1 2 3 Patna: The killing of convicted gangster Chandan Mishra inside Paras HMRI on Patna's Bailey Road has raised serious concerns over the facility's security and surveillance systems. Five unmasked assailants reached the second floor, opened fire on Mishra, who was out on parole for medical treatment and fled the premises within 30 seconds. Patna inspector general Jitendra Rana said the hospital's security arrangements, including visitor screening protocols, were under review. "The mandatory frisking of all people entering the premises raises questions about the potential involvement of security staff with the attackers. The police will question the on-duty personnel to understand how the armed assailants gained access to the facility," he said. Bihar director general of police, Vinay Kumar, said around three dozen cases had been registered against Mishra, who was being treated at Paras HMRI. "It is now a matter of investigation how the assailants got inside the hospital premises. It is a very well-known hospital. So, it is a matter of investigation how the criminals managed to reach the room where he was admitted without any intervention. This will be thoroughly investigated. In the CCTV footage that has emerged, the criminals are visible and they have been identified. They will be arrested soon," the DGP added. Patna senior superintendent of police Kartikeya K Sharma told TOI that the attackers may have conducted a recce prior to the shooting. "One of the associates went to the hospital earlier for treatment and was aware of the frisking zones. The criminals were not checked at any security point, which is under investigation. It seems hospital security may have been involved. The medical officer who was on duty is being questioned," he said. "The accused avoided the lift usually used by attendants and instead accessed the building through a rear staircase. Before entering the lift, the attendant pass is checked, and there is proper security. But the accused involved in the crime used the staircase from behind, which is not widely known. This suggests they did a recce. They reached the room directly and carried out the crime," a member of the hospital staff said on condition of anonymity as he is not authorised to talk to media. On the question of whether security personnel were assigned to Mishra during his parole, Beur jail superintendent Neeraj Kumar Jha said a police escort was not typically deployed for regular parole. "He was already convicted. There are two types of parole – one for three days with police security — emergency parole — and the other regular. His parole began on July 3 and he was due to return to jail on July 18," Jha said.

1 2 Buxar: Murder convict Chandan Mishra, who was shot dead inside the ICU of Paras HMRI in Patna on Thursday, had built a fearsome reputation over two decades through his involvement in murder, extortion and kidnapping. A native of Sonvarsha village under the Industrial police station area in Buxar, Chandan was the son of Shrikant Mishra, also known locally as Mantu Mishra. Mishra's notoriety arose not only from the scale of his crimes but also from his audacity. Police officers said he was known to openly announce his intentions before acting. In one such instance in 2011, he allegedly told lime trader Rajendra Kesari, "I will kill you tomorrow," after the businessman refused to pay extortion money. Kesari was shot dead the following day. Mishra was later convicted for the murder and sentenced to life imprisonment. During his most active years, Mishra formed an alliance with Omkarnath Singh alias Sheru Singh, a resident of Dullahpur, Balihar village. Together, they led the Chandan-Sheru gang, which became a dominant force in organised crime across western Bihar. Mishra remained a key figure in Buxar's criminal network despite serving time in several jails, including Buxar, Bhagalpur and later Beur Central Jail in Patna. Police records list over two dozen cases against him under various serious charges, including those under the Arms Act.

1 2 3 Patna: In a serious breach of security, five armed men entered a private hospital in Patna on Thursday morning and shot dead a murder convict who was receiving treatment while on parole. The assailants walked out of the facility unhindered, triggering panic among patients and staff. The deceased, Chandan Mishra (36), a convicted criminal from Buxar district, was undergoing treatment at a hospital on Bailey Road in the Shastri Nagar police station area. He had been serving a life sentence at Beur Central Jail for the 2011 murder of a businessman and had been released on parole on medical grounds. He had recently undergone liver surgery and was recovering at the time of the incident. The shooting took place around 7.15am. According to police, the attackers entered the hospital, located the victim's room on the second floor and opened fire. CCTV footage shows the five assailants brandishing pistols outside room number 209 before firing several rounds at close range. Their faces were clearly visible in the footage, which has since circulated widely on social media. "Due to his criminal activities, he had earlier been shifted from Buxar Jail to Bhagalpur and was later moved to Beur Central Jail. He had been convicted for the murder of businessman Rajendra Kesari and was admitted to Paras HMRI on parole. " Sharma added that the killing appeared to be the result of gang rivalry. "There was a gang named Chandan-Sheru and the way the shots were fired suggests that the murder was committed by a rival group, possibly due to internal conflict or personal enmity," he said. "The CCTV footage has been shared with Buxar police to assist in identifying the shooters," the SSP added. Police sources said Chandan had earlier clashed with Sheru, a fellow inmate, during his time in Bhagalpur jail. Investigators believe the attackers fled towards Buxar after the shooting, based on CCTV footage from nearby areas. Patna SP (central) Diksha said Chandan had been shifted to a patient room after surgery. "At the time of the incident, two attendants were with him in the room. The assailants entered, opened the door and fired several rounds. After exiting the building, they got into a vehicle parked some distance from the hospital," she said. A case has been registered at Shastri Nagar police station and search operations are on. "Some people have been detained for questioning, though no arrests have been made so far," Diksha said. "The forensic science team and dog squad were called to the spot. The body has been sent for post-mortem," she added. Chandan had over 24 criminal cases registered against him, including those under the Arms Act. He was convicted of the 2011 murder of Rajendra Kesari, who was allegedly killed in Buxar after refusing to pay extortion money. Chandan had been granted a 15-day parole, which was due to end on July 18. According to officials, he was expected to be discharged from hospital on the day he was killed. The incident has triggered political criticism. Leader of opposition Tejashwi Prasad Yadav condemned the killing and criticised the Nitish Kumar-led govt. "Criminals entered the ICU of a hospital and shot a patient. Is no one safe in Bihar? Was it like this before 2005?" he wrote on social media. Responding to the remarks, Janata Dal (United) spokesperson Neeraj Kumar referred to an earlier incident. "Ask your mummy and daddy, Tejashwi ji. In June 1998, Brij Bihari Prasad, a minister in Rabri Devi's govt, was murdered inside IGIMS hospital. That was the real 'jungle raj'," he said.
