
Sheikh Mohammed issues law regulating contracting activities in Dubai
The law, which represents a significant step forward in strengthening the legal and governance framework of the emirate's contracting sector, supports Dubai's vision to advance the development of vital industries in line with global best practices.
The new law sets out a unified regulatory framework for contractor classification, oversight, transparency and accountability, supporting Dubai's goals for sustainable growth. It also aligns with the emirate's building codes, planning regulations, and long-term development strategy.
A key provision of the law is the establishment of the 'Contracting Activities Regulation and Development Committee', which will be formed by a decision of the Chairman of The Executive Council of Dubai. The committee, chaired by a representative from Dubai Municipality, will include members from government authorities and entities concerned with contracting activities.
The committee will be responsible for approving contracting activities in Dubai, identifying entities responsible for supervising each activity, overseeing the implementation of the law, proposing new policies and legislation for the sector, and resolving any jurisdictional disputes that may arise between regulatory entities. The committee will also adopt a code of ethics for the sector, coordinate with both public and private stakeholders, and review and act upon recommendations submitted by the authorities.
The law applies to all contractors operating in Dubai, including those based in special development zones and free zones such as the Dubai International Financial Centre. Contracting activities related to airports and their associated infrastructure, as well as any other activities exempted by a decision from the Chairman of The Executive Council based on the committee's recommendation, are excluded from the scope of the law.
Dubai Municipality has been assigned the responsibility of establishing, operating, and managing an integrated electronic system for all contracting activities in the emirate. This system will be linked to the 'Invest in Dubai' platform and serve as the central registry for contractors. Dubai Municipality is also tasked with preparing a code of conduct for the sector, classifying contractors engaged in construction, building, and demolition activities, and issuing professional competency certificates to technical personnel.
The law outlines rules for contractor registration. Contractors must comply with all relevant legislation and operate within their approved classification and capacity. They are prohibited from exceeding their technical or financial limits or subcontracting without prior approval.
Penalties for violating the provisions of the law or any related decisions include fines ranging from Dhs1,000 to Dhs100,000. Repeat violations within a year may result in doubled fines, up to a maximum of Dhs200,000. Additional actions may include suspension from contracting activities for up to one year, downgrading of classification, removal from the registry, cancellation of commercial licenses, and suspension or de-registration of technical staff and revocation of their professional certificates.
All contractors operating in Dubai at the time the law comes into force are required to regularise their status within a year. This period may be extended by the Committee for another year if necessary. Contractors whose registration expires during this period will be allowed to renew it upon submitting a declaration pledging to comply with the law's provisions within the given timeframe. Any existing legislation that conflicts with this law will be annulled. The law will be effective six months after its publication in the Official Gazette.

The Dubai Judicial Institute (DJI) has issued its annual report for 2024, reaffirming its unwavering commitment to empowering the judicial workforce and enhancing its capabilities. The report highlights a series of exceptional achievements that underscore the Institute's pivotal role in advancing judicial and legal competencies. These efforts reflect the vision and directives of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, and the guidance of Sheikh Maktoum Bin Mohammed Bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Dubai Judicial Council. The ultimate objective of all such efforts exerted by the DJI is to strengthen the efficiency of the judicial system, promote upskilling, and implement global best practices to deliver swift, efficient, and accessible justice. According to the report, 2024 marked a qualitative leap in the DJI's wide-ranging programme, with its sustained efforts culminating in remarkable achievements while reinforcing its commitment to the highest standards of quality and excellence. One of the most notable of these achievements is the institutional accreditation it received from the Ministry of Higher Education and Scientific Research. Recognising the Institute's leadership in elevating the quality of its programmes in terms of innovative content and delivery through its smart digital platforms serving the Arab judicial community, it was honoured by the Arab Center for Legal and Judicial Research operating under the auspices of the League of Arab States with the 'Arab Judicial Training Excellence Shield' Award for 2024. The report highlighted the launch of the Dubai Judicial Training Platform, which is designed as an integrated digital gateway for the diverse training programmes offered by the Institute. The platform enables trainees to manage self-learning content and maximise the benefits of training anytime and anywhere. The report spotlighted the implementation of 131 training programmes benefiting 7,337 individuals who aggregated 2,066 training hours through the courses. A total of 986 local and international entities from across the public and private sectors benefited from the programmes. Underscoring this aspect, and exemplifying its efforts to promote innovation, the DJI launched the 'Virtual Crime Scene in the Metaverse' programme, representing a qualitative leap in practical and applied training for members of the Public Prosecution in Dubai. The initiative aims to enhance skills amongst members of the Public Prosecution in conducting inspections in criminal cases and handling evidence at the crime scene within a safe, interactive virtual environment that simulates reality. The DJI also earned two ISO certifications – ISO 22301:2019 for Business Continuity Management Systems and ISO 9001:2015 for Quality Management Systems – following comprehensive audits that validated its adoption of best institutional practices in preparing and qualifying national talent to work in the judiciary while showcasing high levels of efficiency and competence, promoting and disseminating scientific research, and enhancing legal awareness within the community. In addition, the Institute launched the second edition of the 'Future Research' competition, building on the success of its first edition and reaffirming its commitment to fostering innovation in legal thought and encouraging legal researchers to share new perspectives in line with the changing global media landscape. Driven by its strategic vision and belief in the importance of institutional collaboration and expanding the scope of local, regional, and international partnerships, the Dubai Judicial Institute in 2024 strengthened its institutional partnerships. Dubai Press Club Announces 2026 Arab Media Summit Dates Under Royal Patronage
The Dubai Press Club has confirmed that the 2026 Arab Media Summit will take place from 31 March to 2 April under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. The announcement follows the successful conclusion of the 2025 edition, which drew over 8,000 participants from 26 countries. The summit introduced new platforms including the Film and Gaming Forum and launched the Arab Media Outlook – Future Vision report, both aimed at addressing the evolving media landscape. Her Excellency Mona Ghanem Al Marri, Vice Chairperson of the Dubai Media Council and President of the Dubai Press Club, said preparations for the 2026 edition are well underway. UAE: Sharjah Ruler approves Dh335-million housing aid for 431 families
Sheikh Dr Sultan bin Muhammad Al Qasimi, Supreme Council Member and Ruler of Sharjah, has approved a new batch of housing support for critical cases across the emirate. The initiative is backed by a budget of Dh335 million. A total of 431 families will benefit from this phase of the housing programme, all of whom fall under urgent housing needs. These include: 133 families currently living in rented accommodations 201 families residing in overcrowded homes shared with relatives 61 families occupying inherited houses 36 families living in structurally unsafe or unfit dwellings All beneficiaries will receive ready-to-move-in government housing units, with the support being granted in the form housing grants. This marks the latest in a series of housing initiatives introduced under the Sharjah Ruler's directives to improve the living conditions of the citizens in the emirate. Earlier this year, on June 9, Sheikh Dr Sultan approved Dh100 million in compensation for owners of old homes in Al Madam who had previously been allocated new residences. He had previously approved a sum of Dh250,000 for each of the 200 owners whose old homes were replaced. Similarly, on January 21, Sheikh Dr Sultan approved the disbursement of Dh15 million to resolve construction delays affecting 70 government homes for Emirati citizens, following a temporary suspension of the project.
