OSOE impossible sans Constitutional amendment: SEC

Raj urban body polls delayed, to be held in Dec, says min Kharra

This was confirmed by urban development and housing (UDH) minister Jhabar Singh Kharra Tuesday. Speaking to TOI, Kharra said the ongoing delimitation of municipal wards would conclude by the end of July. The state govt will then write to the State Election Commission in the first week of Aug to start updating the electoral rolls. "The commission is expected to finalise the voters' list by Oct, and elections will be held either in a single phase or multiple phases, depending on logistical convenience," Kharra said.

RRBs' IT integration likely to be completed by Sep 30: Nabard chairman

The amalgamation of RRBs on the principles of 'One State One RRB' became effective from May 1. This was aimed at improving scale efficiency and cost rationalisation. With this, now, there are 28 RRBs in 26 states and 2 UTs with more than 22,000 branches covering 700 districts. Speaking at a CII event, Shaji said that as of May 1, integration of all the RRBs at the state level has been done, and by September, the IT integration of RRBs is expected to be completed. The chairman said that Nabard (National Bank for Agriculture and Rural Development) is working on building a common digital infrastructure with RRBs. They are rolling out credit infrastructure and government data systems to reach rural populations. However, challenges like low internet bandwidth and awareness exist, but efforts are being made with various organisations to address these. He mentioned digitising agri value chains, with around 20 already digitised. Nabard is working with several banks to bring more farmers, especially those without land records, into the system. Also, it is working with blockchain-based crop traceability and BC (Business Correspondent) networks for better reach in rural areas. Shaji said that the government is now working on additional stacks like Agri Stack (for agriculture), Fisheries Stack, and Cooperative Stack. 'Cooperative stack' is expected to integrate various schemes through Primary Agricultural Credit Societies to create a unified system for dispensing benefits in rural areas. He said that Nabard is leading the digitisation of cooperatives, with about 70,000 societies already digitised. Through the financial inclusion fund, Nabard is supporting pilots with NGOs and FinTechs. Moreover, they are also focusing on the rural-urban income divide, where two-thirds of the population contributes only one-third of the national income. Nabard is working on solutions to ensure equitable growth, and the goal is to transform farmers into agribusiness entrepreneurs, he said. Additionally, Nabard is setting up a sandbox environment to share anonymised data with fintechs, he added. Panchayat delimitation faces delays amid political pressure
Jaipur: The Rajasthan govt has failed to meet its June 4 deadline for finalising the list of gram panchayats and panchayat samitis following the delimitation process, throwing the state's electoral timeline into uncertainty. The Panchayati Raj department, which received 3,000 proposals for new gram panchayats and 115 for panchayat samitis, is struggling to complete the reorganisation process due to intense political pressure and local interference. This delay has cast doubt on the implementation of the 'One State, One Election' initiative, with both panchayat and municipal polls scheduled for later this year. A senior official from the panchayati raj department, speaking on condition of anonymity, described the situation as "tumultuous," citing frequent political intervention when attempting to follow established population norms for panchayat body formation. "For instance, proposals are being pushed for creating panchayats in areas with insufficient population and inadequate distances, and when we try to correct this, we face pressure from above," the official said. Earlier, PCC president Govind Singh Dotasra accused RSS and BJP of running a parallel delimitation process and pressuring officials for political gain. He specifically named Rajya Sabha MP Ghanshyam Tiwari, former BJP state president Arun Chaturvedi and ex-minister Rajendra Rathore as key figures allegedly influencing district officials involved in the delimitation process. Talking to TOI Thursday, opposition leader Tikaram Jully criticised the state govt's handling of the situation and said, "They have murdered democracy in the state." He pointed out that even the Chief Minister's home district of Bharatpur has not held Zila Pramukh elections for one-and-a-half years now. The Rajasthan High Court had also sought the govt's response regarding the postponement of elections in over 6,000 gram panchayats and the appointment of sarpanchs as administrators. Currently, Rajasthan has 11,253 gram panchayats and 352 panchayat samitis. Attempts to reach panchayati raj minister Madan Dilawar for a comment were unsuccessful despite repeated phone calls.

Political appointments on agenda as BJP gears up for Nadda's visit
Jaipur: BJP is gearing up for the one-day visit to Jaipur of its national president, J P Nadda, on May 31. The visit comes at a time when the state unit is preparing for organisational restructuring and long-pending political appointments. BJP state president Madan Rathore Wednesday instructed all senior leaders to attend a likely high-level feedback and coordination meeting with Nadda. The agenda, according to party insiders, includes finalising appointments to boards, corporations, and other key posts, many of which have remained vacant since the party returned to power. This will be Nadda's first visit to Jaipur after the formation of the new govt under chief minister Bhajan Lal Sharma in Dec 2023. Apart from organisational matters, Nadda is expected to hold a closed-door meeting with CM Bhajan Lal Sharma to review the state govt's performance and political strategy. "The points of discussion would be govt's performance in the past one-and-a-half years, cabinet expansion, status of flagship schemes, and moves like One State, One Election," said a source. Nadda is scheduled to land in Jaipur at 12 noon and will proceed directly to a private hotel to attend a special event marking the 300th birth anniversary of Ahilyabai Holkar. Sources reveal that Nadda will not only review pending political appointments but also discuss the state executive's reconstitution. Rathore has reportedly submitted a list of proposed names for induction into the state executive. The state govt is set to organize a program dedicated to women's empowerment on the occasion of Ahilyabai Holkar's 300th birth anniversary. The event, scheduled for May 31, will be attended by national BJP president and union health and family welfare minister JP Nadda.
