VIJAYAWADA: The State government's new liquor policy has helped reduce liquor smuggling from neighbouring states, Housing and I&PR Minister Kolusu Parthasarathy said on Sunday. Speaking to media personnel at the TDP headquarters in Mangalagiri, Kolusu said that the coalition government's policy has ensured the availability of quality liquor at affordable prices, reducing the influx of non-duty-paid liquor (NDPL) into the State. He said officials from the neighbouring states confirmed that the flow of liquor into Andhra Pradesh had stopped due to the transparent policy and availability of all major liquor brands in the state. 'The policy has protected poor consumers from spurious liquor and ended the exploitation that prevailed during the previous YSRCP regime,' Kolusu said, alleging that YSRCP leaders looted thousands of crores through substandard liquor brands after promising prohibition. Echoing the same, Tourism and Culture Minister Kandula Durgesh also criticised the previous government, claiming the new liquor policy has unsettled YSRCP leaders. In a press release, Durgesh said that the Special Investigation Team (SIT) is steadily uncovering facts about alleged irregularities, which caused panic among YSRCP leaders. 'The coalition government's policy has curbed the illegal liquor trade and put a check on the YSRCP's liquor mafia,' the minister added.

HYDERABAD: A thriving underground network of non-duty paid liquor (NDPL) smugglers is working in tandem with private event organisers, causing an estimated ₹300 crore annual loss to the state exchequer. A recent crackdown by the excise department has unravelled the scale, sophistication, and spread of this illegal trade, particularly within the GHMC limits. In the past three weeks alone, excise officials have stumbled upon multiple NDPL smuggling routes, primarily from Haryana, Goa, and Karnataka, where liquor taxes are significantly lower than in Telangana. Liquor meant exclusively for defence canteens and even customs duty-free bottles meant for inbound air passengers are being illegally diverted to high-paying clientele, often through private parties and event circuits in Hyderabad. On June 21, Patancheru excise officials intercepted a Mahindra XUV with a UP registration plate and seized 408 bottles of premium whisky brands-Chivas Regal, Black Label, Red Label, and Jameson. The vehicle was operated by two Hyderabad-based men, A Tikiya Naik and S Naveen Kumar, who admitted to sourcing the liquor from a wholesale store in Faridabad, Haryana, for ₹5 lakh. On June 17, two ex-servicemen, Purushotham from Yapral and Siddaiah from Kowkoor, were caught at Malkajgiri with 37 bottles worth ₹75,000 sourced from a Ballari (Karnataka) defence canteen. A week earlier, 115 bottles of defence quota liquor worth ₹2.3 lakh were seized in Serilingampally. In most cases, the liquor was purchased in Karnataka, where defence canteen prices are much lower. "For instance, a Teacher's whisky bottle costs ₹800 in a Karnataka canteen, ₹1,600 in Telangana's defence outlet, and ₹2,200 in a retail store. The margins make smuggling highly profitable," explained an excise official. Smugglers are also ferrying high-end foreign liquor like Royal Salute, which costs ₹14,000 in Haryana but sells for ₹26,000 in Telangana, sometimes via trains or courier services. In Dec 2024, the excise department busted a customs duty-free liquor racket involving a police constable at RGIA, a home guard, two techies and others. The gang allegedly procured 41 bottles worth ₹15 lakh-mostly Royal Salute and Gold Label-using the passport and ticket copies of Gulf returnees in collusion with a duty-free shop worker at Hyderabad airport.

The Telangana Excise Department has ramped up its efforts to curb the sale and distribution of Non-Duty Paid Liquor (NDPL) and adulterated alcohol in Rangareddy division, with strict directives issued to enforcement teams to act decisively. Excise Deputy Commissioner P. Dasarath, during a review meeting held on Monday, stressed the need for intensified inspections and swift resolution of pending cases. He directed officials to maintain heightened vigilance during Bonalu, where liquor consumption traditionally spikes, and ordered that NDPL and spurious liquor be strictly barred from reaching the public. 'There is a growing influx of liquor from Delhi and Haryana into Hyderabad and Rangareddy. Our teams must monitor this closely and take immediate action against illegal movement and usage, particularly at public gatherings and functions,' Deputy Commissioner Dasarath said. Emphasising the importance of eliminating NDPL to meet State-mandated sales targets, the Deputy Commissioner instructed enforcement teams, station staff, and DTF units to intensify on-ground checks and coordinate with licenced vendors. He also called for greater stock preparedness by legal liquor traders in anticipation of increased demand during the festival period. The Deputy Commissioner further directed excise stations to expedite legal proceedings, including charge sheet filings, arrest of absconding accused, disposal of seized vehicles, and the closure of long-pending cases. Present at the review meeting were Assistant Commissioner R. Kishan, along with Excise Superintendents K. Vijay (Malkajgiri), NK Fayazuddin (Medchal), Ujwala Reddy (Saroornagar), and Vijaya Bhaskar Goud (Vikarabad), as well as Assistant Excise Superintendents, Circle Inspectors, and members from the Enforcement and DTF wings.

As part of a State-wide crackdown on Non-Duty Paid Liquor (NDPL), Excise officials have seized 73 liquor bottles across multiple locations and arrested four individuals for smuggling and illegal possession of liquor and drugs. In Hyderabad, 56 bottles of liquor worth around ₹2.5 lakh were confiscated in three separate incidents. In one case, a man was caught near the Secunderabad Military Hospital in Trimulgherry with 20 bottles of whisky. Further, as officials from the State Task Force (STF) conducted checks on incoming passengers from KSR Bengaluru and Rajdhani Express trains in Secunderabad, officials arrested another individual identified as Ajay Singh, with 44 bottles of beer and four additional liquor bottles. Officials raided a location in West Marredpally where the accused Runeet and Aditya were found selling 13 grams of OG Kush. They were also in possession of 32 bottles of liquor sourced from Goa, Manipur, and Delhi. Both were taken into custody. Meanwhile, 17 liquor bottles were seized at Zaheerabad during inspections of all vehicles entering Telangana from Goa. Tourist buses, private cars, and other vehicles were thoroughly searched at the check post as part of an intensified week-long drive against NDPL.

Vijayawada: Principal Secretary (Excise) Mukesh Kumar Meena has set a state-wide deadline of September 30 to eradicate illicitly distilled (ID) liquor from Andhra Pradesh under Navodayam 2.0. Chairing a review meeting at Prohibition & Excise Commissioner's Office in Mangalagiri on Wednesday, Mukesh Kumar Meena issued comprehensive directives to Excise officers across the State, calling for intensified enforcement. Focusing on high-incidence districts such as Kakinada, East Godavari, Srikakulam, and Parvathipuram Manyam, Mukesh Kumar instructed the officers to build on previous enforcement experience and launch aggressive, targeted operations to eliminate ID liquor completely. He emphasised that performance will be monitored closely and timelines must be met without exception. In addition to ID liquor, the review covered efforts to curb non-duty paid liquor (NDPL). While acknowledging that the introduction of Rs 99 liquor brands has helped reduce NDPL inflows, he urged the officials to maintain vigilance, especially in districts like Sri Sathya Sai, Anantapur, Kurnool, Nandyal and Annamayya. Emphasising retail regulation, he directed that liquor sales must strictly follow MRP norms and official timings and stressed the importance of preventive action to avoid untoward incidents. Reinforcing administrative discipline, Mukesh Kumar ordered all officers to remain in their headquarters, ensure swift grievance redressal, and implement mandatory night patrolling by senior officers. Director of Excise Nishant Kumar called upon the district officials to respond promptly to public complaints and maintain round-the-clock enforcement readiness. He reiterated the need for strong field presence and quick operational response. Director of Enforcement Rahul Dev Sharma presented a detailed review of ongoing ID liquor cases, NDPL seizures, and pending arrests. He instructed officers to speed up investigations, file charge sheets without delay, and identify suitable cases for invoking the Preventive Detention (PD) Act to deter repeat offenders. Principal Secretary Mukesh Kumar Meena also launched the Diary-cum-Handbook of the AP State Excise Executive Officers Association, reinforcing his focus on coordination and professionalism within the department.
