AP to launch NCD 4.0 survey with comprehensive reforms

Vijayawada: Minister for medical, health, and family welfare Y Satya Kumar Yadav announced that the Andhra Pradesh government will launch the Non-Communicable Diseases (NCD) 4.0 survey in September 2025. The current NCD 3.0 survey, launched on November 14, 2024, with a target to screen 4.1 crore people, has so far screened around 3 crore individuals and will continue through August. Addressing a workshop at China Kakani in Guntur district, the minister emphasised the need for better coordination among health workers to ensure accurate results in cancer detection under NCD 4.0. Drawing from personal experience — having lost his mother and sibling to cancer — he stressed the urgency of curbing its spread in the state. He revealed that Andhra Pradesh reports around 75,000 new cancer cases and 30,000 cancer-related deaths annually. NCDs now account for 68 per cent of all deaths in the state, surpassing the national average of 65 per cent. Oral cancer screenings reached 2.9 crore, while breast and cervical cancer screenings each reached 2 crore. However, only 0.35 per cent were diagnosed with cancer, a detection rate lower than the national average. The health minister attributed this discrepancy to several systemic gaps in NCD 3.0, including inadequate training, lack of public awareness, social stigma, poor field-level coordination, and minimal oversight. He admitted that although 70 per cent of the screening target was achieved, flaws in execution affected data reliability. NCD 4.0 will be launched with a structured action plan, real-time monitoring, improved training, and systemic reforms to enhance efficiency and accuracy in early detection, especially for cancer cases.

State Commissioner of Family Welfare G. Veerapandian directed the Medical and Health officials across Chittoor district to step up preparedness measures against seasonal diseases given the ongoing monsoon, on Saturday. The virtual session included District Medical and Health Officer (DMHO) D.T. Sudharani and district-level programme officers. The Commissioner informed the officials to adopt and enforce focused strategies to fight malaria, dengue, chikungunya, and diarrhoeal infections. He directed them to launch a series of public awareness campaigns across the district, particularly in the rural areas. Mr. Veerapandian directed the compulsory entry of Electronic Health Records (EHR) for all out-patient cases to streamline treatment at the PHCs and district hospital. He asked the doctors to follow up regularly under the Non-Communicable Diseases (NCD) survey and enhance data entry in low-performing areas. The Commissioner insisted that all deliveries, both at the government and private hospitals, must be recorded in the Health Management Information System (HMIS). Institutional deliveries should be taken up extensively to curb maternal and infant mortality. He said that high-risk pregnancies should be referred to district hospitals. The official suggested that the Medical and Paramedical fraternity should do their best to reduce C-section births. He further focussed on the launching of campaigns to prevent teenage pregnancies.

1 2 Vijayawada: Andhra Pradesh's medical and health department has made significant progress in its cancer screening initiative under the Non-Communicable Diseases (NCD) 3.0 survey. As part of the survey, the department conducted door-to-door screenings for oral, breast, and cervical cancers across the state, targeting people aged above 18 years. The survey revealed that out of 1,367 cancer suspects examined at Preventive Oncology Units (POUs), 117 individuals were diagnosed with various types of cancer in the malignant stage, while 53 cases were detected in the pre-malignant stage. The department has screened 69% of the target population across all 26 districts in the state, identifying 4.10 crore people for Oral cancer screening and screening 2.84 crore individuals. There were 1.02 crore suspect cases found by ANMs during the door-to-door screening, and 87,045 people were examined by medical officers (MOs) at the PHC level, out of which 489 individuals were examined at POUs set up at the 17 govt medical colleges in the state. There were 50,028 suspect cases, and 244 cases were examined at POUs, with 19 cases detected in the malignant stage. "People living in rural areas are turning up in good numbers for cancer screening, given they are familiar with the healthcare personnel working in their localities. However, people residing in urban areas are reluctant to provide their details as they are mistaking that these cancer screening tests are being conducted by private hospitals and suspect misuse of data," an NCD consultant overseeing the cancer screening tests told TOI. Meanwhile, health minister Y Satya Kumar Yadav reviewed the cancer screening survey result analysis with government advisor for cancer diseases and world-renowned Oncologist Dr Nori Dattatreyudu and special chief secretary (medical and health) MT Krishna Babu on Tuesday. Dr Dattatreyudu suggested the govt to immediately issue a notification notifying cancer as a notifiable disease to maintain a reporting system to keep track of the disease trends in the state. Meanwhile, Krishna Babu mentioned that the state govt is developing King George Hospital (KGH) in Visakhapatnam, TATA Trust Hospital, and govt general hospitals (GGHs) in Guntur, Kurnool, and Tirupati as main hubs for providing cancer care in the state.

PUTRAJAYA: Malaysia has established health cooperation with Iran to strengthen the country's health system and open up space for knowledge sharing in the pharmaceutical sector, medical technology applications, and excellent clinical practices. The Ministry of Health (MOH) announced that Iran's expertise, especially in organ transplantation programmes, can potentially improve the quality of treatment in Malaysia. In a post via X today, MOH announced that in line with the aspirations of the Health White Paper, bilateral cooperation is expected to provide benefits, including increasing the expertise of health workers through exchange programmes, joint training, and collaborative research. The move, he said, will produce highly skilled health human resources and become the main pillar of a resilient and efficient health system. In addition, collaboration in public health research, nutrition and management of Non-Communicable Diseases (NCD) is significant in shaping a healthier and more productive Malaysian society. Separately, Health Minister Datuk Seri Dr Dzulkefly Ahmad said in his brief bilateral meeting with Iran's Health Minister, Mohammad-Reza Zafarghandi who highlighted his country's advanced achievements and best practice in the area of organ transplant surgeries with over 2,000 liver transplants and 1,200 kidney transplants performed across 20 centres throughout the country in 2024. 'The sheer number of successful donor pledges further encourages the agenda for Malaysia to follow suit having similar barriers to overcome in terms of religious sentiments towards organ donation,' he said in a post on X. Dzulkefly said Malaysia must go beyond 'Saya sudah Berikrar' to 'Warisku Hormati Ikrar' ('I've Pledged' to 'My Family, Respect My Pledge Please'), creating a culture that truly honours the donor's wishes. He said in Malaysia, organ transplant is the best solution or the gold standard to ensure quality of life for those with chronic kidney disease (CKD), especially with end-stage renal failure on dialysis. 'There are also areas of exploration in terms of fellowships, trainings for our surgeons, post-basic training for nurses as well as potential for sharing of technologies, research, development and pharmaceuticals, that shall be seriously pursued,' he said. Dzulkefly is currently in Geneva, Switzerland, leading the Malaysian delegation to the 78th World Health Assembly (WHA78) from May 18 to 22.
