MMDA suspends number coding scheme on Aug. 21
The Metropolitan Manila Development Authority (MMDA) on Monday announced that the implementation of the expanded number coding scheme on Thursday, August 21 has been suspended after it was declared a special non-working holiday. 'Suspendido ang pagpapatupad ng expanded number coding scheme sa Huwebes, Agosto 21, isang special non-working holiday para sa paggunita ng Ninoy Aquino Day,' the advisory read. (The implementation of the expanded number coding scheme is suspended on Thursday, August 21, a special non-working holiday for the commemoration of Ninoy Aquino Day.) 'Awtomatikong sinususpinde ang number coding tuwing official at special non-working holidays,' it added. (Number coding is automatically suspended during official and special non-working holidays.) DOLE Philippines sets pay rules for August 21 and 26 holidays
Advt By , Agencies The Department of Labour and Employment (DOLE) has released pay guidelines for two upcoming holidays: Aug. 21 ( Ninoy Aquino Day ) and Aug. 26 ( National Heroes Day ).In Labour Advisory No. 9, Labor Secretary Bienvenido Laguesma clarified that Aug. 21 is a special non-working day , where the 'no work, no pay' rule applies unless company policy, practice, or a collective bargaining agreement grants payment. Employees who work that day must be paid an additional 30% of their basic wage for the first eight hours, and an extra 30% of the hourly rate for overtime. If the day also falls on an employee's rest day, pay increases to an additional 50% of the basic wage for the first eight hours, plus 30% of the hourly rate for 26 is a regular holiday, entitling employees who work to 200% of their daily wage for the first eight hours, with an additional 30% of the hourly rate for overtime. If the regular holiday coincides with a rest day, workers are entitled to an extra 30% of the 200% rate, and a further 30% for overtime urged employers to ensure compliance with the holiday pay computation rules to protect workers' rights and avoid disputes. The guidelines are intended to provide clarity for payroll processing and ensure fair compensation for holiday work.

DOLE issues pay rules for August holidays
The Department of Labor and Employment (DOLE) on Monday reminded employers of the proper compensation for workers reporting for duty on Ninoy Aquino Day and National Heroes Day. According to Labor Advisory No. 11 series of 2025, the following pay rules shall apply for August 21 (Ninoy Aquino Day), and August 25 (National Heroes Day), which are respectively a special non-working holiday and a regular holiday: August 21 (Ninoy Aquino Day), special non-working day: If the employee does not work, the "no work, no pay" principle shall apply unless there is a favorable company policy, practice, or collective bargaining agreement (CBA) granting payment on a special day; For work done during the special day, the employer shall pay the employee an additional 30% of the basic wage on the first eight hours of work (Basic wage x 130%); For work done in excess of eight hours, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 130% x 130% x number of hours worked); For work done during the special day that also falls on the employee's rest day, the employer shall pay the employee an additional 50% of the basic wage on the first eight hours of work (Basic wage x 150%); and For work done in excess of eight hours during the special day that also falls on the employee's rest day, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 150% x 130% x number of hours worked). August 25 (National Heroes Day), regular holiday: If the employee does not work, the employer shall pay 100% of the employee's wage for that day, provided that the employee reports to work or is on leave of absence with pay on the day immediately preceding the regular holiday. Where the day immediately preceding the regular holiday is a non-working day in the establishment or the scheduled rest day of the employee, he or she shall be entitled to holiday pay if the employee reports to work or is on leave of absence with pay on the day immediately preceding the non-working day or rest day (Basic wage x 100%); For work done during the regular holiday, the employer shall pay a total of 200% of the employee's wage for that day for the first eight hours (Basic wage x 200%); For work done in excess of eight hours, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 200% x 130% x number of hours worked); For work done during a regular holiday that also falls on the employee's rest day, the employer shall pay the employee an additional 30% of the basic wage of 200% (Basic wage x 200% x 130%); and For work done in excess of eight hours during a regular holiday that also falls on the employee's rest day, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 200% × 130% x 130% x number of hours worked).
