VIJAYAWADA: Water Resources Minister Nimmala Ramanaidu on Wednesday said the diaphragm wall of the Polavaram Project would be completed by December. In a video conference, the minister reviewed the progress of the Polavaram Project and its Right Main Canal. The Officials said that diaphragm wall construction is 40% complete, with 25,238 square meters built and 130 of the required 372 critical panels finished. The officials assured that work would continue uninterrupted during the flood season, with necessary precautions in place. The Gap-1 Earth-cum-Rock Fill Dam is expected to be completed by March 2026, while Gap-2 dam work will begin once designs are approved by the Central Water Commission and the Polavaram Project Authority. Nimmala Ramanaidu directed the officials to complete the Right Main Canal works swiftly to ensure Godavari water reaches North Andhra by 2025, as targeted by Chief Minister N Chandrababu Naidu.

Tadepalli: The YSRCP accused Chief Minister N Chandrababu Naidu of making hollow claims about the Polavaram project while neglecting Rayalaseema's water needs. Speaking at the party headquarters here on Thursday, former minister Ambati Rambabu said that the Polavaram–Banakacherla project was YS Jagan Mohan Reddy's brainchild, not Naidu's. He criticised Naidu's recent Delhi meeting with Telangana's Chief Minister as a political stunt, yielding no results or official statements. Rambabu said the project lacks approval from the Polavaram Project Authority and Central Water Commission. He alleged that Naidu's focus is on securing kickbacks through mobilisation advances rather than project completion. The project's viability hinges on maintaining a 42-metre water level, but Naidu's agreement to lower it undermines its effectiveness. Rambabu claimed Naidu cannot complete Polavaram by 2027, accusing him of ignoring expert advice for personal gain. He recalled a similar fruitless meeting last year between the two Telugu states' leaders on water issues. The YSRCP leader warned that Naidu is misleading the public on Polavaram and Amaravati, asserting that only YS Rajasekhar Reddy and Jagan Mohan Reddy genuinely worked for Rayalaseema's development. He also condemned Naidu for visiting the HNSS project site only to criticise YSRCP and for police actions against citizens attending Jagan's meetings, labelling it political repression.

HYDERABAD: Both the Polavaram Project Authority (PPA) and the Godavari River Management Board (GRMB) have raised objections to the Andhra Pradesh government's proposal to divert water from the Polavaram project to Banakacherla. The GRMB, citing the Andhra Pradesh Reorganisation Act, 2014, stated that there was no formal apportionment of the Godavari river water between the successor states of Andhra Pradesh and Telangana. It noted that neither a tribunal award nor a mutual agreement exists to allocate the water between the two states. 'The CWC may take note of this,' the GRMB said in its letter to the Ministry of Jal Shakti. The GRMB suggested that either a new tribunal be established for the Godavari river or a mutual agreement be reached between the successor states for sharing water. The GRMB further pointed out that, as per the 2014 Act, regulation of river water to the successor states should consider tribunal awards under the Inter-State River Water Disputes Act, 1956. It said that while the Godavari Water Disputes Tribunal (GWDT) Award of 1980 incorporated inter-state agreements, it did not apportion water among the basin states. Consequently, there is no quantified share assigned to Andhra Pradesh or Telangana. On the proposed diversion of 2 tmcft of water per day from the Polavaram dam, the GRMB said that such a move could alter the existing operation schedule of the project. Any changes, it stated, must be made in consultation with the states of the erstwhile Madhya Pradesh, Andhra Pradesh and Odisha. On the transfer of Godavari waters to the Krishna basin, the GRMB cited Clause 7(f) of Annexure-I of Annexure-C of the GWDT Award.

HYDERABAD The Polavaram Project Authority (PPA) has suggested to the Project Appraisal (South) Directorate in the Ministry of Jal Shakti that the proposal of Andhra Pradesh to divert 200 tmc ft of water (Polavaram-Banakacherla Link Project) from Polavaram dam could be thought of after completion of the project (Polavaram) up to full reservoir level (FRL) of 45.72 meters. In the first phase of Polavaram project, it is being planned to store water up to the level of 41.15 meters and the revised cost approved by the Union Cabinet for Phase-I of the project in August 2024 is ₹30,437 crore. However, the contemplated benefits of the project in Phase-I could not be achieved due to operational constraints. In its observations on the pre feasibility report of the PBLP, the PPA stated that the proposal to divert 200 tmc ft of water is not a part of the approved detailed project report of Polavaram. The diversion of additional water from the dam is required to be studied comprehensively by the relevant organisations, taking into account available/dependable water, inter-State issues and award of tribunals to ensure all the planned benefits from the project are achieved. The PPA noted that as per the approved DPR, Polavaram Project seeks to utilise 449.78 tmc ft of Godavari water for irrigation of new ayacut, stabilising the existing ayacut in the Godavari and Krishna Deltas, domestic and industrial uses as well as water to Odisha and Chhattisgarh. However, against the approved carrying capacities of Right Main and Left Main Canals of 11,654 and 8,123 cusecs, respectively, they are being executed with 17,560 cusecs each capacity. But, the Centre is reimbursing the expenditure for the canals only as per the approved capacities. As per the approved DPR, Tadipudi canal system and the command area will become part of the Polavaram project once it is completed. The capacity of Right Main Canal requires to be 23,000 cusecs to divert 200 tmc ft of additional water in addition to linking it (RMC) to Tadipudi canal system which serves an ayacut of 83,607 hectares (nearly 2.07 lakh acres) and provides drinking water to 130 villages. Accordingly, a thorough study is needed before seeking approval for PBLP from the competent authority.

HYDERABAD As being demanded for long by the Telangana government, the Polavaram Project Authority (PPA) has written to the Central Water Commission (CWC) to take up a drainage congestion study of six streams in Telangana due to the Polavaram project. In a letter addressed to the CWC Chairman recently, the PPA said technical meetings chaired by the CWC Chairman were held on October 7, 2022; January 25, 2023; April 3, 2023 and August 28, 2024 following the Supreme Court directions dated September 6, 2022 on the inter-state issues of Polavaram project. During the meetings, Telangana raised issues regarding submergence on account of Polavaram project and it was concluded that demarcating the areas affected due to submergence along Kinnerasani and Murreduvagu rivers be taken up as per the directions of the National Green Tribunal orders of September 18, 2020. Further, it was decided to take up a joint survey in respect of 6-7 big streams joining below the full reservoir level of Polavaram project in Telangana to check the backwater effect of the project, to check the Godavari and streams levels at Bhadrachalam and heavy water plant at Manuguru for getting a clear picture of submergence and to address the issues related to submergence in Telangana due to Polavaram at FRL. However, demarcating the areas affected due to Polavaram along Kinnerasani and Murreduvagu could not be completed as Telangana had been insisting upon a combined action to address the first two issues, while Andhra Pradesh had expressed reservations for the joint survey in connection with 6-7 streams in Telangana. During the inter-State meeting held on April 8, it was decided that drainage congestion studies in the 6-7 big streams be taken up by the PPA with the support of CWC on the lines of Kinnerasani and Murreduvagu rivers. The PPA requested the CWC to take up the drainage congestion study of 6 streams due to the backwater of Polavaram project in Telangana as it (CWC) was involved in the backwater studies of Kinnerasani and Murreduvagu in the past.
