Property transfer to be made easy with ‘Auto Mutation'

Tirupati: In an effort to make the transfer of properties simple and hassle-free, the State government introduced Auto Mutation. The path-breaking new system will come into force on August 1st, said Municipal Commissioner Mourya. Speaking to the media along with Deputy Commissioner Amaraiah in the corporation office here on Tuesday after the introduction of the new system, she said that there will be no need of people going round the offices for change of name after purchase of any property. The new system will automatically change the details like property details, payment of taxes automatically in the name of the purchaser after the registration of the property after the completion of the sale. From August 1st onwards, procedure of mutation of property in the corporation office will be on a faster mode and without any incorrect details related to name, address and the property. Auto Mutation, an ambitious and massive plan for transparency, was taken up under the State government's prestigious 'P4' scheme, she said.

The much-touted Public Private People Partnership (P4) programme taken up by the State government is bound to fail, predicted the YSR Congress state spokesperson and former MLA Bhumana Karunakar Reddy. While adoption of poor people is a voluntary action coming out of noble intent, it can't be thrusted on government employees and officers, as is being done by the incumbent government, he explained. Addressing a media conference here on Tuesday (July 29, 2025) along with the city Mayor B.R. Sireesha Yadav, Mr. Reddy derided the scheme as the Chandrababu Naidu government's vain attempt to match up to the welfare schemes launched by the previous government. 'The kind-hearted Y.S. Jagan Mohan Reddy spent lakhs of crores of rupees from the state exchequer to eradicate poverty in the state. On the contrary, the present Chief Minister is trying to force the rich to adopt the poor, by showing the empty coffers', he ridiculed. Calling P4 as a 'futile attempt' to get the rich to adopt the poor, he explained the rationale behind the concept. 'For two centuries, we have seen the history of the oppressors always going against the oppressed. In the same vein, the super-rich will never be interested in bailing the poor out of their financial debt trap and as such, any such attempt is bound to fail', he said.

State govt aims for poverty-free society by 2029

Giddalur, (Prakasam Dist): Prakasamdistrict collector A Thameem Ansariya stated that the Andhra Pradesh government has launched the P4 (Public, Private, People, Partnership) programme with the ambitious goal of establishing a poverty-free society by 2029. Collector Thameem Ansariya, alongside local MLA Muthumula Ashok Reddy, participated in a constituency-level awareness meeting on P4 in Giddalur on Tuesday. The session, attended by officials, village secretariat staff, and mentors, focused on the programme's objectives. Speaking at the meeting, the collector emphasised that P4 aims to eliminate inequality by fostering connections between economically strong individuals and underprivileged families. She explained that the initiative seeks to create a society where all citizens can live as 'wealthy, healthy, and happy.' The collector elaborated that through a comprehensive survey, the government has identified families requiring economic and social development as 'Bangaru Kutumbalu' while capable individuals are registered as mentors. She announced that 74,911 Golden Families have been identified across the district, with 34,000 already adopted by mentors. She stressed that participation in the programme is entirely voluntary, with no coercion involved. MLA Ashok Reddy highlighted that under the leadership of Chief Minister Nara Chandrababu Naidu and Deputy Chief Minister Konidela Pawan Kalyan, the state is committed to comprehensive development through poverty eradication and economic equality. In the Giddaluru constituency, 5,868 out of 10,879 identified Golden Families have been adopted, leaving 5,011 families still requiring mentors. ZP CEO Chiranjeevi provided an overview of the program's objectives, and several mentors shared their experiences. The event saw participation from officials across six mandals within the constituency.

Industrialists urged to mentor ‘Golden Families'

Vijayawada: District collector Dr G Lakshmisha on Tuesday called upon aspiring industrialists to act as mentors and support 'golden families' as part of the P4 initiative, aimed at poverty eradication and achieving the vision of Swarnandhra. Presiding over the District Industrial and Export Promotion Committee (DIEPC) meeting at the Collectorate's Pingali Venkaiah conference hall on Tuesday, Collector Lakshmisha discussed industrial incentives and approvals under various industrial policies. Industries Department officials informed the Collector that out of 1,148 applications for industrial approvals received through the single-desk portal between May 26 and July 28, a remarkable 1,113 have already been approved. The collector instructed officials to expedite the remaining applications and resolve them before their respective deadlines. The DIEPC also approved fresh proposals for incentives totalling Rs 3 crore for 39 claims under the Industrial Development Policies (2015-20, 2020-23, and 2023-27) for the MSME sector. The Collector emphasised the need to process claims promptly without any pending issues. Dr Lakshmisha directed officials to accelerate the Prime Minister's Employment Generation Programme (PMEGP) in the district to achieve its targets. He instructed the Lead Bank District Manager to take swift action in sanctioning loans to beneficiaries who have completed training under the Prime Minister's Vishwakarma Yojana. The collector also urged close monitoring to ensure that MSME units receiving loans through PMEGP are launched quickly and to give special attention to PM Vishwakarma applications. He announced that a district-level workshop would be organised to raise awareness about the Raising and Accelerating MSME Performance (RAMP) programme, designed to boost micro, small, and medium enterprises. District Industries Officer G Sambaiah, LDM K Priyanka, Pollution Control Board EE P Srinivas Rao, District Fire Officer AV Shankar Rao, District Groundwater Officer N Nagamalleswara Rao, and committee members D Nirmala, M Kishore, and Dr M Sudarshan also participated.

There is a growing resentment among teacher unions in the state against what they call 'pressure being mounted on them to register as 'mentors' or 'guides' under the 'P4' (Public-Private-People-Participation) initiative.' In view of this, Secretary, School Education, Kona Sashidhar has issued a circular strictly instructing district Collectors not to involve principals, headmasters or teachers of government schools and colleges in any activity not related to the School Education Department. Mr. Sasidhar pointed out that it was brought to the notice of the government that Collectors and certain departments in a few districts were asking principals, headmasters and teachers of government schools and colleges to upload data related to their departments without the notice of the School Education Department. He said this was causing a hindrance to the regular academic activities in the respective institutions and asked the district officials to desist from involving teachers. Leaders of the Andhra Pradesh Teachers Federation (APTF), meanwhile, have welcomed the move stating that this would end the prevailing confusion among teachers. It may be noted that in the wake of the launch of P4 initiative and the government urging all departments to become part of the poverty-eradication drive, a few District Education Officers (DEOs), after receiving instructions by the Collectors, sent links to headmasters and teachers asking them to register as 'mentors' and adopt families under the initiative within a stipulated deadline. The move drew flak from teacher unions which insisted that pressure to adopt families was unacceptable and that the 'p4' programme should be implemented on voluntary basis.
