Residents raise alarm over dust and danger as PVVNL leaves roads dug up for months
Noida: Incomplete repair work by Paschimanchal Vidyut Vitran Nigam Limited (PVVNL) has raised concerns among residents across Noida, with many complaining of rising pollution levels and daily commuter hazards. The issue stems from repeated road diggings undertaken by the power department for underground cable laying and fault repairs, which are allegedly left unpatched for months at a stretch. Residents of Sectors 58, 59, 60, and several others say the problem is no longer limited to inconvenience, it has become a health and safety hazard. Monsoon rains have worsened the condition of the dug-up roads, many of which now lie waterlogged or crumbling. "For over a year now, PVVNL has been digging up roads in the name of repairs or underground cabling, and once the work is done, no one returns to fix the roads," said Amit Gupta, a resident of Sector 77, who has taken the matter to the Gautam Buddh Nagar district magistrate. The area was made dust-free with great effort, and now it's back to square one," Gupta added. Sunil Kumar from Sector 76 echoed the concerns. "The dust pollution becomes unbearable during summers and winters. It's not just about discomfort; it's affecting our health." While acknowledging the need for infrastructure upgrades, Gupta questioned the outdated methods being used for implementation. "In Srinagar, I saw an efficient model, three conduits laid under footpaths with access chambers at regular intervals. If a repair is needed, they simply open the chamber. No road cutting is required. Why can't Noida adopt such a system?" Currently, road repair work is typically scheduled before and after the monsoon, but residents argue that the lack of coordination between utility departments and the Noida Authority leads to prolonged delays and worsened road conditions. Ensure uninterrupted power supply: GB Nagar DM to discom
Gautam Budh Nagar district magistrate Medha Roopam on Saturday directed officials of the power discom to ensure uninterrupted electricity supply across urban and rural areas, particularly during the ongoing monsoon season. The district administration also flagged delays in transformer repairs and stressed the need for swift redressal of consumer complaints. 'Public inconvenience due to power outages must be minimised. Delays in resolving complaints are not acceptable,' the DM said. Discom officials said maintenance teams have already been deployed and key vulnerable lines and transformers are being identified. 'We have been taking steps to strengthen weak points in the network. SCADA work under the RDSS project is progressing, and we are also replacing poles and cables in several localities,' said Vivek Kumar, superintending engineer of Paschimanchal Vidyut Vitran Nigam Limited, Noida. The meeting comes days after Uttar Pradesh power minister A K Sharma, in a separate review session, instructed authorities to ensure uninterrupted power supply in Noida. He also reviewed the progress of key infrastructure upgrades under various state and central schemes. Earlier this year, the Uttar Pradesh Power Corporation Limited (UPPCL) approved a ₹97 crore allocation for Gautam Buddh Nagar for the 2025–26 financial year to bolster electricity infrastructure across the district. Additionally, under the ₹1,313 crore Revamped Distribution Sector Scheme (RDSS) of the central government, engineering firm L&T has been commissioned for SCADA-related work in Noida. Another implementing agency for the remaining components of the scheme is expected to be finalised this month. Officials said the RDSS will focus on building new substations and reinforcing existing distribution lines, while parallel projects will tackle the replacement of ageing transformers, poles, and overhead cables, particularly in Noida's older sectors and new developing zones where infrastructure has not kept pace with rapid urbanisation.

Rs 80cr dues not cleared, discom snaps power supply to 70k defaulters in Dadri
Noida: The power department has begun disconnecting electricity supply to thousands of consumers in Division 4 after identifying over 70,000 defaulters with unpaid dues amounting to Rs 80.5 crore. The crackdown began Wednesday and covers Dadri town and several surrounding villages. Division 4 caters to the urban area of Dadri and villages including Bishnauli, Chhapraula, Achheja, Badalpur, and Piyawali. Of the total 70,264 defaulters spread across eight substations in the division, 26,405 are from Dadri town alone and are responsible for Rs 25.3 crore in unpaid bills. "We held a review meeting with all junior engineers in the Division 4 office on Tuesday. Instructions have been issued to disconnect power supply to consumers who haven't paid their dues, effective Wednesday," said Praveen Kumar Singh, executive engineer of Division 4, Paschimanchal Vidyut Vitran Nigam Limited (PVVNL). Of these, 2,894 are from Dadri town and account for Rs 19.5 crore. Greater Noida: Man dozes on duty, causing feeder outage; suspended
GREATER NOIDA: A technician posted at a 33/11 kV power substation in Greater Noida has been suspended after being allegedly found asleep on duty, leading to an unnecessary feeder shutdown and disruption in power supply, said Paschimanchal Vidyut Vitran Nigam Limited, Noida Zone, officials on Wednesday. Rahul Chaudhary, was deployed at the Ithaira power substation as sub-station operator, under the electricity distribution subdivision of Greater Noida, they added. Discom officials said that on June 8 night, he unnecessarily switched off 11kV(kilovolt) feeder number 5 at the substation. When consumers and the sub-divisional officer (SDO) tried to contact the substation's department to inquire about the outage, Chaudhary did not respond. Around 2.50am, as the SDO inspected the substation Chaudhary was found asleep. 'During a surprise inspection on June 8 around midnight, the staffer posted at 33/11 kV Itaihara substation was found asleep while an 11kV feeder had been unnecessarily shut down, affecting power supply to consumers. His conduct reflected negligence and violation of service norms. He has now been suspended pending further inquiry,' said Rahul Sharma, executive engineer, electricity distribution division, Greater Noida. Additionally, the log sheet reportedly contained no entry regarding the feeder shutdown or any details post 11pm, raising concerns about negligence and dereliction of duty. Officials said that the department observed that power outage due to staffer's actions not only disrupted supply to consumers but also tarnished the department's image. It found Chaudhary prima-facie guilty of negligence, failure to perform his responsibilities, and in violation of rule 3 of the Uttar Pradesh Government Servants Conduct Rules, 1956 (breach of conduct expected by employees. 'During suspension, Chaudhary will remain attached to the 33/11 kV Bhatta substation and will be entitled to subsistence allowance as per rules. However, this payment will be subject to his submission of a certificate declaring that he is not engaged in any employment, trade, or profession during the suspension period,' Sharma added.

HC orders restoration ofpower at SP MP's house
Prayagraj: The Allahabad High Court has directed to restore the electricity connection at the residence of Samajwadi Party MP of Sambhal Zia Ur Rehman Barq which was disconnected in Dec 2024. Passing above directions to Paschimanchal Vidyut Vitran Nigam Limited, the court also stayed the final assessment order imposing on him electricity charges of Rs. 1.91 crores for a period of 4,138 days upon the allegation of unauthorised use of electricity. Hearing a writ petition filed by Zia Ur Rehman, a division bench, comprising Justice Saumitra Dayal Singh and Justice Sandeep Jain fixed July 2 for the next hearing of the case. Barq had moved the HC against the assessment order on the ground that the same was passed entirely without jurisdiction as it imposed an assessment for over 12 years, when Section 126(5) of the Electricity Act only allowed imposition of charges for a maximum of 12 months in cases where the period of unauthorized usage was non-determinable. It was also contended that the final assessment order also demanded payment of electricity duty and compounding charges, which the authority had no jurisdiction to impose. Apart from above, it was also argued that by breaching the statutory period of assessment, an arbitrary demand of Rs 1.91 crore had been raised and that the petitioner cannot be made to deposit 50% of such illegal demand to maintain an appeal. Fixing July, 2, 2025, for next hearing, the court in its order dated June 4 stayed the final assessment subject to the petitioner depositing Rs 6 lakh within two weeks. It also directed the restoration of the electricity connection of the petitioner, subject to the timely payment of future bills. As per the statement of executive engineer, UPPCL in Sambhal, two meters at Barq's residence were found showing zero readings for the last six months and the units consumed did not exceed 100 in any of the remaining months last year. However, during the inspection, it was allegedly found that electricity consumption in his house exceeded 16 kilowatts daily, despite the sanctioned connection being only 4 kilowatts.
