Andhra Pradesh government revises SCS to promote ‘real' growth in State

VIJAYAWADA: The State government has issued orders, revising the Self-Certification Scheme (SCS)-2025 under the AP Building Rules, 2017, aimed at improving ease of doing business, expediting approvals, and curbing corruption in the building permit process.
Municipal Administration and Urban Development (MAUD) Principal Secretary S Suresh Kumar issued G.O. Ms. No. 120 on Saturday, superseding earlier guidelines from February. The updated rules extend self-certification to white category industries, non-polluting units certified by the Pollution Control Board, with site areas up to 500 square metres. The scheme also applies to non-high-rise residential buildings up to 4,000 square metres.
Previously, Licensed Technical Persons (LTPs) bore legal responsibility for enforcement and could face criminal charges for violations. Under the revised scheme, criminal liability has been removed, though administrative action may still be taken in cases of negligence or misrepresentation.
The government has detailed new protocols for applications, inspections, and occupancy under the Online Building Permission System (OBPS). Once a plan is approved online, construction may begin immediately. LTPs must upload plinth-level inspection reports within seven days, and occupancy certificates will be issued based on joint inspections.
To ensure transparency, Town Planning officials will conduct random inspections in 10–15% of cases. Any violations may lead to permit revocation and suspension of LTP licenses for up to five years.
MAUD Minister Dr P Narayana welcomed the new rules, stating they would promote growth in AP's construction and real estate sectors while reducing delays.

Andhra Pradesh government offers final chance for unapproved layout regularisation under amended LRS

The Andhra Pradesh government has issued a final and time-bound opportunity for regularisation of unapproved layouts and plots across the State, under the amended Layout Regularisation Scheme (LRS). The government issued a GO Ms. No. 134 on July 26 to this effect. As per the G.O., only those unapproved layouts and sub-division of plots with registered sale deed/title deed as a plot before June 30, 2025, can submit their applications within 90 days from the date of notification, that is July 26. According to a release from the department of the Municipal Administration and Urban Development, the decision follows persistent representations from citizens, real estate bodies, architects and planning professionals who highlighted the challenges faced due to pending or unfiled applications. It is estimated that over 14,000 unauthorised layouts spanning nearly 78,000 acres have been identified, many of which remain outside the planning framework. The government, through these amendments, aims to bring such layouts into legal compliance, prevent further revenue leakage, and enable structured civic service delivery, the release says. The amended rules clarify that only those plots with registered sale deeds executed on or before June 30, 2025 will be eligible for regularisation. Plot owners must act within 90 days from the date of notification to avail of this one-time opportunity. Incomplete or pending applications from the earlier LRS-2020 phase will also be processed, provided the applicants furnish the required documents or clear dues as per the updated provisions. Applications will be approved or rejected within six months of submission. The department has also confirmed that all pending applications under previous rounds will now be taken up and disposed of immediately. Additionally, new applications can be submitted from August 1 through the official portal at Infrastructure development According to the release, the government has earmarked all funds collected under LRS to be exclusively utilised for infrastructure development in the respective Urban Local Bodies. Roads, water pipelines, drains, street lighting, and civic amenities in these localities will be improved using these proceeds. For application guidelines and details, citizens can visit or contact their local bodies.

The State government is trying to improve the economic conditions of poor women and lead them on a path of self-reliance, said Municipal Administration and Urban Development (MA&UD) Principal Secretary S. Suresh Kumar on Saturday (July 26). Inaugurating the city's first Trupti canteen at Panja Centre in Vijayawada on Saturday, Mr. Suresh Kumar said the government has come up with the idea of Trupti canteens to encourage women part of the Development of Women and Children in Rural Areas(DWCRA) to become entrepreneurs. Mr. Suresh Kumar said the government plans to set up 750 canteens, under the auspices of Mission for Elimination of Poverty in Municipal Areas (MEPMA), across the State. The first in the State, which came up in Nellore, is running successfully, he said, adding that women are getting an income of ₹10,000-15,000 a day. He said Chief Minister N. Chandrababu Naidu has given them a target of training 30,000 women as entrepreneurs, and it is as part of the target that they have asked women to manage the canteens. Mr. Suresh Kumar said the main purpose of these canteens is to provide food at low prices and also to provide employment to women. There are 28 lakh DWCRA women's groups in the State, and such initiatives will help them financially, the officer said. Every canteen will be managed by four women, and they would be provided training. Such canteens will be set up at important junctions and places along highways, Mr. Suresh Kumar said. MEPMA project director N. Tej Bharat said the canteens were launched in line with the Chief Minister's action plan to have one entrepreneur in every family. He added that they are working towards training 30,000 women as entrepreneurs. Vijayawada Municipal Corporation Commissioner Dhyanachandra H.M. said there are 11 Anna canteens at present. In addition to the Trupti canteen at Panja Centre, two more canteens are coming up, he added.
