Centre approves MIS to bail out Totapuri mango farmers of AP

VIJAYAWADA: In a significant boost for Totapuri mango farmers in Andhra Pradesh, the Centre has greenlit the Market Intervention Scheme (MIS) following a proactive request from Chief Minister N Chandrababu Naidu.
The Centre's approval, communicated via a letter dated July 20, 2025, to the Special Secretary of the Andhra Pradesh Agriculture Department, promises much-needed support to growers grappling with plummeting market prices.
Under this initiative, 1.62 lakh metric tonnes of Totapuri mangoes will be procured at a support price of Rs 1,493.73 per quintal, with the financial burden shared equally between the Centre and the State, offering a lifeline to distressed farmers.
Union Minister of State for Rural Development and Communications Chandra Sekhar Pemmasani took to X to express deep gratitude to Prime Minister Narendra Modi and Union Agriculture Minister Shivraj Chouhan for endorsing a Price Deficiency Payment (PDP) scheme within the MIS framework for the 2025-26 season.
The scheme, detailed in the Ministry of Agriculture and Farmers Welfare's documentation, covers 1.62 lakh metric tonnes, and establishes a Minimum Intervention Price (MIP) of Rs 1,493.73 per quintal, with a maximum support of Rs 372.68.
The cost-sharing model, split 50:50 between the Centre and the State, includes direct benefit transfer (DBT) to farmers to mitigate price falls.

Reliance Retail has raised its capital expenditure by 37.5% to Rs 33,696 crore in FY2025-26 as it continues to expand its network and infrastructure, according to Reliance Industries' latest annual report. However, the segment liabilities of the retail arm, led by Mukesh Ambani, also increased by 17.33% to Rs 87,554 crore. Revenue (Value of Sales and Services) of Reliance Retail, which was operating nearly 20,000 stores, the largest footprint for any retailer in India, was up 7.85 per cent to Rs 3.3 lakh crore, helped by its consumption baskets in consumer electronics, grocery, fashion and lifestyle segments. Reliance Retail Annual Report Moreover, retail business EBITDA grew 8.6 per cent in FY26, benefitting from productivity gains through network optimisation and improved operating metrics, the annual report said. With this, Reliance Retail is ranked 40th in Deloitte's Global Powers of Retailing and the only Indian retailer in the Top 100, it said. 'Retail crossed Rs 3,30,000 crore in turnover and expanded its footprint to 19,340 stores, strengthening its leadership in the Indian Retail industry. The company, which has acquired a host of brands and also launched in-house brands ranging from soap to cola, has emerged to become one of the fastest growing FMCG companies in India'. 'The business continues to expand its portfolio, building a strong lineup of accessible and affordable brands across key categories of Beverages, Staples, Packaged Foods and Home & Personal Care,' it said. Reliance Retail's Brand Acquisitions It has acquired consumer brands Tagz Foods and launched new variants under Campa, Independence, Alan's, Enzo, Ravalgaon etc. to cater to evolving consumer preferences. 'With strategic partnerships with global brands such as Shein, Asos, Delta Galil, Saks Fifth Avenue, Mothercare, Superdry etc. the business reinforced its position as a preferred partner for international brands entering India,' it said. Moreover, with a registered customer base of 349 million, Reliance Retail is India's largest and most successful omni-channel retailer with seamless integration of stores, digital, and new commerce platforms. Reliance Retail maintained leadership in consumer electronics, fashion, lifestyle, and grocery segments, while leveraging digital commerce platforms like JioMart and Milkbasket to enhance customer convenience. Moreover, with strong rural demand and projected GDP growth, the retail sector is poised for sustained growth. 'Overall, the outlook is positive for India's retail industry, characterised by technological progress, market expansion, greater consumer engagement, and launch of innovative products,' it said. The ministry of new and renewable energy (MNRE) is considering launching phase 2 of the PM-KUSUM (Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan) scheme—brought under the Agriculture Infrastructure Fund (AIF) last August—in response to rising demand, a senior official said. It would be implemented in the next financial year, they added. While the current phase will run till FY26 to add 34.8 gigawatt (GW) of solar capacity, the second phase is likely to match or exceed Phase 1's scale (₹34,000–35,000 crore outlay and installation of 4.9 million pumps), with possible additions like agrovoltaics and minor guideline revisions. 'Allocations have been made for PM Kusum's demand that we have seen a spike in the last one year. We have demands which are now probably 2-3 times of what has been allocated, which we are seeing only in phase two of the programme as and when we get it through for the next financial cycle,' the government official cited above said. Total demand rose to 4.9 million pumps from the initial target of installing 2 million standalone solar powered agricultural pumps and solarisation of 1.5 million existing grid-connected agricultural pumps. This has been entirely allocated and aggregation of demand for the next phase is being carried out, the official said. Queries sent to the secretary and spokesperson of MNRE remained unanswered at the time of publishing this report. Components B and C of PM-Kusum were merged with the AIF scheme in August 2024. By integrating PM-KUSUM components B and C with the AIF, farmers can access funding for solar-powered irrigation systems alongside other agricultural infrastructure projects. 'We have to submit the EFC (expenditure finance committee) note. Let's see how much we are able to get from EFC,' the official said when asked about the capex of phase 2. 'It will at least be equivalent to what was the phase 1 of the scheme, roughly Rs 35,000 crore.' 'Once we submit the EFC note, we might include a component on agrovoltaics–the practice of combining agriculture with solar energy production on the same land and small guideline changes based on the learning that we had in phase 1,' the official said. Learnings from Phase 1 include the need to raise the central financial assistance (CFA) cap to 10 pumps, which is currently limited to 7.5 pumps. Another takeaway was Maharashtra's model, wherein the state aggregated 40,000 acres of farmer land through a centralised portal without centre support. The model is now being shared with other states for localised adaptation. Rajasthan, Madhya Pradesh, and Telangana were among other successful models, the official said. 'Guidelines in phase 1 have been amended multiple times based on learnings. Amongst the other ones, we have still not been able to increase the CFA capacity. Let's see if in phase 2 we are able to increase or not,' the official added. For component C, which is feeder level solarisation, some states saw enthusiastic adoption, the official said. In gigawatt terms, Maharashtra and Rajasthan have tendered 16 GW and 12 GW respectively, against an allocation of 4 GW. Launched in March 2019, with a total outlay of Rs 34,422 crore, the PM-Kusum scheme aims to enhance energy and water security for farmers, reduce reliance on diesel, and increase their income. The AIF scheme, on the other hand, focuses on providing loans for the creation of post-harvest management infrastructure and community farming assets.

New Delhi: The Airports Authority of India (AAI) and public-private partnerships have incurred a capital expenditure (capex) of more than Rs 96,000 crore during FY 2019-20 to FY 2024-25 on the development, upgradation, and modernisation of airports in the country to keep pace with the growth in air traffic, the Parliament was informed on Thursday. This includes the AAI's share of more than Rs 25,000 crore and the remaining by private airport developers. The AAI incurs capital expenditure mainly from its own resources and in some part from the budgetary grant of Rs 4,500 crore allocated for the revival and upgradation of unserved and underserved airports, heliports, and water aerodromes under Phase I of the Regional Connectivity Scheme - Ude Desh ka Aam Naagrik (RCS-UDAN). Besides, Rs 1,000 crore has been allocated in Phase-II of the RCS-UDAN to revive additional airports, heliports, water aerodromes and advanced landing grounds during the period 2023-24 to 2025-26, Minister of State for Civil Aviation Murlidhar Mohol said in a written reply to a question in the Lok Sabha. The private airport operators incur capex from their own sources, he added. The investments have been made in new airports, expansion and modification of existing terminals, addition of new passenger facilities, new terminals, expansion and strengthening of existing runways, aprons, and Air Navigation Services (ANS) work like control tower and technical blocks. Based on the reconciled figures for the National Infrastructure Pipeline (NIP) period (FY 2019-20 to 2024-25), capex expenditure by AAI and private airportdDevelopers during the last five years has been Rs 11,742 crore (FY 2020-21), Rs 13,294 crore (FY 2021-22), Rs 17,879 crore (FY 2022-23), Rs 19,260 crore (FY 2023-24), and Rs 19,317 crore (FY 2024-25). The minister further stated that upgradation and modernisation of airports is a continuous process and is undertaken by the AAI and other private airport operators from time to time, depending on the availability of land, commercial viability, socio-economic considerations, traffic demand, willingness of airlines to operate to and from such airports. Since FY 2019-20, airport projects have been undertaken by the AAI and private airport developers at several airports across the country, including at Delhi, Bengaluru, Hyderabad, Lucknow, Guwahati, Ahmedabad, Mopa, Navi Mumbai, Noida (Jewar), Bhogapuram, Ayodhya, Kushinagar, Sindhudurg, Hollongi, Dholera, Dehradun, Agartala, Patna, Vijayawada, Deoghar, Amritsar, Chennai, and Tirupati. Airport modernisation and expansion projects have also been taken up at Mangalore, Kolkata, Port Blair, and Surat, Tiruchirapally, Kolhapur, Jabalpur, Gwalior, Rajkot, Leh, Hubballi, Imphal, Jodhpur, Udaipur, Rajahmundry, Belagavi, Shivamogga, Vijayapura, Hassan, Prayagraj, Tuticorin, Rewa, Satna, and Datia, the minister added.
