ATM service scheme upgrades to attract diploma holders in Malaysia

KUALA LUMPUR: The Malaysian Armed Forces (ATM) has upgraded its service scheme to attract more diploma holders with improved salaries and career prospects. Chief of Defence Force General Tan Sri Mohd Nizam Jaffar confirmed the Public Service Department (JPA) will outline new entry qualifications and salary adjustments in an official letter effective January 1, 2026. 'Out of the 21 proposed entry qualifications, seven have been approved,' Mohd Nizam told Bernama. He expressed gratitude to the Prime Minister for the MADANI government's commitment to improving public service quality. The Prime Minister also announced expanded entry qualifications for Grade Z1 (special duties) roles, including the Medical Corps, Religious Corps, and Engineering Corps. Performance-Based Incentives (BIP) will now cover Sergeant Equivalent (Grade Z4) and Staff Sergeant Equivalent (Grade Z5) ranks. The BIP qualifying period has been shortened from six to four years, benefiting 3,789 personnel with an annual financial impact of RM6.47 million. Mohd Nizam clarified that BIP will be disbursed as a monthly allowance equal to one Annual Salary Increment (KGT). 'This extension benefits ATM personnel by considering their shorter service period (21 years) and limited promotion opportunities,' he said. Three proposed improvements to the Public Service Remuneration System (SSPA) for ATM remain under review. These include reclassifying ATM grades and aligning Jusa C grades for Brigadier General-equivalent ranks based on service duration. The review also focuses on refining allowance criteria, revising eligibility conditions, and extending career development initiatives for ATM personnel. - Bernama

The performance-based incentives (BIP) will be extended to other ranks, namely Sergeant Equivalent (Grade Z4) and Staff Sergeant Equivalent (Grade Z5), while the qualifying period for BIP has been reduced from six years to four years, benefiting 3,789 personnel with an estimated financial implication of RM6.47 million annually. On the BIP, Mohd Nizam said the incentive will be given as a monthly allowance, equivalent to one Annual Salary Increment (KGT) for the rank held. "This extension benefits armed forces personnel by considering the shorter service period (21 years) and limited promotion opportunities," he said. Mohd Nizam highlighted that three proposed improvements to the Public Service Remuneration System (SSPA) for the armed forces remain under review. These include the reclassification of armed forces grades and the alignment of Jusa C grades for Brigadier General-equivalent ranks based on length of service. "The review also involves strengthening the criteria for allowance grants, revising eligibility conditions, and extending career development initiatives for armed forces personnel," he added.

PUTRAJAYA, Aug 14 (Bernama) -- Chief of Defence Force Gen Tan Sri Mohd Nizam Jaffar has become the first individual to be inducted into the Hall of Fame at the National Resilience College. He said the recognition was the pinnacle of his military career. 'I was part of the first cohort in 2020. In any journey, especially in the military, this is one of the highest peaks of my career, and I am deeply grateful to Allah,' he said after the induction ceremony here today. Mohd Nizam is an alumnus and pioneer participant of the National Resilience College course in 2020, in addition to being a recipient of the institution's award. Malaysia proposes ASEAN monitoring team for Thailand-Cambodia conflict

PUTRAJAYA: Chief of Defence Force Gen Tan Sri Mohd Nizam Jaffar has requested Prime Minister Datuk Seri Anwar Ibrahim to engage with Thai and Cambodian leaders for Malaysian teams to join the ASEAN Observer Team (AOT) in conflict zones. The AOT includes representatives from ASEAN nations and will monitor compliance with the ceasefire agreement along the 840-kilometre border. Mohd Nizam stated that logistical support for the mission is being provided by the United States. He spoke after his induction into the Hall of Fame of the National Resilience College (MKN) in Putrajaya. Following the General Border Committee (GBC) meeting, an Interim Observer Team (IOT) was formed, consisting of ASEAN defence attachés. The IOT is led by Malaysia's Defence Advisers in Bangkok and Phnom Penh. The team will first brief 75 Thai senior officers in Bangkok on necessary measures before conducting similar sessions in Phnom Penh. Their primary role is to ensure ceasefire adherence and investigate reported violations. Thailand and Cambodia have agreed to maintain current troop positions and avoid military escalation. Separately, Mohd Nizam addressed the death of a PALAPES trainee at Universiti Teknologi Malaysia (UTM) Skudai, confirming a completed inquiry and post-mortem. He clarified that the incident occurred during a battle inoculation exercise and denied any bullying or ragging involvement. Mohd Nizam emphasised the Armed Forces' commitment to eradicating bullying, focusing instead on rigorous training. The mother of the late trainee, Syamsul Haris Shamsudin, has requested a second post-mortem to determine the cause of death. - Bernama
