The petition further added that the banner is not willing to screen the movie in the state unless an encouraging dialogue takes place with the Karnataka Film Chamber of Commerce. Following the same, the HC suggested that Kamal apologise for his remark and end the controversy; however, the veteran stood his ground and refused to apologise, opting not to release the film in Karnataka on June 5. The 'Vikram' star asserted he has always stood for the equal dignity of all Indian languages and remains opposed to the dominance of any one language over another. According to trade analysts, the actor is set to face a loss of ₹35 crore to ₹40 crore in gross box office revenue and a loss of ₹12 crore to ₹15 crore in producer share due to the postponement of the film's release in the state. >> Kerala Police drops Hema Committee report cases; Parvathy Thiruvothu slams CM over inaction The Kerala Police, earlier this week, decided to drop the cases that emerged from the Hema Committee's findings on sexual exploitation and the misogyny within the Malayalam film industry. According to official sources, despite repeated summons by both the SIT and the court, the survivors declined to provide statements in connection with the cases. This came just a day after actor Parvathy Thiruvothu publicly criticised the Kerala government's handling of the Hema Committee report, mocking the administration's delay in implementing reforms promised more than five years ago. Malayalam film policy draft to be presented at conclave in August

The draft of the much delayed policy for the Malayalam film industry will be presented for further discussions and amendments at the State government's film conclave likely to be organised in the first week of August. According to sources who are part of the committee, a total of 75 meetings have been held with various stakeholders in the industry as part of efforts at formulating the policy. Currently, 17 States have prepared film policies. One of the major issues raised by various stakeholders in the meetings was the lack of formal recognition as an industry, due to which regulations are not in place to govern most of the activities in the Malayalam film industry. Following the discussions, the film policy panel outlined thematic areas regarding issues to be taken care of by the different government departments. The key thematic area will be the one related to gender and working conditions in the industry regarding issues to be handled by the Labour and Women and Child Development departments as well as the Human Rights Commission. These include issues related to casting couch, lack of proper implementation of Internal Committees in film sets, disparity in remuneration, threats against dissenting voices, long working hours, lack of women in technical departments, exploitation by agents and substance abuse. Contractual agreements The thematic area related to the Law department addresses issues including lack of contractual agreements, lack of a centralised body for regulatory oversight in the industry and barriers to entering film associations and unions due to high membership fees and favouritism. The thematic area related to education will address lack of enough funding for film schools, scholarships for underprivileged communities in film education and awareness training. The panel will also look at creation of a single-window online system for filming permits to streamline bureaucratic processes, ethical marketing practices, measures to protect against cyber threats and formulating ethical guidelines for the use of Artificial Intelligence (AI) in filmmaking for the future. Issues related to film piracy and organised hate campaigns against films will also be addressed. Panel formed in 2023 The film policy panel was formed in July 2023 with a mandate to prepare the policy within two months. The delay in formulating the policy even after the publishing of a redacted version of the K. Hema Committee report on issues in the Malayalam industry had led to criticisms. Two days ago, actor Parvathy Thiruvothu had lashed out at the State government over the delay of 'five and a half years' since the submission of the Hema committee report in putting policies in place. Reacting to the criticisms, Minister for Cultural Affairs Saji Cherian on Wednesday said that some individuals who are unaware of the steps taken by the government are 'deliberately spreading misconceptions.' According to sources, the proposed film conclave will have 300 participants, including public policy experts, industry stakeholders and representatives from States already having a film policy.

The Justice Hema Committee Report, which was released last year, created ripples for highlighting the widespread and persistent sexual harassment faced by women in the Malayalam cinema industry. On Monday, actor Parvathy Thiruvothu called out the administration's delay in implementing necessary steps to address the cases that were detailed by the report and tagged Kerala CM in her Instagram Stories. She went on to add, 'Now can we focus on the ACTUAL reason this committee was formed? Putting policies in place to help make regulations in the industry? What is happening with that? No rush, eh? It's only been five and a half years since the report was submitted.' On June 3, a report from The Hindu stated that the Kerala Police decided to drop the cases which had come up from the Hema Committee report which had detailed sexual exploitation in the Malayalam film industry. 'According to official sources, despite repeated summons by both the SIT and the court, the survivors declined to provide statements in connection with the cases,' added the report. The Hema Committee report put the spotlight on the issues faced by women in the Malayalam film industry and came with shocking accounts of harassment, exploitation, and ill-treatment being faced by women. The report stated that female actors faced harassment, including instances where the doors of their rooms were knocked on by intoxicated individuals in the film industry. In fact, many of the women expressed reluctance to complain due to fear. It also reported a lack of basic amenities such as toilets for women, adding that junior artists are treated 'worse than slaves in Malayalam cinema'.

The Ullozhukku actor's remarks come at a time when reports have surfaced that the police intend to drop the remaining cases registered based on the Hema Committee's findings. Of the 35 cases initially filed by the Special Investigation Team (SIT), 21 have already been closed. The remaining 14 are also likely to be withdrawn, with police citing the complainants' unwillingness to pursue legal proceedings.

Her remarks came after it was reported that the police plan to close the remaining cases registered on the basis of statements recorded in the committee's findings. Sharing her frustration via an Instagram story, Parvathy tagged Chief Minister Pinarayi Vijayan and wrote: 'Now can we focus on the actual reason this committee was formed? Putting policies in place to help make regulations in the industry? What is happening with that? No rush, eh? It's only been five and a half years since the report was submitted.' The police have cited the unwillingness of several complainants to pursue legal action as the reason for dropping the cases. Of the 35 cases initially registered by the special investigation team, 21 had already been closed. Reports indicate that the remaining 14 are also likely to be withdrawn in the coming weeks. The Hema Committee was constituted to investigate widespread issues in the Malayalam film industry, particularly those affecting female actors. It was formed in the wake of several public allegations of sexual harassment and mistreatment, including the high-profile 2017 actress assault case that sparked national outrage. Following the report's submission, around 40 related complaints were lodged at various police stations. Of these, 30 cases have reached the chargesheet stage, with prominent names such as Mukesh, Maniyanpilla Raju, Siddique, and director Ranjith among those facing legal scrutiny. Proceedings in those cases are ongoing.
