National Planning Council organises workshop on Simplified General Census of Population
DOHA: The National Planning Council, represented by the National Statistics Center, has organised a national workshop for various government entities concerned with administrative records in the State of Qatar. The workshop focused on the upcoming Simplified General Census of Population, Housing and Establishments 2025, under the theme 'Digital Records, Robust Automation and National Data Partnership'. This census is the first of its kind to be conducted in Qatar by relying entirely on administrative records without the need for any traditional field surveys. This strategic step aims to modernize the national statistical system and improve the efficiency and quality of data. The new administrative model leverages existing administrative records in government entities, which enhances data reliability and supports planning and decision-making processes at the national and sectoral levels. The implementation phase of the census is expected to begin by the end of this year. The workshop featured a series of specialized technical presentations by experts from the National Statistics Center, covering key aspects of the administrative census. Topics included the presentation of the national vision and the roadmap towards transitioning to the administrative census model, leading to the 2030 census. Presentations also discussed the technical methodology of the census, and mechanisms of inter-agency integration, data provision requirements, quality assurance and security, in addition to reviewing the role of technical work groups and determining the entities' needs from census data. The workshop also shed light on the challenges associated with the traditional model, and the role of the modern administrative model in supporting public policies. Participants included representatives from government data teams, technical groups, and planning and policy departments engaged in administrative records related to population, housing, labor, establishments and economic data. The workshop opened with a keynote by Director General of the National Statistics Center Ahmad Hassan Mohammed Al Obaidli, who emphasized that the 2025 census constitutes a turning point in the production of official statistics in Qatar, as it is the first census to rely entirely on administrative records, which enhances data accuracy and enables timely access to high-quality information for all government agencies, ultimately strengthening public policy development. The workshop concluded with a call for strengthened collaboration and coordination among all government entities to ensure the success of the 2025 Census. Emphasis was placed on maximizing the country's advanced digital infrastructure and activating an integrated statistical system that supports decision-makers and fosters a culture of data-driven planning.

The National Data and Statistics Strategy serves as a strategic framework to enhance data governance, improve accessibility, and meet the demands of a rapidly evolving digital landscape. Built on three core pillars, the strategy aims to: • Ensure the highest standards of data and statistical reliability through the National Statistics Center • Build an integrated and interconnected national data ecosystem • Leverage big data, data technologies, and artificial intelligence across operations, with the goal of positioning the National Statistics Center among the top statistical institutions globally The launch marks one year since the establishment of the National Planning Council by Amiri Decree No. 13 of 2024. The Council was created to drive Qatar's development agenda and foster strategic partnerships with government entities, ministries, private sector and experts. This enables data-driven planning and delivers sustainable, tangible impact in both the short and long term. In his keynote speech at the event, Secretary General of the National Planning Council Dr Abdulaziz bin Nasser bin Mubarak Al Khalifa said: "At the heart of the Third National Development Strategy is Qatar's readiness for the future. This includes anticipating global trends, embracing change, and adopting cutting-edge, data-driven technologies such as artificial intelligence. The National Data and Statistics Strategy is a proactive step that strengthens Qatar's leadership and future preparedness." He added: "We take great pride in what we have achieved in our first year at the National Planning Council. Over the past year, we have focused on building the systems, partnerships, and capabilities needed to move into the implementation phase of the Third National Development Strategy. Our aim is to ensure its impact is meaningful, comprehensive, and enduring as Qatar progresses toward 2030 and beyond." Over the past year, the National Planning Council has emerged as a cornerstone of Qatar's national development architecture. Since its inception, the Council has pursued a clear vision to advance the strategic planning agenda and bring Qatar National Vision 2030 to life. As the lead entity overseeing the implementation of the Third National Development Strategy, which represents the final phase of Qatar National Vision 2030, the Council has ensured that all its initiatives reflect the nation's aspirations and embody its identity and values. The transition from planning to implementation has been a major milestone in this journey. Qatar's strong economic performance in 2024 is a testament to the strategy's effective implementation. Real GDP grew by 2.4 percent, driven primarily by non-hydrocarbon activities, which recorded a 3.4 percent growth rate. Among the most notable achievements was a 90 percent reduction in commercial registration costs. Alongside other reforms, this contributed to a 156 percent rise in the number of registered companies compared to the previous year. Collectively, these measures have created new opportunities and strengthened the role of the private sector in driving economic growth. The Council also hosted the inaugural National Development Forum, which brought together over 450 national and international private entities. Centered around the economic development agenda, the forum provided a platform to amplify the private sector's contribution to the successful rollout of the Third National Development Strategy. Guided by the directives of His Highness the Amir Sheikh Tamim bin Hamad Al Thani,regarding the importance of data in strategic planning and implementation, the Council launched a series of initiatives in January to build a robust national data infrastructure. Key initiatives include: •Launch of the National Data Program, a strategic step toward building a central data repository •Issuance of data regulations, including the National Data Policy, National Data Standards, and a national data governance guide •Introduction of the Qatar Data Trust Index, a one-of-a-kind tool for measuring trust in data based on quality and compliance with national regulations • Development of the QInsights platform, a component of the central database project, featuring 119 indicators from the Supreme Council for Economic Affairs and Investment These initiatives have strengthened the Council's position as Qatar's official source of reliable, actionable, and transparent data that is vital for informed national decision-making. Therefore, work has begun on building an integrated central database that meets national needs with high efficiency and reliability, as reliable statistical data is an important tool in determining the country's current and future real needs. Looking ahead, the Council remains committed to enhancing integration across government entities, embedding data into every layer of planning, and bolstering institutional agility. As it enters its second year, the Council will continue to act as Qatar's strategic engine. It aims to drive national progress through insight, foresight, and consistent action.

Qatar's economy grows 2.4% YoY in 2024
Doha: Qatar's economy recorded a real growth rate of 2.4 percent in 2024, reaching QR713 billion in fixed-price terms, compared to QR697 billion in 2023. According to data from the National Statistics Center at the National Planning Council, released today, Qatars real GDP grew by 6.1% year-on-year in the fourth quarter of 2024, reaching QR 181 billion, up from QR 170.1 billion in the same period of 2023. Secretary-General of the National Planning Council (NPC) HE Dr. Abdulaziz bin Nasser Al Khalifa confirmed that the Qatari economy continues to experience remarkable growth rates, sustaining the country's progress toward sustainable growth and economic diversification, in line with the National Development Strategy 20242030. He pointed out that the latest data reflect the rapid expansion and increasing diversification of the Qatari economy, which is progressively moving beyond its traditional dependence on hydrocarbons. Non-hydrocarbon activities collectively grew by 3.4 percent annually, while hydrocarbon activities remained stable. Despite the significant role of hydrocarbon activities in the GDP, non-hydrocarbon sectors are steadily gaining ground. In 2024, non-hydrocarbon activities accounted for nearly 64% of total GDP, up from around 63% in 2023. This highlights the resilience of the Qatari economy and its ability to withstand economic fluctuations, including declining oil and gas prices and reduced demand for these resources. Compared to the fourth quarter of 2023, hydrocarbon activities grew by 6.2%, while non-hydrocarbon sectors expanded by 6.1%, contributing 116.9 billion riyals out of the 181 billion riyals in GDP for Q4 2024. Non-hydrocarbon activities are increasingly driving growth, in line with Qatar National Vision 2030 and the initiatives of the Third National Development Strategy, which has outlined a clear roadmap for economic diversification in collaboration with the private sector and the reinvestment of oil and gas revenues to build a sustainable economy. According to the data, the key non-hydrocarbon sectors that recorded growth in the fourth quarter include accommodation and food services, which saw the highest growth rate at 14.7%, rising from QR1.7 billion riyals to QR2 billion. The financial sector grew by 11.1%, increasing from QR13.3 billion to QR14.8 billion, while wholesale and retail trade expanded by 9%, climbing from QR13.5 billion to QR14.7 billion. Additionally, real estate activities grew by 6.3%, rising from QR12.7 billion to QR 13.5billion. The construction sector also experienced a 9.6% growth after a period of decline in 2023, following the end of the construction boom. However, it rebounded with the launch of new projects, demonstrating a strong commitment from both the public and private sectors to investing in the local market and driving economic growth. Secretary-General of the National Planning Council HE Dr. Abdulaziz bin Nasser Al Khalifa said that: "these indicators demonstrate the consistent progress of Qatar's economy, particularly in the non-hydrocarbon sectors, which continue to open up new opportunities for growth and investment. With a strategic focus on economic diversification and the reinvestment of oil and gas revenues, Qatar is steadily building a robust and sustainable economy, in alignment with Qatar National Vision 2030." The impressive economic performance in Q4 of 2024 marks a significant step toward achieving the Sustainable Development Goals.
