Solar panels, wind farms, and digital links featured in Bahrain's pitch to Mediterranean lawmakers this week as MPs set out plans for shared infrastructure, closer ties, and smoother trade during a summit in Marrakesh. MP Mohammed Mousa, Chairman of the Public Utilities and Environment Committee, said Bahrain is backing renewable energy and modern technology as part of its wider development effort led by His Majesty King Hamad bin Isa Al Khalifa. He added that Parliament and the Cabinet, led by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, are working together to meet international goals. He was joined by MPs Hanan Fardan and Basema Abdulkarim, who also took part in the opening session on trade and finance shifts between the Arabian Gulf and the Mediterranean. Fardan told the gathering that Bahrain is keen to work more closely with Mediterranean countries in trade, investment, and digital development. Broader Direction She said the approach reflects the country's broader direction, shaped by royal guidance and carried forward by both Parliament and government. The lawmaker pointed to Bahrain's work to improve its digital infrastructure and maintain its standing as a financial hub. On energy, she said the Kingdom is expanding its use of renewables, with solar and wind schemes forming part of long-term planning. Regional Advisory Group In her remarks during the forum's third session titled Artificial Intelligence and its Governance: Strengthening Parliamentary Oversight, Fardan called for the creation of a regional advisory group bringing together parliaments, researchers, and technology firms. Such a body, she said, would support a shared understanding of artificial intelligence, similar to the model used by the Intergovernmental Panel on Climate Change. The aim, she added, is to provide parliaments with sharper tools when drafting new rules.

Shared housing without safety clearance faces power cuts and cancelled contracts, under rules now in force across Bahrain. Decision No. 1 of 2023, issued by the Ministry of Municipalities and Agriculture, sets out terms for registering group housing leases in all four governorates. It follows changes to the Real Estate Rent Law passed in 2020. Under the framework, landlords must present a structural safety certificate from a licensed engineering office before a lease can be accepted. If a property falls short of the conditions, municipal authorities may call for electricity and water to be cut, and the lease struck off. Scope Minister, His Excellency Wael Al Mubarak, said the move gives local councils wider scope to act against crowded labour lodgings and crumbling bachelor flats. In a written reply to MP Mohammed Mousa, he pointed to the risks posed by buildings that were neither registered nor fit for use. He added that the rules cover wiring, fire exits and the soundness of the structure. Cases may also be referred to court, while unlicensed blocks can have their power supply cut altogether. In one part of the Southern Governorate alone, inspectors recorded 84 violations across 2023 and 2024. Common breaches included unsafe storage of gas cylinders, makeshift wiring, subletting, and buildings teetering on collapse. Regular checks The Southern Municipality is carrying out regular checks in coordination with the governorate, the Electricity and Water Authority (EWA), the Ministries of Health and Interior, and elected councillors. The focus is on identifying rented spaces housing workers without a licence and bringing them into line with the rules.

The Services Committee has thrown its support behind the plan, arguing that both subjects are essential for preparing students for the demands of an increasingly digital world. MP Mohammed Mousa submitted the proposal, urging the Ministry of Education to formally add AI and cybersecurity to the curriculum. Skills A committee report sent to Parliament states that the move would give students a stronger grounding in modern technology and equip them with skills needed in a fast-changing workplace. The Ministry of Education, in its response, pointed to existing efforts to expand digital learning. In a written response, the ministry said AI and cybersecurity are already covered in some lessons, particularly in IT and applied sciences. Students are introduced to programming through Scratch and Python, while classes also include online safety, data protection, and digital ethics. The ministry's education strategy for 2023–2026 includes plans to broaden the scope of AI teaching. Existing courses already touch on the subject, but there is a push to bring in more structured lessons on data science and cybersecurity. Technology Training programmes are also in development to help students keep up with evolving technology. Despite these measures, the committee says a dedicated school syllabus is needed to ensure AI and cybersecurity are given proper attention. Parliament will take up the matter on Tuesday.
