Florida man accused of sexually assaulting minor extradited to Michigan

A 60-year-old Florida man was extradited to Michigan and arraigned in connection with an alleged sexual assault from 2007. Vincent Allen Payne, of Valrico, Florida, was arraigned May 21 in Hillsdale on one count of first-degree criminal sexual conduct. Payne was extradited to Hillsdale County by U.S. Marshals earlier in May. Payne is accused of sexually assaulting a 13-year-old in November 2007 while he was living in the city of Hillsdale. He was initially charged by the Hillsdale County Prosecuting Attorney's Office in January 2010. "Sexual assaults are serious crimes that leave lasting trauma, and it takes tremendous courage for survivors to come forward, especially after so many years," said Michigan Attorney General Dana Nessel in a statement. "I remain committed to working with the U.S. Marshals Service, the Hillsdale County Prosecuting Attorney's Office, and other county prosecutors across the state to ensure that those charged with criminal sexual conduct offenses face their allegations in court." Payne was extradited as part of Operation Survivor Justice, which is a partnership with the Michigan Attorney General's Office, county prosecutors and the U.S. Marshals to find, arrest, and return to Michigan fugitives with outstanding criminal sexual assault warrants. The attorney general's office says extraditions were funded by a $1 million state appropriation. Payne is back in court for a probable cause conference on May 28.

Dearborn Heights man extradited from Guam heads to trial for sexual assault charges

A former Dearborn Heights man has been bound over to trial on sexual assault charges, the Michigan Attorney General's office reported. Jordan Wagner, 31, who now lives in Guam, faces one count of criminal sexual conduct-first degree and three counts of criminal sexual conduct-second degree, according to a press release from Michigan Attorney General Dana Nessel. A preliminary exam took place on Thursday, during which a district court judge approved moving the case forward. His next court hearing is April 23. Wagner was extradited last fall from Guam to Wayne County to face charges as part of the Operation Survivor Justice project. Wagner is accused of sexually assaulting a child in 2012, the AG's report said. The victim reported the attack eight years later, in 2020, and charges were filed at that time. "It was known that Wagner was residing in Guam, but extradition proved cost-prohibitive for local agencies," the AG's office explained. Operation Survivor Justice , which launched in 2024, has since stepped in with financial support for that expense. The project is a partnership between the Michigan Attorney General's office, local county prosecutors and the U.S. Marshals Service to locate and apprehend those who are facing outstanding sexual assault warrants in Michigan. "Cold case sex-assault cases that are left unsolved leave survivors without closure and perpetrators without accountability," Nessel said. "I am pleased to see another case proceed through the judicial system as part of Operation Survivor Justice."

(WLNS) — James Carter, 62, was extradited to Michigan and arraigned Friday on multiple charges stemming from accusations that he sexually assaulted a minor and accosted her and another victim for immoral purposes in 2008. He was initially charged in Hillsdale County in August 2011. Carter formerly resided in Prescott, located in Ogemaw County, but most recently resided in Georgia. He was extradited to Hillsdale County last week by the U.S. Marshals Service as a part of , a collaboration between the U.S. Marshals Service, the Michigan Department of Attorney General, and prosecutors across the country. The program is intended to track down and extradite those with outstanding sexual assault warrants at a lower cost compared to private extradition services—funded by $1 million from the state. 'Operation Survivor Justice has proven that those who flee criminal allegations cannot evade accountability by crossing state lines,' says Michigan Attorney General Dana Nessel. Carter is charged with one count of first-degree criminal Sexual Conduct, a potential life sentence, and two counts of Accosting a Child for Immoral Purposes, a four-year felony. A former Michigan man was extradited to the state from Georgia last week on criminal sexual conduct charges, the attorney general's office announced.
