Transport Ministry bolsters oversight of contracting sector
Sana'a - Saba: The Blacklist Committee, chaired by Minister of Transport and Public Works Mohammed Quhaim, convened on Tuesday to address critical issues concerning construction practices and the performance of contracting firms. The meeting, held on Dhu al-Hijjah 28, 1446 AH (June 24, 2025 AD), focused on strengthening regulatory oversight and ensuring compliance within the construction sector. During the session, the committee reviewed the Prime Minister's circular on implementing the Blacklist Regulations, alongside Republican Decree No. (27) of 1446 AH. This decree outlines the Ministry of Transport and Public Works' objectives and responsibilities, specifically referencing Article (3), Clause (9) related to the Blacklist Committee. The meeting addressed complaints regarding the inclusion of violating contracting offices and institutions on the Blacklist, taking appropriate action on these matters. New Measures Approved to enhance quality control, the committee approved the formation of sub-committees tasked with reviewing technical specifications for towers in the Capital Sana'a. These committees will also prepare comprehensive forms for all technical aspects, with a particular focus on concrete control work, in coordination with the Ministry's central laboratories and offices. The committee emphasized the importance of quarterly meetings to discuss Blacklist-related developments and propose any necessary amendments to the current bylaw. Furthermore, a significant circular was approved, prohibiting public works offices from issuing any licenses unless they are certified by classification. This measure aims to prevent unclassified entities from undertaking construction projects. Minister Quhaim underscored the crucial need to activate the Blacklist Committee's role in regulating and supervising all general contracting offices, institutions, and companies. He stressed the importance of timely monitoring to proactively prevent problems and shortcomings in construction and building work, especially concerning tower projects. The Minister highlighted the necessity of strict adherence to the Building Law and all governing regulations, including the Blacklist. He also called for supporting workers in the contracting and supply sector to improve overall performance. Quhaim indicated that oversight must extend to all work carried out by various government agencies, ensuring continuous monitoring of contracting offices' and institutions' compliance with laws. He firmly stated that violators would be placed on the blacklist. He emphasized that no unauthorized individuals would be allowed to violate regulations or compromise citizens' lives, urging committee members to propose any necessary amendments or additions to the regulations to align with current requirements. Field reports indicate that the movement of ships receiving and unloading has not stopped, but rather has continued at an organized pace, thanks to the ongoing efforts of technical and administrative personnel, in addition to the emergency measures taken to ensure operational continuity. Minister of Transport and Public Works Mohammed Quhaim emphasized that Hodeida's ports constitute an advanced economic front, and that their workers play a significant role in serving the Yemeni people. He praised their high patriotic spirit and ability to overcome challenges with unwavering determination. He said, "Thanks be to God and the efforts of our men, the port provides its services with high efficiency, and work continues at an accelerating pace despite many obstacles." Chairman of the Red Sea Ports Corporation Zaid al-Washli indicated that work at the port is proceeding at a rapid pace around the clock, and that berth schedules and unloading programs have not been affected despite the damage. He noted that technical and engineering personnel began inventory and remediation work from the first moments. He stated that the technical teams succeeded in implementing immediate measures to ensure the continuity of operations without disruption, which has strengthened the confidence of port customers and contributed to maintaining its position as a vital receiving center for essential goods. The emergency operations plan at the ports of Hodeida and Ras Issa is being implemented in parallel with the continued reception of ships, reflecting a state of discipline, commitment, and preparedness rarely seen in an operating environment under the pressure of repeated attacks. The significance of this achievement is further reinforced by the continued normal berths of foreign commercial vessels at the two ports, reflecting the growing confidence of international shipping companies in the Red Sea Ports Corporation's ability to operate efficiently despite the challenges they face. Ministers meet with Youth National Team, praise players' spirit
Sa'ada - Saba: Ministers of Youth and Sports Dr. Mohammed al-Muwalad and Transport and Public Works Mohammed Quhaim have met with national youth football team on during their training camp in the capital Sana'a in preparation for the Asian finals. The meeting, attended by other officials and university presidents, saw Dr. al-Muwalad express pride in the athletes representing a unified Yemen. He praised the team's high morale and highlighted the government's commitment to supporting the team's training and preparation. Minister Quhaim urged the players to strive for an honorable performance and achieve positive results, building on their previous successes. He noted that the Ministries of Transport, Youth, and Finance, following directives from Supreme Political Council member Mohammed Ali al-Houthi, are coordinating to arrange the team's air travel to Jeddah for an external training camp and participation in the Asian Cup finals. The Rector of Sa'ada University welcomed the team, emphasizing the importance of national youth unity and encouraging the players to embody the Yemeni people's determination.
