Four arrested under Goonda Act, 31 externed from Dharwad district

The Hubballi-Dharwad Police Commissionerate has arrested four history sheeters under the provisions of the Goonda Act and externed 31 history sheeters to various districts for a period of six months. Addressing a press conference in Hubballi on Wednesday, Police Commissioner N. Shashikumar said that four history sheeters have been arrested under the provisions of Goonda Act (The Karnataka Prevention of Dangerous Activities of Bootleggers, Drug-Offenders, Gamblers, Goondas, Immoral Traffic Offenders and Slum-Grabbers Act, 1985) and sent to prisons in Dharwad, Kalaburagi and Mysuru. He said that the arrested history sheeters are involved in various crimes and facing the charge of murder, assault and others. 'Accused Sagar Lakkundi has 13 cases against him, Manjunath alias Scientist Manjay has 41 cases, Dawood Nadaf has 20 cases and Laxman alias Laxman Gabya has 13 cases against him. After following due procedure and verification, they have been booked under the Goonda Act,' he said. The Police Commissioner said that earlier in the year, they externed 52 history sheeters to different districts and now they have externed 31 history sheeters who are facing the charge of murder, rioting and violation of Arms Act. These externed history sheeters will have to report to specific police stations in the districts of Bidar, Kalaburagi, Yadgir, Chamarajnagar and Dakshina Kannada. To a query, Mr. Shashikumar clarified that as the order on externment can be subjected to judicial review, it was passed after due diligence. To another query, he clarified that it is a continuous process and now, they are reviewing the activities of those involved in organised crimes in the last couple of months. They will take appropriate action after thorough verification.

Close on the heels of Deputy Leader of Opposition in the Legislative Assembly Arvind Bellad accusing the police of neglecting his complaint on movement of foreign nationals in the twin cities, Hubballi-Dharwad Police Commissioner N. Shashikumar has clarified that thorough verification has revealed that those suspected to be foreign nationals are actually residents of Surat in Gujarat. He has said that based on the complaint, the police visited Bilal mosque at Jannat Nagar and Yousufia Mosque at Arogya Nagar in Dharwad and conducted thorough verification. 'All their documents, including Aadhaar and others, have been thoroughly checked and none of them are foreign nationals. The inquiry has revealed that a team of 21 members has come from Surat in Gujarat to Dharwad for a religious training programme,' he said. Along with the police inquiry team, municipal zonal officer Shankar Patil and Dharwad Tahsildar Doddappa Hugar too visited the two mosques for verification. This apart, the officials visited a few other mosques in the twin cities to get information on inmates and it has been confirmed that none of them are from other nations, he said. The Police Commissioner clarified that participating in religious training programmes conducted in various States is a routine process. The police are collecting information on the visitors and there is no need to panic, he said. On Mr. Bellad's demand for thorough inquiry into the purchase of multiple SIM cards by individuals, he has said that the issue is being looked into and that information has been sought from mobile service providers, agents and retail sellers. 'As it is a sensitive issue, the MLA will be given information after thorough verification and inquiry,' he said. The Police Commissioner has also appealed to the general public to alert the police on suspicious movement of people in the twin cities.

Deputy Commissioner of Dharwad and Chairperson of District Disaster Management Authority Divya Prabhu G.R.J. has said that having identified 20 sensitive places in terms of security, the district administration has taken adequate precautionary measures and is prepared to tackle any external attack or man-made disaster. She was speaking to presspersons after leading a team to conduct a mock drill as part of Operation Abhyaas which was jointly conducted by the district administration and HPCL in Dharwad on Friday. The Deputy Commissioner said that they have ensured that seven government hospitals, 31 private hospitals are ready to handle any emergency situation. And, they have deployed 725 Home Guards to take up relief measures in case of emergencies. The residents can call the District Disaster Management Authority (DDMA) helplines (0836-2445308, 2441077) or the Police Commissioner's office helpline (0836-2233555) or the Superintendent of Police office helpline (0836-2233201) in case of emergeny, she said. Across the country, mock drills are being conducted to check the preparedeness of the local authorities to take up relief and rescue missions in case of emergency situations like fire mishap, airstrike, bomb blast and others, she said. The Deputy Commissioner said that the mock drill involving gas leakage and consequent fire mishap was carried out in association with Home Guards, Fire and Emergency Services and other personnel. The mock drill was also aimed at spreading awareness on people's responsibilities during times of emergencies, she said. Police Commissioner N. Shashikumar said that as on date, the twin cities have not witnessed any case of external attack post-Independence. 'However, the mock drill was aimed at checking our preparedness in handling emergency situations,' he said. Superintendent of Police Gopal Byakod said that the mock drill will help in ensuring providing free passage to relief vehicles through proper traffic management. During the mock drill, protection of citizens in case of gas leakage and fire mishap and their safe evacuation to a safer place was conducted. Apart from Police and fire brigade, industrial security force, officials from veterinary department and HESCOM took part in the mock drill. A host of government officials and representatives of HPCL and others were present.

The Hubballi-Dharwad Police have begun acting against social media account holders who are indulging in activities that threaten to disrupt law and order and create fear among the general public and so far, registered 28 cases in different police stations. Police Commissioner N. Shashikumar told presspersons in Hubballi on Wednesday that they initiated action after it came to their notice that some rowdy elements are using social media accounts to disturb societal health. 'In the 16 police stations in the twin cities, we have set up a social media monitoring cell having two technical staff who will keep vigil over social media accounts. After verifying activities and posts of various social media accounts for 15 days, 28 cases have been registered against those account holders who violated guidelines. In all, we are keeping a watch over 700 social media accounts and 58 history sheeters have been warned,' he said. The social media posts included hurting religious sentiments, communalising events, posts inciting violence, making videos violating traffic guidelines, celebrating birthdays with lethal weapons and others. Mr. Shashikumar said that they will book further cases on the advice of legal experts. Names to be removed Replying to a query, the Police Commissioner said that they are revising the list of history sheeters. Of the total 1,862 names in the history sheets, 1,701 are under regular monitoring. 'The plan is to drop around 250 to 300 names after properly verifying their activities and conduct and the process will take around two months,' he said. He clarified that there are several people in the list of history sheeters who have crossed the age of 60 and some of them are sick, while others have maintained a clean record by not getting involved in any criminal activity for the last 10-15 years. 'In fact, a few of them have passed away while a few others are absconding. As many as 1,158 history sheeters have given undertaking and we have externed 52 history sheeters from the district,' he said and added that cases will be filed under the provisions of Goonda Act against history sheeters if they proved to be dangerous to society.

Security tightened in Dharwad district

In the wake of the Indo-Pak conflict and to contain possible repercussions, the police have taken several measures to ensure law and order in Dharwad district. Speaking at a meeting of the District Disaster Management Committee (DDMC) in Dharwad on Monday, Superintendent of Police Gopal Byakod said that at the inter-district borders nine check posts had been set up and they had intensified checking of vehicles entering the district. These check posts were being manned by armed police personnel and there was strict vigil on the movement of people and activities. Hubballi-Dharwad Police Commissioner N. Shashikumar said they had taken steps to keep a vigil over strategic places in the twin cities and they had set up 15 check posts. This apart, social media monitoring cells had been set up in 35 police stations of Hubballi-Dharwad, he said. Chairing the meeting, chairperson of DDMC and Deputy Commissioner of Dharwad Divya Prabhu G.R.J. said that the meeting was being conducted as per the Chief Minister's directions. Ms. Prabhu asked the officials of various departments to ensure that people did not panic, and to prevent any attempt to increase prices of essential commodities and also attempts to create artificial scarcity.
