Military service scheme upgrade to attract more diploma holders

New Straits Times14 hours ago
KUALA LUMPUR: Improvements to the armed forces service scheme are set to attract more diploma holders by offering higher starting salaries and enhancing the overall quality of its personnel.
Armed forces chief General Tan Sri Mohd Nizam Jaffar said the Public Service Department (PSD) will detail the new entry qualifications and starting salary adjustments in an official implementation letter, which will take effect from Jan 1, 2026.
"Out of the 21 proposed entry qualifications, seven have been approved.
"We are grateful to the prime minister for the Madani government's commitment to enhancing the quality of public service," Mohd Nizam told Bernama yesterday.
During the 20th edition of the Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX), Prime Minister Datuk Seri Anwar Ibrahim also announced the expansion of the entry qualifications for enlisted members of the armed forces at Grade Z1 (special duties) to include the Medical Corps, Religious Corps, and Engineering Corps.
The performance-based incentives (BIP) will be extended to other ranks, namely Sergeant Equivalent (Grade Z4) and Staff Sergeant Equivalent (Grade Z5), while the qualifying period for BIP has been reduced from six years to four years, benefiting 3,789 personnel with an estimated financial implication of RM6.47 million annually.
On the BIP, Mohd Nizam said the incentive will be given as a monthly allowance, equivalent to one Annual Salary Increment (KGT) for the rank held.
"This extension benefits armed forces personnel by considering the shorter service period (21 years) and limited promotion opportunities," he said.
Mohd Nizam highlighted that three proposed improvements to the Public Service Remuneration System (SSPA) for the armed forces remain under review.
These include the reclassification of armed forces grades and the alignment of Jusa C grades for Brigadier General-equivalent ranks based on length of service.
"The review also involves strengthening the criteria for allowance grants, revising eligibility conditions, and extending career development initiatives for armed forces personnel," he added.

Improvements to MAF scheme timely, says deputy army chief

KUALA NERUS: Various new initiatives announced to strengthen the civil service, including improving the Malaysian Armed Forces (MAF) scheme, are timely and well-received, says Deputy Army chief Lt Gen Datuk Tengku Muhammad Fauzi Tengku Ibrahim. He said the expansion of the performance-based incentive payments (BIPs) to other ranks, namely Sergeant or equivalent (Grade Z4) and Staff Sergeant or equivalent (Grade Z5) as announced by Prime Minister Datuk Seri Anwar Ibrahim on Friday (Aug 15), can motivate military personnel to continue striving more diligently. "This is something positive, as with this 'performance-based' system, we can use it as a benchmark to determine that everyone will strive harder to achieve the desired level," he said when met by reporters after the closing ceremony of the Skim Perkhidmatan Askar-Lasykar Angkatan Tetap ATM Gred Z1 (Tugas Khusus) here on Saturday (Aug 16). Tengku Muhammad Fauzi said that in addition, the extension of seven entry qualifications for various Skim Perkhidmatan Askar-Lasykar Angkatan Tetap ATM Gred Z1 (Tugas Khusus) is also timely, considering that the expertise required for military personnel is no longer solely dependent on physical strength. He said the military needs officers and personnel who were experts in various fields, including cyber technology. "Perhaps previously, they (the army) used a lot of physical strength. But nowadays, with technology and so on, various concepts are emerging. They need someone who is an expert in social media due to information warfare," he said. At Friday's Majlis Amanat Perdana Perkhidmatan Awam Ke-20 (Mappa XX) 2025, Anwar announced various new initiatives to strengthen the civil service, including improvements to the MAF scheme, introducing the Academic Recognition Award (HPA) initiative, and the allocation of funds to empower the National Institute of Public Administration (Intan). The Prime Minister added that the move was in line with the government's efforts to improve the efficiency, professionalism, and welfare of civil servants at all levels, thus ensuring the country's development agenda can be implemented more effectively.- Bernama

JPJ boosts road safety with Maqasid Syariah approach

PUTRAJAYA: The Road Transport Department (JPJ) is committed to enhancing road safety through a Maqasid Syariah (objectives of Islamic law) approach in all advocacy programmes, special operations, and related campaigns, aiming to protect public well-being in accordance with religious principles and universal human values. Its director-general Datuk Aedy Fadly Ramli said the initiative aligns with the mandate of Prime Minister Datuk Seri Anwar Ibrahim, as highlighted at the 20th edition of the Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX) yesterday, which emphasised that every government policy and action should benefit, protect, and safeguard the well-being of the people. He said JPJ has carried out various advocacy and road law enforcement initiatives through road safety campaigns and enforcement activities, focusing on sustainable life preservation in accordance with the Road Transport Act 1987. 'Enforcement measures, such as the mandatory use of seat belts for passengers and bus drivers in Malaysia, effective July 1, are in line with the Maqasid Syariah principle of preserving life,' he said in a statement today. 'Strict enforcement actions, including detention, issuing compounds, and seizing vehicles through operations such as Op Khas Motosikal, Pemandu Warga Asing (PEWA), and Op Khas Kenderaan Perdagangan, demonstrate that JPJ is committed not only to maintaining the highest standards of road law integrity, but also to consistently reducing accidents that could cause loss or damage to both individual and national assets,' he added. - Bernama
