UPPSC issues dos and donts for RO/ARO exam
1 2 Prayagraj: Authorities of the Uttar Pradesh Public Service Commission (UPPSC) have intensified preparations for the review officer (RO)/assistant review officer (ARO) preliminary exam 2023 scheduled on July 27 at 2,382 centres spread over 75 districts across the state. Commission's secretary Ashok Kumar issued a detailed instructions to all exam centres regarding the examination. According to the guidelines, the duty allocation of room invigilators will be decided by the static magistrate on a random basis 2 hours before the exam. "Candidates are allowed to enter the exam hall from 8am, one and a half hours before the exam, which officially begins at 9.30am. Entry will be strictly closed at 8.45am, 45 minutes before the commencement of the exam. To maintain exam discipline and security, candidates covering their faces are barred from entering the examination rooms," said officials. Only on-duty personnel such as centre administrators, static magistrates, sector magistrates, and commission officials were permitted at the exam centres. The original and preserved copies were sealed in tamper-proof polybag envelopes to ensure security. The examination will be conducted for 3 hours and candidates are required to answer 200 questions, including 140 on general studies and 60 on general Hindi. The examination incorporates a negative marking scheme, where one-third mark will be deducted for every incorrect answer. In Prayagraj district alone, 106 examination centres have been established to accommodate total 46,032 registered candidates. Several institutions were allocated two centres each to manage the large number of candidates. Notably, the centres also included prominent educational institutions such as the Uttar Pradesh Rajarshi Tandon Open University in Faizabad and Prof. Rajendra Singh Rajju Bhaiya University in Naini, along with some CBSE-affiliated schools.

BSEK puts off automated paper checking
The results of the 2025 annual matric examinations will be declared by July 31, said the chairman of the Board of Secondary Education Karachi (BSEK), Ghulam Hussain Soho, on Friday. However, he added that in case of any unforeseen technical or administrative delay, results will be announced in the first week of August. Speaking to The Express Tribune, the BSEK chief said that nearly 180,000 students appeared in this year's matric exams, making result preparation a logistical challenge. To address concerns of transparency and efficiency, he said that both manual checking and Optical Mark Recognition (OMR) systems will be used for assessment this year. Soho clarified that the previous software system, found to be both expensive and lacking transparency, has been scrapped after a review of its contract. A new, cost-effective system is being planned to streamline the process without compromising quality. The chairman further stated that OMR sheets will be used for compiling award lists this year, while from next year, all Class X exams and selected Class IX papers will be conducted using the OMR system to enhance transparency and expedite result processing. The goal is to complete result preparation within one month in the future. Chairman Soho also disclosed plans to revamp the existing mark-sheet, citing deficiencies in its design and quality. The BSEK will study mark-sheets from national and international educational boards to introduce a redesigned document that will feature improvements in weight, font size, colour scheme, security features, and overall design aesthetics, he added. The redesigned mark-sheet is expected to be introduced from next year to ensure both durability and protection against forgery. The chairman said that the BSEK is moving towards full digitisation of its services. An online portal is being developed, through which students will be able to easily access their personal data, forms, roll number slips, and examination results. He added that efforts are underway to automate all board operations. Chairman Soho revealed that the BSEK plans to make 70% of matric exam questions multiple-choice based in the coming years. This change aims to align students with the format of competitive entry tests such as ECAT and MCAT, enabling them to adjust to the testing pattern earlier and reducing reliance on expensive entry test preparation academies. This initiative, aimed at relieving financial pressure on parents and psychological stress on students, will be implemented after necessary approvals from the Inter Board Committee of Chairmen (IBCC). The BSEK has also decided to raise the passing marks to 40% from the upcoming academic year to improve academic standards and motivate students to work harder. Chairman Soho affirmed that all these reforms are part of the BSEK's broader strategy to modernise examination systems and enhance transparency in line with contemporary educational standards.

ED attaches Congress MLA's assets worth Rs 1.32 crore in Kolar milk union job scam
The Enforcement Directorate (ED) on Thursday said it has attached assets worth Rs 1.32 crore belonging to Karnataka Congress legislator KY Nanjegowda in connection with alleged irregularities in the 2023 recruitment process of the Kolar-Chikkaballapur District Cooperative Milk Producers Union Ltd (KOMUL).Nanjegowda, who represents the Malur constituency in Kolar district, also serves as the chairman of KOMUL. According to the ED, the recruitment process conducted by KOMUL involved a written examination and an interview but was 'manipulated' in exchange for money and political federal agency alleged that the recruitment committee, headed by Nanjegowda along with KOMUL Managing Director KN Gopala Murthy, colluded with other directors to favour certain less meritorious candidates while depriving deserving ones. The ED issued a provisional order under the Prevention of Money Laundering Act to attach the Rs 1.32 crore worth of assets belonging to Nanjegowda. The probe stems from searches conducted by the ED in January in a separate case involving the alleged illegal allotment of government land worth Rs 150 crore linked to Nanjegowda and those searches, the ED claims to have recovered both original and tampered Optical Mark Recognition (OMR) answer sheets, WhatsApp messages from political figures recommending certain candidates, and communications forwarded by Nanjegowda and other directors to KOMUL agency also alleged that procedural lapses were found in the entire KOMUL recruitment process and even at Mangalore University, suggesting attempts to conceal the ED further stated that admissions made by KOMUL directors and staff, Mangalore University Registrar Nagendra Prasad, and some selected candidates revealed what it called a 'mega scam' in the 2023 recruitment to the agency, a sum of Rs 1.56 crore was generated as proceeds of crime through manipulation of both the written and interview stages of recruitment in return for monetary gains from the candidates, who were promised was identified as the 'principal architect' of the alleged scam, having used his position as KOMUL chairman to control the overall recruitment process. The ED said evidence indicates that he led efforts to fix the number of 'reserved' seats, plan the collection of bribes, and direct the tampering of OMR sheets and interview scores to benefit certain recommended or paying agency alleged that the MLA personally enriched himself by Rs 80 lakh from the total proceeds of the alleged scam. The ED has referred the matter to the Karnataka Lokayukta Police and also filed a complaint before the special court for trial of Member of Parliament and Member of Legislative Assembly cases.- Ends IN THIS STORY#Karnataka

Calcutta HC bars ‘tainted' candidates in alleged recruitment scam from reapplying
The Calcutta High Court on Monday barred candidates accused of wrongdoing in an alleged cash-for-jobs scam from participating in the fresh recruitment process for assistant teachers in West Bengal, Live Law reported. Justice Saugata Bhattacharya said that the appointment of the candidates was a result of fraud and cheating. Any application submitted by a 'tainted candidate' for the recruitment process stands cancelled, he added. West Bengal's school education department on May 30 published a gazette notification regarding the fresh appointment of assistant teachers in upper primary, secondary and higher secondary classes in government-run and government-aided schools. On July 1, Bhattacharya asked the state government why there was 'no express bar to debar the tainted candidates from applying' in the notification. The court on Monday directed the state government to conclude the selection process expeditiously in line with the guidelines laid down by the Supreme Court, Live Law reported. On April 3, the Supreme Court upheld the High Court's April 2024 order terminating the appointment of about 25,000 teachers and non-teaching staff by West Bengal's School Service Commission. The bench passed the order after observing that the recruitment process was 'vitiated by manipulation and fraud'. The top court on April 17 permitted 'untainted' teachers to be retained until the end of the academic year or until fresh appointments are made, whichever is earlier. However, it did not grant relief to Group C and Group D employees, or non-teaching staff, whose appointments were also cancelled. In April 2024, the High Court issued its direction on the termination of the appointments based on the findings of a re-evaluation of the Optical Mark Recognition sheets from the 2016 recruitment examination in the case. The re-evaluation found that the selected teachers had been recruited against blank Optical Mark Recognition sheets.
