Four arrested under Goonda Act, 31 externed from Dharwad district
The Hubballi-Dharwad Police Commissionerate has arrested four history sheeters under the provisions of the Goonda Act and externed 31 history sheeters to various districts for a period of six months.
Addressing a press conference in Hubballi on Wednesday, Police Commissioner N. Shashikumar said that four history sheeters have been arrested under the provisions of Goonda Act (The Karnataka Prevention of Dangerous Activities of Bootleggers, Drug-Offenders, Gamblers, Goondas, Immoral Traffic Offenders and Slum-Grabbers Act, 1985) and sent to prisons in Dharwad, Kalaburagi and Mysuru.
He said that the arrested history sheeters are involved in various crimes and facing the charge of murder, assault and others.
'Accused Sagar Lakkundi has 13 cases against him, Manjunath alias Scientist Manjay has 41 cases, Dawood Nadaf has 20 cases and Laxman alias Laxman Gabya has 13 cases against him. After following due procedure and verification, they have been booked under the Goonda Act,' he said.
The Police Commissioner said that earlier in the year, they externed 52 history sheeters to different districts and now they have externed 31 history sheeters who are facing the charge of murder, rioting and violation of Arms Act.
These externed history sheeters will have to report to specific police stations in the districts of Bidar, Kalaburagi, Yadgir, Chamarajnagar and Dakshina Kannada.
To a query, Mr. Shashikumar clarified that as the order on externment can be subjected to judicial review, it was passed after due diligence.
To another query, he clarified that it is a continuous process and now, they are reviewing the activities of those involved in organised crimes in the last couple of months. They will take appropriate action after thorough verification.

Hubballi: Four people involved in criminal activities within the jurisdiction of the Police Commissionerate were booked under the Goonda Act and 31 accused were deported. The Goonda Act was implemented against Sagar Lakkundi in Old Hubballi police station limits, Manjunath (Scientist Manjya) in Keshwapur police station limits, Dawood Nadaf in Town police station limits and Lakshman G in Bendigeri police station limits, said police commissioner N Shashikumar said on Wednesday. Shashikumar said there are more than 1,700 rowdy sheeters in the Police Commissionerate limits, out of which 52 accused were deported earlier. Now, a total of 83 people were deported, including 31 people. They were deported to Yadagiri, Raichur, Kalburgi, Bida, Chamaraj Nagar and Dakshina Kannada. A list of many more is being prepared, and more criminals will be deported in the third phase. This year, 18 criminals were removed from the rowdy sheeters list. In the coming days, a list of those who gave up crime and are leading a good life will be prepared and removed from the rowdy sheeter list, he said. DCP (law and order), Mahaning Nandagavi, DCL (crime and traffic), CR Raveesh, and police officers were present.

Hubballi police lack training on ERSS, complain civilians
Hubballi: While the Emergency Response Support System (ERSS) was introduced with a single emergency number, 112, across the nation, it seems city police are not trained on how to respond to callers. In some cases, police insist callers be present at the spot, whereas ERSS assures confidentiality for the caller. In other cases, police show leniency towards marriage processions with DJs and assure callers that the marriage party has obtained permission, even though DJs are completely banned. Many callers note that city police are not trained about ERSS. Suresh Kiresur, former chairman of the Association of Consulting Civil Engineers, Hubballi, shared that one of his friends sought help from ERSS over a footpath encroachment by a trader on Unkal-Gokul Road. "After he registered a grievance on ERSS, local police called him and insisted he show the encroachment. When both Union and state govts assure confidentiality of callers, how can local police insist the caller come out? As my friend argued the same, the police then asked for the shop address and other details. It shows that police themselves are not trained on ERSS," he said.
