Shura deputy chairman receives Pakistan delegation

The visit aims to familiarise the delegation with the Council's roles and competencies as part of their programme to visit various institutions in the Sultanate of Oman. Al Saadi welcomed the delegation, emphasising the importance of such visits, which aim to explore Oman's parliamentary experience and its role in transferring knowledge and expertise. He also praised the strong historical relations between the two friendly countries and the significance of enhancing them in various sectors, especially in parliamentary and academic fields. Al Saadi gave a short overview of the Majlis Ash'shura in the Sultanate of Oman and the transformations it has undergone, highlighting the Council's key roles and legislative competencies in accordance with the powers granted by the Oman Council Law. During their visit to the Majlis Ash'shura, the delegation toured the Council's building, where they viewed the deliberation hall and received a detailed explanation about the voting process and the management of sessions. The delegation also visited the Oman Council Library, exploring its contents and research services. The delegation members praised Oman's parliamentary experience, stressing the importance of strengthening cooperation between the National Defence University and relevant institutions in the Sultanate of Oman. They emphasised the exchange of experiences and knowledge to support the development of bilateral relations between the two countries in importance of consolidating such relations.

Shura Council to host Minister of Heritage and Tourism on March 24

Muscat: The Shura Council is set to host Salem Mohammed Al Mahrouqi, Minister of Heritage and Tourism on March 24 for statement before the Council. This comes as part of the series of ministerial statements approved for the second regular session of the tenth term. This was announced by Ahmed Mohammed Al Nadabi, Secretary-General of the Shura Council, who stated that the Council will convene its eighth regular session for the second annual term (2024-2025) of the tenth legislative period (2023-2027). The session will be dedicated to discussing the statement of the Minister of Heritage and Tourism, in accordance with Article (69) of the Oman Council Law, which stipulates that: 'At the beginning of each annual session, the Shura Council determines the program of ministerial statements and their discussion themes, based on a joint proposal from the Council's Bureau and the heads of the standing committees. The Chairman of the Council shall inform the government of this program, specifying the elements and themes that each statement must include, according to the subject or sector it pertains to.' The Secretary-General explained that the statement will cover six main themes identified by the Council earlier. The first theme will examine the ministry's plans and programmes implemented in the heritage and tourism sectors, their alignment with Oman Vision 2040 priorities, and the development plan projects for these sectors. It will also present the ministry's vision for integrating future programs and projects to enhance the heritage and tourism sectors within the Eleventh Five-Year Plan. The second theme of the ministerial statement will analyse the tourism balance within the current five-year plan and the projections for the upcoming plan. Contribution to GDP This includes assessing tourism expenditures across various aspects, evaluating the impact of domestic tourism on the overall sector's contribution to GDP, and examining spending patterns and growth prospects. Additionally, it will assess the status of integrated tourism complexes, their investment value, job creation potential, and interconnections with other economic sectors. The third theme will focus on managing the heritage sector, addressing the administration of tangible Omani cultural heritage (both public and private) and the ministry's efforts to ensure its sustainability. It will also discuss the management of historical and archaeological sites, including documentation, preservation, and maintenance. Furthermore, the theme will examine the contribution of the heritage sector to GDP, its future growth, and the ministry's vision for developing the sector in light of existing opportunities, challenges, investment prospects, and optimal employment mechanisms. According to Al Nadabi, the fourth theme will explore the management of the tourism sector, emphasising its contribution to GDP and highlighting key tourism projects aimed at maximising the sector's economic impact. Additionally, it will address the role of tourism-related legislation in enhancing the economic returns from the sector. The fifth theme will focus on human resources in the heritage and tourism sectors. It will discuss the ministry's efforts to assess the supply and demand for national labour, improve Omanisation rates, and enhance workforce development. Moreover, it will examine workforce training programs and initiatives to create job opportunities in the two sectors. His Excellency the Secretary-General further stated that the sixth theme will cover coordination, development, and investment prospects. It will review the ministry's collaboration with the Oman Tourism Development Company (Omran) in advancing the tourism sector, as well as its role in enabling the private sector to invest in heritage and tourism sites. Additionally, it will highlight the ministry's initiatives to strengthen partnerships with SMEs and its policies and programs for maximising local content in coordination with various stakeholders. He also noted that the session will be held publicly, with media representatives in attendance, to ensure transparency and promote community engagement.

Majlis Ash'shura to discuss key draft laws and agreements

MUSCAT: The Majlis Ash'shura will hold its fourth and fifth regular sittings of the second annual session (2024–2025) of its Tenth Term (2023–2027) on Sunday and Monday. During these sittings, the council will deliberate on and approve a range of legislative proposals, including five draft laws and agreements referred by the government, two proposals submitted by the council and three reports on expressed desires from its standing committees. In a statement, Shaikh Ahmed bin Mohammed al Nadabi, Secretary-General of Majlis Ash'shura, noted that the upcoming sittings will feature extensive discussions on pivotal legislation such as the Real Estate Regulation Law, the Telecommunications and Information Technology Regulation Law, the Anti-Human Trafficking Law and the State Revenue Collection Law. He said that these draft laws have been studied in depth over the past several months, in accordance with Article 49 of the Oman Council Law, which requires that government-drafted laws be reviewed, approved or amended by the Majlis within three months from referral before being forwarded to the Sultan for final ratification. Al Nadabi emphasised that these legislative projects are at a critical stage in reflecting the integrated national approach and aligning with Oman Vision 2040. He highlighted that the specialised committees have meticulously compared the draft laws with similar regional legislation and incorporated appropriate amendments to enhance their relevance and impact. The sessions will focus on discussing the Majlis's proposed revisions, paving the way for their subsequent submission to the State Council. In addition, the sittings will address the view of the Public Services and Utilities Committee regarding a maritime transport agreement between the Government of Oman and the Government of the Republic of South Africa, as well as a cooperation agreement between Oman and the Government of the Republic of Tunisia in the field of maritime transport and port services. Furthermore, the agenda includes the review of several legislative proposals submitted by the Majlis, such as the draft law for establishing a fund to support sports, cultural and youth activities, and a proposal to amend the law governing private entities in the sports sector, originally issued under Royal Decree No 81/2007. The sessions will also cover reports from the standing committees on expressed desires, including initiatives to establish a centre for Omani talents, to enhance the economic returns of certain heritage sites listed as World Heritage and to adopt an initiative by the Ministry of Information to create personal communication channels to improve media performance in serving the community. The forthcoming sittings underscore the robust legislative activity at the Majlis, reflecting its commitment to establishing a modern legislative framework that meets national development goals and aligns with the objectives of Oman Vision 2040.
