"Under ODPS 3.0. a plan for building height up to 15m will be mandatory, while the other stipulations will be discretionary.
Authorities will have a time limit of 28 days to make final decisions on applications.
A single dedicated portal will be created for development permissions. The e-Nagar and IFP portals will act only as gateways for individual and non-individual applicants," said a senior govt official.
The new system will be implemented in all the urban local bodies and development authorities of the state simultaneously.
Official sources said ODPS 3.0 will have three components — an integrated single portal with a single window clearance system, a scrutiny engine, and a mobile application for both Android and iOS platforms.

"Further, there shall also be integration with various NOC agencies to facilitate single-window approval of development permission. There will also be a single transaction fee for all services," the official said.
According to official sources, both development permission and building use (BU) certificate shall be issued by the proposed system. "The system will also have a dynamic dashboard to indicate real-time statistics and the management information system (MIS).
An online fee calculator to assess total fees, and charges payable will be available for ready reference for architects," said an officer.
Officials added that a special effort will be made for information, education, and communication (IEC) content such as graphic illustrations, self-learning manuals, videos, FAQs, onsite, virtual training etc. A grievance redressal system with an auto-escalation facility and a dedicated helpdesk will also be available, the sources added.
"The system will leverage the latest technologies such as AI and blockchain for easing the scrutiny process in order to save time, minimize human intervention and enhance security. The town planning and valuation department has floated a request for proposal to identify a suitable vendor for providing the services to develop ODPS 3.0," said officials.
Official sources said that the proposed move will reduce the time taken in receiving development permission and also boost development across all the cities in the state.

‘Masterstroke in bad policy making': Priyank Kharge slams centre's blanket ban on online real money gaming; says ‘why the rush'
Priyank Kharge (ANI) NEW DELHI: Karnataka IT and biotechnology minister Priyank Kharge on Wednesday criticised the Centre's blanket ban on online real money gaming (RMG), calling it "another masterstroke by Modi Sarkar in bad policy making. " Kharge, son of Congress president Mallikarjun Kharge, warned that the move would hurt state revenues, investment, and jobs, putting at risk over 2,000 gaming startups and more than two lakh positions in IT, AI, and design. "India earns Rs 20,000 crore annually from GST and income tax via online RMG. The ban means states lose this revenue stream," Kharge said through a post on X. The minister highlighted how an FDI of Rs 23,000 came in over the past 5 years, but shutting India's digital industry could drive global investors away. 'Ecosystem collapse: Rs 7,000 Cr spent annually on ads, data centres, sponsorships, cyber security will all be gone overnight,' Kharge said. Pointing out that the Supreme Court is still considering whether regulation lies with the Centre or the states, Kharge asked, 'why the rush to ban now?' He also urged the strict enforcement of IT Rules, 2021, saying, "a well-balanced regulation will ensure jobs, revenue, safer users, national security and global innovation." by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Your Finger Shape Says a Lot About Your Personality, Read Now Tips and Tricks Undo Noting the 'unintended consequences' of the proposed blanket ban, Kharge said, 'Bans don't stop addiction or suicides. Instead, they push users to unregulated offshore platforms worth Rs 8.2 lakh Cr annually, where Government has no control at all.' The Online Gaming Bill, titled the Promotion and Regulation of Online Gaming Bill, 2025, was cleared by the cabinet and was introduced in the Lok Sabha on Wednesday. The government termed it a move that 'strikes a balanced path, encouraging innovation and youth engagement through safe and positive online gaming, while firmly prohibiting harmful online money games.' The bill seeks to boost e-sports and social online games while introducing a blanket ban on real-money gaming, betting, and gambling. It covers fantasy sports, poker, rummy, and online lotteries while also banning related ads and financial transactions. The definition does not include e-sports, which the government recognises as a legitimate competitive sport. The Bill imposes strict penalties where operators of illegal money gaming platforms could face up to three years in jail or fines of up to Rs 1 crore, advertising such platforms may bring two years' imprisonment or fines up to Rs 50 lakh, and financial institutions enabling related transactions could face similar penalties. Repeat offenders would be subject to harsher sentences and higher fines.

Treasury Secretary Scott Bessent confirms US government considering taking stake in Intel, says the answer Donald Trump has for this is we should…
US treasury Secretary Scott Bessent confirmed Tuesday that the Trump administration is exploring taking an equity stake in struggling chipmaker Intel, converting billions in government grants into ownership rather than giving away taxpayer money for free. Speaking to CNBC, Bessent said any potential deal would focus on stabilizing Intel for domestic chip production rather than pressuring companies to buy from the semiconductor giant. "The last thing we're going to do is put pressure, is take the stake and then try to drum up business," he told the network. Trump wants return on taxpayer investment in semiconductor manufacturing The discussions center on converting approximately $10.9 billion in CHIPS Act grants into a roughly 10% equity stake in Intel, potentially making the US government the company's largest shareholder. Commerce Secretary Howard Lutnick echoed this approach during a separate CNBC interview, criticizing the Biden administration 's original structure. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Mahindra Lifespaces: Malad's Most Elegant Life Address Mahindra Malad West Click Here Undo "Donald Trump turns that into saying, 'Hey, we want equity for the money,'" Lutnick explained. "America should get the benefit of the bargain. Why are we giving a company worth $100 billion this kind of money?" The unusual arrangement would mark a significant departure from traditional government support for private companies, reflecting Trump's business-oriented approach to federal investments. Lutnick clarified that any equity stake wouldn't include voting rights or governance control. National security concerns drive push for domestic chip production Bessent emphasized national security motivations, citing America's dangerous reliance on Taiwan for advanced semiconductors. "The single point of failure for the global economy is that 99% of the advanced chips in the world are made in Taiwan," he said, calling it a critical vulnerability requiring immediate attention. Intel has struggled to compete with rivals like Nvidia and Qualcomm, recently announcing plans to lay off 15% of its workforce. The company received a boost Monday when Japan's SoftBank announced a $2 billion investment, sending Intel shares up 7.5%. White House press secretary Karoline Leavitt called the potential deal "a creative idea that has never been done before" to ensure reshoring critical supply chains while benefiting taxpayers. However, no official announcement has been made regarding the equity discussions.

Rupee edges lower as dollar sales by foreign banks offset most of greenback demand
The Indian rupee slipped on Wednesday, as corporate hedging and short-term speculators bolstered demand for the greenback, most of which was met by dollar sales by foreign banks. The rupee settled at 87.0650 to the U.S. dollar against its close of 86.9500 on Tuesday when it climbed the most in over a month, boosted by speculation over Russia-Ukraine peace talks. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Villas For Sale in Dubai Might Surprise You Dubai villas | search ads Get Deals Undo Traders said foreign banks were active sellers of dollars on Wednesday, limiting rupee depreciation despite significant hedging by importers. A rally in local equities and position squaring also helped the Indian currency recover after recent pressure, traders said. Recent weeks have seen the rupee's direction influenced by news around U.S. tariffs on India, S&P's upgrade of the nation's sovereign credit rating and Prime Minister Narendra Modi's planned tax cuts on goods and services. Live Events Foreign portfolio investors turned buyers of Indian assets in the past three sessions after net selling Indian markets in the last few weeks over tariff uncertainties. "FPIs have turned steady buyers in Indian markets, encouraged by hopes that the U.S. may reconsider its plan to impose an additional 25% tariff on Indian exports," said Amit Pabari, managing director at CR Forex. The return of foreign inflows comes even as U.S. Treasury Secretary Scott Bessent on Tuesday accused India of profiteering from its purchases of Russian oil during the war in Ukraine. Other Asian currencies traded mixed on the day, while the dollar index was slightly higher at 98.21 as on 1549 IST. Rupee traders will also tune in to Federal Reserve Chair Jerome Powell's speech at Jackson Hole, Wyoming, on Friday, which may provide clues on the U.S.'s interest rate trajectory. "A signal that cuts may be delayed could strengthen the dollar, while any indication of looser policy may weigh on it and encourage risk-on sentiment," Pabari added.
