Arunachal to give permits online
Itanagar: Building construction permits in Arunachal Pradesh will now be issued through online process only with the launch of Online Building Permission System (OBPS). Arunachal Pradesh urban affairs minister Balo Raja launched the system on Wednesday. The OBPS is designed to enhance efficiency, transparency, accessibility, and ease the process of obtaining building construction permits for denizens of all districts, public or private, govt or business establishment, Raja said. He said the system aligns with the state govt's efforts to improve public services under ease of doing business. The minister stressed the need for ensuring wide publicity of the system so that the general public is made aware of the importance of the system and its consequences, if not adhered to by anyone. To facilitate OBPS, the Directorate of Town Planning will shift the department's website from static to dynamic mode. It will be more user friendly, interactive and can handle large amounts of data and user interactions efficiently with online banking facilities. Puducherry rolls out one-time regularisation scheme for unauthorised constructions
Chief Minister N. Rangasamy on Monday formally launched the one-time regularisation scheme for unauthorised constructions and plan violations. The scheme was inaugurated at a function organised in the Chief Minister's chamber in the Legislative Assembly in the presence of Speaker R. Selvam, Public Works Minister K. Lakshminarayanan and officials from the Puducherry Planning Authority and the Town and Country Planning Department. 'The Puducherry One-Time Regularization Scheme for the unpermitted constructions and deviations 2025' will be applicable to buildings constructed and roofed/floored between May 1, 1987 and July 16, 2025 in all regions of Puducherry. Applications for regularisation should be submitted only online and within a period of one year from the date of publication of the notification. Along with the required fees, building plan and certificates/permits documents should be submitted as per the checklist attached with the application, a press note said. A dedicated software module, the Online Building Permission System (OBPS), has been designed by National Informatics Centre in Puducherry to implement the scheme. This will prevent disconnection of electricity, water and sewage facilities, denial of permission to register a building plot, sealing and demolition of a building that violates building regulations. The application fee for residential building is ₹5000 and ₹10,000 for other than residential building. A non-refundable scrutiny fees applies at the rate of ₹20/- per sq.m for residential building and ₹50 per sq.m for other than residential building. The regularisation charges for unauthorised deviated construction for residential building is ₹500 per sq.m, ₹750 per sq.m for mixed use building and special building and ₹1000 per sq.m for multi-storeyed buildings. Government buildings will be exempted from payment of regularisation charges. However, Government aided schools will have to pay 50% of regularisation charges for mixed use building and special building at the rate of ₹750 per sq.m and in the case of multi-storeyed buildings at the rate of ₹1000 per sq.m as applicable. The amnesty scheme will not be applicable in specific cases where the applicant does not have title deed of land or the property, occupies encroached government land or abuts areas designated for development projects. Andhra Pradesh government revises SCS to promote ‘real' growth in State
VIJAYAWADA: The State government has issued orders, revising the Self-Certification Scheme (SCS)-2025 under the AP Building Rules, 2017, aimed at improving ease of doing business, expediting approvals, and curbing corruption in the building permit process. Municipal Administration and Urban Development (MAUD) Principal Secretary S Suresh Kumar issued G.O. Ms. No. 120 on Saturday, superseding earlier guidelines from February. The updated rules extend self-certification to white category industries, non-polluting units certified by the Pollution Control Board, with site areas up to 500 square metres. The scheme also applies to non-high-rise residential buildings up to 4,000 square metres. Previously, Licensed Technical Persons (LTPs) bore legal responsibility for enforcement and could face criminal charges for violations. Under the revised scheme, criminal liability has been removed, though administrative action may still be taken in cases of negligence or misrepresentation. The government has detailed new protocols for applications, inspections, and occupancy under the Online Building Permission System (OBPS). Once a plan is approved online, construction may begin immediately. LTPs must upload plinth-level inspection reports within seven days, and occupancy certificates will be issued based on joint inspections. To ensure transparency, Town Planning officials will conduct random inspections in 10–15% of cases. Any violations may lead to permit revocation and suspension of LTP licenses for up to five years. MAUD Minister Dr P Narayana welcomed the new rules, stating they would promote growth in AP's construction and real estate sectors while reducing delays.

Vijayawada: In a major push towards enhancing the ease of doing business and accelerating real estate growth, the state govt unveiled revised guidelines for the Self-Certification Scheme (SCS) 2025 for building permissions. The new scheme, a part of the state's vision, aims to simplify the building approval process while encouraging a participatory and transparent approach in urban development. It empowers citizens and licensed technical personnel (LTPs) with a trust-based approval mechanism, marking a shift from heavy regulation to responsible self-governance. S Suresh Kumar, principal secretary (MA&UD), on Sunday issued a GO on the revised guidelines of SCS 2025. Instant online permissions through the Online Building Permission System (OBPS) will allow applicants to begin construction immediately after paying necessary fees. This system eliminates time-consuming scrutiny and replaces it with accountability by LTPs, who must ensure compliance with master plans, zoning rules, and safety standards. It applies to non-high-rise residential projects in plots up to 4,000 sq.m in approved layouts, including those regularised under LRS 2008 and LRS 2020, Gramakantam areas, village sites, and redevelopment projects with prior approvals. White Category industries on plots up to 500 sq.m are also covered. The guidelines apply across all Urban Local Bodies (ULBs) and Gram Panchayats within Urban Development Authorities (UDAs), including APCRDA (except Capital City area), for plots 300 sq.m and above. The move aligns with the Govt of India's Special Assistance to States for Capital Investment (SASCI) 2025-26 by reducing compliance burdens and fostering an investor-friendly environment.
