ODPS 3.0 soon for project clearances

Gandhinagar: The state is soon set to launch the latest version of its Online Development Permission System, the ODPS 3.0, which will clear permissions based on artificial intelligence and machine learning (ML). The ODPS 1.0 was introduced in May 2018 and was accessible through the Investor Facilitation Portal (IFP). The next version, ODPS 1.0, introduced in Dec 2020 is being used presently and is accessible through the e-Nagar portal. Authorities will have a time limit of 28 days to make final decisions on applications. A single dedicated portal will be created for development permissions. The e-Nagar and IFP portals will act only as gateways for individual and non-individual applicants," said a senior govt official. The new system will be implemented in all the urban local bodies and development authorities of the state simultaneously. Learn More Undo "Further, there shall also be integration with various NOC agencies to facilitate single-window approval of development permission. There will also be a single transaction fee for all services," the official said. According to official sources, both development permission and building use (BU) certificate shall be issued by the proposed system. "The system will also have a dynamic dashboard to indicate real-time statistics and the management information system (MIS). An online fee calculator to assess total fees, and charges payable will be available for ready reference for architects," said an officer. Officials added that a special effort will be made for information, education, and communication (IEC) content such as graphic illustrations, self-learning manuals, videos, FAQs, onsite, virtual training etc. A grievance redressal system with an auto-escalation facility and a dedicated helpdesk will also be available, the sources added. "The system will leverage the latest technologies such as AI and blockchain for easing the scrutiny process in order to save time, minimize human intervention and enhance security. The town planning and valuation department has floated a request for proposal to identify a suitable vendor for providing the services to develop ODPS 3.0," said officials.
