Vijayawada: Against the backdrop of falling price of Totapuri variety of mangoes assuming political colour, the Centre has approved Market Intervention Price for the produce which will be a major relief for farmers. The ministry of agriculture and farmers welfare issues orders, approving Price Deficiency Payment (PDP) under Market Intervention Scheme (MIS) for Totapuri market mango season 2025-26. Minister of state for rural development and communications, Chandra Sekhar Pemmasani, thanked Prime Minister Narendra Modi and Union agriculture minister Shivraj Singh Chouhan for approving PDP under MIS. This will cover 1.62 lakh tonne mangoes with Market Intervention Price (MIP) of Rs 1,490.73 per quintal. The Centre and state will pay MIP on a 50:50 basis. The farmers will get direct benefit transfer support. 'This move will safeguard farmers against price crashes, ensure fair returns, and strengthen rural livelihoods,' said Chandra Sekhar. He told media persons in Delhi on Tuesday that the state government has already released Rs 260 crore to pay an extra Rs 4 per kg to Totapuri mango farmers facing a crisis due to a sharp fall in prices. The Centre on Tuesday issued orders to reimburse Rs 130 crore out of Rs 260 crore announced by the state government. Civil aviation minister K Ram Mohan Naidu, Chief Minister N Chandrababu Naidu, Deputy Chief Minister Pawan Kalyan and state agriculture minister K Atchannaidu had requested the Centre in this regard. Chandra Sekhar said that for the first time, the Centre has announced MIS for mangoes. He said a huge drop in the market price of Totapuri mango this year caused huge losses to farmers. He hoped that the Centre would continue the support under MIS in future, if necessary. The state government last week permitted the Director of Horticulture and Sericulture (DoH and S) to procure 6.5 lakh tonnes of the Totapuri variety for the current season to provide the growers a remunerative price. This will ensure a minimum procurement price of Rs 12 per kg. While pulp processing companies are contributing Rs 8 per kg, the government is providing the remaining Rs 4. The move is expected to help the farmers in sustaining mango cultivation in the combined Chittoor district and preventing distress sales.

Under this initiative, 1.62 lakh metric tonnes of Totapuri mangoes will be procured at a support price of Rs 1,493.73 per quintal, with the financial burden shared equally between the Centre and the State, offering a lifeline to distressed farmers. In a major relief to Totapuri mango farmers, the Union government has announced a Minimum Support Price (MSP) of ₹1,490 per quintal. The support price will be paid in a 50:50 ratio by the Centre and the Andhra Pradesh government, and the amount will be directly deposited into the bank accounts of farmers. In a post on X on Tuesday, Union Minister of State for Rural Development and Communications Pemmasani Chandrasekhar said the move will safeguard farmers against price crashes, ensure fair returns, and strengthen rural livelihoods. He thanked Prime Minister Narendra Modi and Union Agriculture Minister Shivraj Singh Chouhan for approving Price Deficiency Payment (PDP) which will give a big relief for Andhra's Totapuri mango farmers. Andhra Pradesh Agriculture Minister K. Atchannaidu expressed satisfaction over the Centre's decision. Reacting to the Centre's announcement, the Minister said he was pleased that the joint efforts bore fruit. 'This level of support — ₹4 per kg as direct subsidy — is not being offered anywhere else in the country,' he said, adding that Andhra Pradesh is providing better prices than neighbouring States like Tamil Nadu and Karnataka. He also thanked Chief Minister N Chandrababu Naidu and Union Minister Shivraj Singh Chouhan for giving special attention to the concerns of mango farmers and taking swift action to safeguard their livelihoods. Recognising the risk of price crash due to bumper yield this season, the State government had already taken proactive measures to ensure pulp factories pay at least ₹8 per kg, with a ₹4 per kg subsidy from the State government — ensuring ₹12 per kg for farmers. Recently, Mr. Atchannaidu met Mr. Shivraj Singh Chouhan in Delhi, urging Central assistance for Totapuri mango growers. His appeal led to the Centre's official announcement of the ₹1,490 per quintal as support price on Tuesday, according to a press release.

The Centre Monday approved implementation of Price Deficiency Payment (PDP) under Market Intervention Scheme (MIS) for Totapuri mango in Andhra Pradesh during the marketing season 2025-26. It has come as a relief to Chief Minister N Chandrababu Naidu's Telugu Desam Party (TDP), an ally of the BJP as part of the National Democratic Alliance (NDA) at both the Centre and the state. The move is aimed at benefiting farmers facing difficulties in getting better prices for their produce due to 'market fluctuations' across three districts—Chittoor, Tirupati, and Annamayya districts—where production of Totapuri mango in the current season is estimated to be about 6.5 lakh metric tonnes. As per the order issued by the Ministry of Agriculture and Farmers' Welfare, the Centre will provide financial support to the Andhra Pradesh government to intervene in the market. The Centre has fixed the Market Intervention Price (MIP) of Totapuri mango at Rs 1,490.73 per quintal. If the selling price of Totapuri mango is below this level, then both the Centre and the state will pay up to Rs 372.68 per quintal (25 per cent of Rs 1,490.73 per quintal). The difference of payment between selling price and the MIP will be paid to farmers through Direct Benefits Transfer (DBT) and the Centre and state will share the cost in the ratio of 50:50. However, the support will be restricted to one-fourth (1.62 lakh metric tonnes) of the total estimated production of 6.5 lakh metric tonnes. A Committee will decide the daily selling price of Totapuri mango constituted under the chairmanship of principal secretary (agriculture/horticulture/cooperation) of the Andhra government, as per the order. The implementation period of the PIP under the MIS of Totapuri Mango in Andhra Pradesh for the 2025-26 season will be 30 days from the date of the first transaction after the order is issued. Welcoming the Centre's move, Minister of State for Rural Development, Dr Chandra Sekhar Pemmasani said, 'This landmark intervention will shield farmers from price crashes, offer fair and assured returns, and bring direct financial relief to thousands of growers across the state—at a time when market uncertainties often threaten rural livelihoods.' The agriculture ministry's move came days after CM Naidu wrote to Union Agriculture Minister Shivraj Singh Chouhan seeking Rs 2 per kg support from the Centre for Totapuri mango farmers. 'Due to market fluctuations and distress among mango farmers, the State Government has taken a proactive measure and announced an additional support price of Rs. 4/- per kg (Gol share: Rs. 2/- + GoAP share: Rs. 2/-) to safeguard the interest of Totapuri mango growers and requested the traders and processors to pay Rs. 8/- per kg, ensuring an effective procurement price of Rs. 12/- per kg to the farmers,' Naidu wrote to Shivraj on June 23. He requested the Center to sanction and release an amount of Rs 130 crore towards additional support price at Rs 2 per kg for the procurement of Totapuri mangoes, contributing to the total support price of Rs 260 crore, as the state government is committed to bear another Rs 130 crore for this initiative. 'This intervention from the Central Government will go a long way in alleviating the distress of Totapuri mango growing farmers and ensuring price stability,' he wrote. Accompanied by Union Civil Aviation Minister K Ram Mohan Naidu, he discussed the challenges faced by farmers in AP, and sought comprehensive assistance for the development of agricultural sector. He highlighted the plight of Totapuri mango farmers, who are facing significant losses due to a sharp decline in prices. With market prices dropping below Rs 8 per kg, he emphasised the need for government intervention to ensure a minimum support price of Rs 12 under the Price Deficiency Payment (PDP) system within the Market Intervention Scheme. He informed the Union Minister that approximately 6.5 lakh metric tonnes of Totapuri mango produce need to be procured to stabilise the market. Under the proposed plan, pulp units and traders will pay Rs 8 per kg, while the State government is prepared to bear Rs 4, amounting to Rs 260 crore, to support farmers. Atchannaidu urged the Centre to provide matching funds to cover the remaining cost, estimating a total expenditure of Rs 780 crore, with Rs 520 crore contributed by units and traders. He stressed that this financial assistance is critical to protect farmers from losses caused by excess production, and high inventory levels in pulp units. He proposed that the Centre offer a special package similar to Uttar Pradesh's Bundelkhand region to support farmers in Rayalaseema, Prakasam, and North Coastal Andhra. He also advocated for the establishment of a chilli board in Guntur, a cashew board in Srikakulam, and a mango board in Chittoor to boost farmers' income. Furthermore, he reiterated the need for a Central Agricultural University in Srikakulam, as mandated by the AP Reorganisation Act, 2014. 'Develop fisheries in Srikakulam district' The Agriculture Minister also urged Union Minister for Fisheries, Animal Husbandry & Dairying Rajiv Ranjan Singh to provide enhanced support for the fisheries development in Srikakulam district.
