‘Ruling govt leads in legal reforms'

The administration has enacted a record number of new laws, says PM KUALA LUMPUR: A record number of legal reforms have been introduced over the past two and a half years by this government, unmatched by any other administration since the country's Independence in 1957, says Datuk Seri Anwar Ibrahim. The Prime Minister said the legislation includes the proposed separation of roles of the Attorney General and Public Prosecutor, which is expected to be tabled to the Cabinet by the end of the month. While the implementation of such reforms will take some time, Anwar added that several long-standing issues have been addressed. 'We have the Ombudsman Bill 2025, the Admiralty Jurisdiction Bill 2025, and the Cybercrime Bill 2025,' he listed, in response to a question from Datuk Rosol Wahid (PN-Hulu Terengganu) during the Minister's Question Time. Rosol had asked the Prime Minister to list down laws that are considered outdated, which will be amended or repealed to ensure they are in line with the spirit and principles of reform that were previously championed, as well as the timeline for their implementation. Anwar said numerous long-delayed laws and amendments had been tabled and passed, including the Public Finance and Fiscal Responsibility Act 2023, the Abolition of Mandatory Death Penalties Act 2023, and amendments to laws involving sexual offences against children. He said five new Acts were introduced while 34 Acts were amended in 2023, while in 2024, five new Acts were introduced and 57 Acts were amended. 'This year, so far, we have introduced four new Acts, six amended Acts, two new Bills and 11 Bills currently being amended,' he said. This brings the total to 23, including two constitutional amendments, one related to citizenship while the other is the Parliamentary Services Act,' he explained. The government, the Prime Minister said, was prepared to strengthen the anti-party hopping law to ensure it serves the purpose for which it was enacted. 'I will support efforts to strengthen it,' he said to a supplementary question from Rosol. On a separate matter, Anwar said he will wait for the outcome of the Malaysian Anti-Communications and Multimedia Commission (MCMC) probe before deciding to apologise to Tan Sri Muhyiddin Yassin (PN-Pagoh) over the RON95 fuel subsidy issue. Anwar, however, said he did not instruct MCMC to investigate Muhyiddin but wanted MCMC to verify the authenticity of the claims' sources. In the Dewan Rakyat last week, Muhyiddin demanded an apology from Anwar for accusing him of defending foreigners over the RON95 targeted subsidy initiative. On the issue of legal immunity, the Prime Minister explained that his application to refer eight legal questions to the Federal Court was regarding the interpretation of whether an action against the Prime Minister could be considered frivolous, vexatious or an abuse of process. 'Immunity means that it cannot be disputed. The application is for the court to decide in cases whether it is possible for anyone to attack the Prime Minister in a frivolous and vexatious manner that interferes with our field of work. 'That is what the application is all about, and it is up to the court. The court makes the decision, not the Prime Minister,' he said in reply to Cha Kee Chin (PH-Rasah), who sought explanation on the allegation that Anwar was applying for legal immunity from civil and criminal cases in court.

Attorney-General, Public Prosecutor Split Set For Cabinet Review

The proposed separation of the roles of Attorney-General and Public Prosecutor will be submitted to the Cabinet at the end of this month, Prime Minister Datuk Seri Anwar Ibrahim announced in the Dewan Rakyat today. 'This separation has long been requested, and the Minister in the Prime Minister's Department (Law and Institutional Reform) will present it to the Cabinet at the end of this month, so the progress is encouraging,' he said during the Ministerial Questions session. Anwar noted that the move forms part of the legal reform agenda implemented by the MADANI Government over the past two and a half years. 'These are achievements in our administration that have yet to be matched by previous governments, including the one led by the honourable member (Datuk Rosol) previously,' he added. The Prime Minister was responding to a question from Datuk Rosol Wahid (PN–Hulu Terengganu) on which outdated laws would be amended or repealed to align with MADANI's reform principles and the timeline for implementation. Since taking office, the government has enacted 23 legal reforms, including two constitutional amendments related to citizenship and the Parliamentary Services Act 2025. Among other reforms, the administration has amended the Evidence (Child Witnesses) Act, enacted the Public Finance and Fiscal Responsibility Act 2023, repealed the Mandatory Death Penalty Act 2023, and introduced the Ombudsman Bill 2025 and the Cybercrime Bill 2025. Anwar provided a breakdown of legislative activity: in 2023, five new laws and 34 amendments were enacted; in 2024, five new laws and 57 amendments; and in 2025 so far, four new laws, six amendments, two new bills, and 11 amended bills. On the topic of anti-party-hopping legislation, the Prime Minister said he had no objection to proposals to strengthen the law. He recalled submitting recommendations on the matter while serving as Opposition Leader, which were not implemented under the Constitutional (Amendment) (No. 3) 2022, prohibiting Members of Parliament from switching parties. 'Even if there are new proposals, that is fine. But let us not forget that it was previously opposed by those on the other side (now the opposition),' Anwar remarked in response to a follow-up from Rosol.

He said the move is part of the ongoing legal reform agenda under the MADANI Government, implemented within just two and a half years in office. 'This separation (of the roles) has long been demanded, and the Minister in the Prime Minister's Department (Law and Institutional Reform) will table it to the Cabinet at the end of this month. So, we are seeing encouraging progress,' Anwar said during Minister's Question Time in the Dewan Rakyat today. He said this in reply to Datuk Rosol Wahid (PN-Hulu Terengganu), who had asked which outdated laws were being reviewed or abolished in line with the government's reform agenda, and the timeline for their implementation. Anwar also highlighted that the MADANI Government has so far introduced 23 legal reforms, including two constitutional amendments - one involving citizenship, and the newly passed Parliament Services Act 2025. BUSINESS By Engku Shariful Azni Engku Ab Latif KUALA LUMPUR, July 31 (Bernama) -- The implementation of fiscal consolidation measures is expected to reduce the fiscal deficit to below three per cent and ensure that the debt level does not exceed 60 per cent of the country's estimated gross domestic product (GDP). According to the 13th Malaysia Plan (13MP) main document themed 'Melakar Semula Pembangunan', good governance practices, centred on accountability, transparency and efficiency under the Public Finance and Fiscal Responsibility Act 2023 (Act 850), will be adopted in public financial management. 'Government revenue collection will be improved through the implementation of an electronic invoice system in stages until 2026 to increase the digitalisation of tax collection. 'In addition, the expansion of the tax revenue base under the medium-term revenue strategy (MTRS), such as the implementation of the global minimum tax (GMT) as well as the periodic review of the sales and service tax (SST) will be implemented to enable the provision of more facilities and assistance for the well-being of the people,' the document said. According to the document containing the five-year plan, spending efficiency will be improved through the implementation of more targeted subsidies and assistance, as well as more prudent debt management. The document issued by the Ministry of Economy said fiscal management efficiency will also be improved through project management reforms involving more systematic monitoring and evaluation. 'Cost control mechanisms will be improved by taking into account key elements in cost calculations, including life cycle costs. 'The implementation of public-private partnership (PPP) projects will also be rationalised by focusing on a user-based payment model to provide service options to the people,' the document said.
