Hajj: Najm ensures safety of pilgrims on the road
Najm is playing a pivotal role in bolstering traffic safety within the holy sites by ensuring prompt arrival at accident scenes, initiating necessary procedures and alleviating traffic congestion. Najm's operational plan for Hajj reinforces national efforts to ensure the safety and comfort of pilgrims. The plan facilitates the smooth and secure performance of rituals, safeguarding pilgrims from the moment of their arrival at the Kingdom's border crossings until their safe return home. Najm has prepared a field fleet of approximately 120 vehicles, including 54 motorcycles, and a dedicated field team of more than 150 qualified specialists. The operational plan incorporates a robust, integrated technical infrastructure designed to proactively manage the expected rise in pilgrim numbers and bolster traffic safety in the holy sites. A central operations room, outfitted with the latest smart systems and diverse digital communication channels, serves as the command hub. This network leverages tools such as the Najm application, IVR system, and the direction and control system. Complementing these are a full-service call center and WhatsApp service, all integrated to expedite response times and optimize the handling of any traffic incidents. Abdullah Al-Khalaf, acting CEO at Najm, said: 'We at Najm are proud to be part of the integrated national system concerned with serving pilgrims, under the supervision of our leadership. We have worked to improve our operational readiness this year in a qualitative manner, harnessing all our human and technical capabilities to support the efforts made to enhance traffic safety during the Hajj season in cooperation with the General Traffic Department and all concerned parties.' He added: 'Najm's operational plan for this year's Hajj season reinforces the Kingdom's commitment to caring for pilgrims. In addition, within the framework of its social responsibility program 'Najm Al-Khair' and in continuation of the company's efforts in the Hajj mission, Najm is sponsoring the 'Aoun' initiative in cooperation with the National Center for Responsibility and Studies. Aoun is a community initiative helping pilgrims through a team of volunteers providing professional services to pilgrims that enable them to perform their rituals with ease. Moreover, Manafeth, Najm's subsidiary, is actively receiving pilgrims at the Kingdom's border crossings. Manafeth facilitates their entry by issuing mandatory third-party liability insurance for foreign vehicles. This service, accessible through its border offices, website, and the Manafeth application, ensures pilgrims receive necessary insurance protection, safeguarding their rights and covering their liabilities in the event of traffic incidents during their Hajj.

Najm showcases the evolution of traffic accident response procedures in the Kingdom
Riyadh – Mr. Abdullah Al-Khalaf, Acting CEO of Najm for Insurance Services, announced that the company has developed its traffic accident inspection service to be through an integrated digital system. This development contributes to improving the efficiency and speed of handling and responding to traffic accidents, ensuring the safety of road users, reducing traffic congestion, and supporting environmental sustainability. This announcement came during Najm's participation in a workshop organized by Naif Arab University for Security Sciences titled 'Mechanisms for Dealing with Road Accident Offenders Under the Influence of Drugs.' The event was held over two days, May 28–29, 2025, with the participation of group of Arab and international experts specializing in security and safety. Al-Khalaf emphasized Najm's role in supporting the goals of Saudi Vision 2030 through the development of a smart, digital insurance sector that ensures fairness for policyholders, contributes to a safer and more sustainable traffic system, and protects the economy and society from the repercussions of road accidents. On the sidelines of the workshop, Mr. Abdullah Al-Khalaf met with His Excellency Dr. Abdulmajeed Al-Banyan, President of Naif Arab University for Security Sciences. They discussed opportunities for joint cooperation and the university's training programs aimed at enhancing the skills and capabilities of accident investigators at Najm. This collaboration is expected to positively impact accident-handling mechanisms, promote transparency, and safeguard the rights of all parties involved. During the workshop, Al-Khalaf delivered a presentation titled 'Najm's Pioneering Role in Managing Minor Accidents,' where he highlighted the company's wealth of experience in responding to traffic accidents. He showcased Najm's field procedures for accident inspections and the transformative changes implemented to achieve a qualitative shift in inspection practices and response times. He also emphasized the use of Najm's digital platforms and advanced technology in accident data analysis and report generation. Al-Khalaf noted that Najm offers its inspection and liability determination services through specialized field teams operating in over 40 cities across the Kingdom. Additionally, the company provides more than 20 insurance and traffic services and solutions developed to enhance road, vehicle, and driver safety. Najm also leads initiatives to address the root causes of traffic accidents, reinforce traffic law compliance, and improve driving behavior. The workshop organized by Naif Arab University, in line with its security and academic mission, addressed several specialized topics focused on enhancing methods for dealing with offenders involved in accidents under the influence of drugs. It also sought to promote integration among relevant entities to mitigate this phenomenon. Additionally, the event aimed to improve public safety by discussing legal and criminal frameworks, showcasing local and international best practices, and exploring the roles of security, health, and insurance sectors in providing a comprehensive and integrated response.

Jurors hear of frantic effort to save Davis stabbing victim at trial's second day
Jurors listened Tuesday to the frantic moments a physician and a Davis police officer tried to save Karim Abou Najm as he lay dying on a Sycamore Park bicycle trail. The wrenching recording culled from the officer's body camera concluded the second morning of Carlos Reales Dominguez's murder trial in Yolo Superior Court in Woodland, now in its guilt phase. A second phase of the trial will follow to determine whether Dominguez was sane at the time of his alleged attacks. The former UC Davis student faces murder and attempted murder charges in the weeklong stabbing rampage that left two dead and grievously wounded another in late April and early May 2023. Dominguez has pleaded not guilty and not guilty by reason of insanity in the 2023 spree. He sat motionless at the defense table next to Yolo County deputy public defender Daniel Hutchinson as the violent night Najm was killed replayed in the courtroom. Najm, 20, was the spree's second victim on April 29, 2023, stabbed repeatedly in the savage attack and fighting for his life as Davis police Cpl. Pheng Ly raced to the scene. Ly took the stand Tuesday before Yolo Superior Court Judge Samuel McAdam, describing the late-night call broadcast over his cruiser's radio. Davis Police Department detective Alex Torres describes the dirt on a pair of sweat pants that was worn by David Breaux, who was allegedly stabbed to death by former UC Davis student Carlos Reales Dominguez, during the first day of trial at Yolo Superior Court in Woodland on Monday. 'It was a report of a man down with blood all over him at Sycamore and Colby in West Davis,' Ly testified. 'I went emergency lights and sirens. A person down with blood all over him — there had been a homicide a few days earlier and that played in my mind as well.' Davis was a city on edge and in shock after the knife killing two days earlier of 50-year-old David Breaux, the beloved 'compassion guy' who found dead on a bench in the city's Central Park. Ly rushed to a physician desperately performing CPR and pleading with Najm to stay alive. 'Come on, buddy,' the man could be heard as he continued performing chest compressions on Najm. The doctor lived in a home on the park's border and told Ly he saw the attack on Najm as well as the young UC Davis student's assailant flee down the trail. He heard a man call for help and was able to give Ly a description of Najm's attacker. He was 19 or 20, white or Hispanic, the physician said, as an urgent Ly took over CPR and called dispatchers. 'I need all units here,' Ly said on the recording. 'He's not looking good. Multiple stab wounds.' Davis Police Department detective Alex Torres moves a sweater that was worn by David Breaux who was allegedly stabbed to death by former UC Davis student Carlos Reales Dominguez, during the first day of trial at Yolo Superior Court in Woodland on Monday. Dominguez jurors heard testimony from several witnesses Tuesday including Davis police officers and crime scene technicians who were first on scene at Central Park where Breaux's body was found. The 14 jurors — eight women and six men — and three alternates also heard from unhoused residents near the tent where Kimberlee Guillory, the third stabbing victim, was attacked and seriously injured. Officers used crime scene photographs to detail for jurors the wounds Breaux suffered in the deadly attack — puncture wounds to his back, arms and hands as he presumably tried to fend off his assailant. Trial proceedings are being live-streamed online but, on Yolo judge McAdam's order, graphic images of the crimes were shown only inside the courtroom. Patricia Mendes, an American Medical Response paramedic with 41 years on the job, was among the first to find the deceased Breaux on the park bench late on the morning after he was killed April 27, 2023. Under the bench was a 'very large puddle of blood.' 'There was no pulse,' she testified. Davis Police Department detective Alex Torres describes the evidence of stabbings on a sweater, allegedly fatally stabbed by former UC Davis student Carlos Reales Dominguez, during the first day of trial at Yolo Superior Court in Woodland on Monday. Mendes testified that as she tended to Breaux, she spotted something in the grass beside the bench. 'I saw an empty knife sheath made of leather that appeared to be brand new,' she testified. Prosecutors allege the leather sheath was part of the tactical knife they say Dominguez purchased online in December 2022, five months before the attacks that killed Breaux and Najm and wounded Guillory. Testimony resumes Wednesday and was expected to continue for another week and a half.

Palestinian administrative detainee dies in 'Israel's' custody
A 60-year-old Palestinian detainee, Muhyi al-Din Najm, died in 'Israeli' custody after being transferred to Soroka Medical Center, two Palestinian rights groups said on Sunday. The Palestinian Commission of Detainees and Ex-Detainees Affairs and the Palestinian Prisoners' Club said Najm, from Jenin, had been held under administrative detention since August 8, 2023, and had spent a total of about 19 years in 'Israeli' prisons. The groups accused 'Israeli' prison authorities of medical negligence, claiming Najm was denied treatment for chronic illnesses and subjected to conditions they described as part of a 'systematic policy' of abuse against Palestinian detainees. No comment has been issued by 'Israeli' authorities on the circumstances of his death. Najm, a father of six, was reportedly in critical health and received no medical care during his detention. The statement also said his prolonged administrative detention without trial amounted to a "compound crime." Fatah, the party led by President Mahmoud Abbas, called his death 'a deliberate execution,' blaming 'Israeli' prison authorities for denying him medical care despite his serious condition.
