed for his patronage of this important national student initiative. 'Congratulations to Reem Adel Al Zarouni of Al Ittihad National School in Abu Dhabi for her exceptional performance, surpassing 800,000 other students. During the challenge, she read 300 books and demonstrated a remarkable understanding of their content.' 'I am proud of the participation of UAE students and delighted by this generation's passion for reading. The future of our nation is secure in the hands of a generation that embraces knowledge and reading." This came on the occasion of crowning Mariam Adel Ahmad Al Zarouni as the UAE-level Arab Reading Challenge Champion in its 9th edition, during a ceremony organized by the Ministry of Education in collaboration with the Mohammed Bin Rashid Al Maktoum Global Initiatives (MBRGI) at the Dubai World Trade Centre to mark the end of UAE-level qualifiers of the Challenge. The ceremony was attended by Sheikh Abdullah Bin Zayed Al Nahyan, Deputy Prime Minister, Minister of Foreign Affairs and Chairman of the Education, Human Resources and Community Development Council. Speaking at the ceremony, Sheikh Abdullah Bin Zayed said, "Crowning the UAE-level Arab Reading Challenge champion is a celebration of the nation's investment in its youth, yielding a harvest of success and achievement. This achievement stemmed from the visionary initiative of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, and has resulted in a generation embracing reading as a path to excellence and innovation." During the ceremony, Sheikh Abdullah crowned Mariam Adel Ahmad Al Zarouni from Al Ittihad National Private School - Abu Dhabi as the UAE-level Arab Reading Challenge Champion, and honoured the top three students who won the final UAE-level qualifying rounds and the People of Determination category. The crowning of Reem Al Zarouni, a seventh-grader at Al Ittihad National Private School - Abu Dhabi - Khalifa A, as the UAE champion of the 9th Arab Reading Challenge, following country-level qualifiers that attracted over 810,000 students representing 1,380 schools and mentored by over 2,005 supervisors. Zahra Hamad Ibrahim from Dubai received the Outstanding Supervisor award, and Atika Bint Zaid School - Cycle 1 (Sharjah) won the Best School Award. In the People of Determination category, Abdullah Ahmad Rashid Abdullah Al Dhanhani, an eleventh-grader at Hamad Bin Abdullah Al Sharqi School - Cycle 3 Boys (Fujairah), secured first place. He was chosen from three finalists by the Qualifying champions Ten students qualified for the final round of the UAE-level challenge. Al Amiri highlighted the unprecedented student participation in the UAE-level qualifiers, from both public and private schools in the 9th edition. The substantial growth in participation since the Challenge's launch demonstrates its profound impact and success in engaging students year after year. Al Amiri congratulated all winners and participants, commending the remarkable turnout and broad engagement, which reflect the students' cultural awareness and dedication to enhancing their knowledge and language Adel Ahmad Al Zarouni will represent the UAE in the final round of the Arab Reading Challenge, held in Dubai, vying for the title in the 9th edition. The competition involves multiple elimination rounds, culminating in the selection of champions who have read, summarised, and demonstrated comprehension of 50 books. The competition progresses from the classroom to the school, district, and country levels, ultimately leading to the selection of national champions from participating countries, both within the Arab world and internationally. Distinguished champions and schools are selected based on comprehensive, standardised criteria. In the People of Determination category, participants are required to read 25 UAE has consistently demonstrated strong participation and achieved significant milestones in the Arab Reading Challenge. Notably, Amna Mohammed Al Mansouri won the title in the 2023 seventh edition, which saw 24.8 million students from 46 countries participate. Al Ebdaa School - Cycle 1 received the Best School award in the eighth edition, involving over 28 million students from 50 countries. In the fifth edition, with over 21 million participants from 52 countries, Moza Al Ghannah earned the Outstanding Supervisor award. The ninth edition of the Arab Reading Challenge, an initiative of MBRGI, achieved record participation with 32.231 million students from 132,112 schools in 50 countries, guided by 161,004 supervisors. Launched in the 2015-2016 academic year under the direction of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, the Arab Reading Challenge aims to promote reading among students, within the Arab world as well as globally, and cultivate creative thinking. It also aims to cultivate a vibrant Arabic reading culture, emphasising the language's capacity for all forms of knowledge and encouraging its daily use among youth. This empowers students with the knowledge to build a brighter future, refine their skills and character, understand other cultures and embrace the values of tolerance, coexistence and acceptance.
