58,000 personnel to be inducted in CISF over next five years, as Centre expects new industrial hubs in Maoist-affected States

The Union Ministry of Home Affairs (MHA) has approved the recruitment of 58,000 additional personnel for the Central Industrial Security Force (CISF), anticipating future industrial hubs in areas now affected by Left Wing Extremism (LWE). Home Minister Amit Shah has set a deadline of March 2026 for the security forces to end Maoist activities in Chhattisgarh, one of the worst LWE-affected States. The geographical spread of LWE violence has reduced substantially in the past decade. The number of districts affected by LWE violence in 2013 stood at 126 in ten States, which had fallen to 38 districts in 2024. Employment ceiling raised On July 22, the MHA wrote to inform CISF Director General R.S. Bhatti that the President of India has sanctioned an enhancement in the force's authorised ceiling strength, from 2 lakh to 2.2 lakh. As the present strength of the CISF is 1.62 lakh, the decision could lead to the recruitment of around 58,000 people. A CISF official said that around 14,000 personnel will be recruited each year over the next five years. The official said that the new additions would be helpful in the CISF's deployment across critical sectors such as aviation, sea ports, thermal power plants, nuclear installations, hydro power plants, and jails in Jammu and Kashmir. 'With the decline of Left-Wing Extremism in States such as Chhattisgarh, new industrial hubs are anticipated to emerge, necessitating a stronger CISF presence to provide comprehensive and effective security to these units,' the official said. The CISF recruited 13,230 personnel in 2024, and the recruitment of another 24,098 is underway during the current year. Hike in security cover requests Post-Operation Sindoor, there has been an increase in requests by several organisations, including public sector undertakings (PSUs) and private institutions, for CISF security cover. 'Around 35 requests are under process and requests from around 100 installations are pending. We hope to provide security cover to more properties once the recruitment is done,' the official said. In the past year, the CISF has been deployed at seven new locations: the Parliament House complex, Ayodhya airport, the National Thermal Power Corporation's coal mining project in Hazaribagh, the Indian Council of Medical Research-National Institute of Virology in Pune, the Buxar thermal power project, the Jawahar thermal power project in Etah; and the Beas Satluj Link project in Mandi. The CISF came into existence in 1969 to provide integrated security cover to certain sensitive PSUs, with a strength of only three battalions, or around 3,000 personnel. At present, the CISF provides security cover to 359 establishments.

Project Mann Extends Mental Health Support to Over 75,000 CISF Personnel and Families

Project Mann, a mental health initiative by Mpower under the Aditya Birla Education Trust, has supported over 75,000 CISF personnel and their families through counselling, training, and clinical interventions. Bhatti, the initiative has led to a decline in CISF's suicide rate below the national average, marking a significant step toward institutionalising mental wellness across the force. Bhatti, IPS, jointly reviewed the progress of Project Mann — a mental health initiative run by Mpower, an initiative of Aditya Birla Education Trust. The project is being implemented under the MoU signed between CISF and ABET in November 2024. Mpower's qualified team of mental health experts has helped create awareness among CISF personnel through awareness building, counselling, clinical interventions, and training of CISF personnel. Till date, Project Mann has provided support to 75,000 CISF personnel and their families. Additionally, Mpower has trained 8,506 CISF officers and sub-officers to identify and manage low-risk mental health issues and escalate serious cases to professionals. This two-tiered structure has made psychological support more accessible at the grassroots level. Hyper-sensitive units such as IGI Airport, Parliament, Delhi Metro, among others, have had psychometric assessments of 21,000 personnel for early identification in case of potential issues. The initiative has resulted in counselling and interventions in the case of depression, marital discord, financial stress, among others. It is notable that the suicide rate of CISF has declined below the national average during the year 2024 and 2025, highlighting the impact of this initiative. Considering the success and impact of Project Mann, DG CISF and Mrs. Neerja Birla have jointly decided to continue their support for the initiative. Highlighting the significance of this initiative, DG CISF stated, 'Mental health is as mission-critical as physical fitness for our personnel. This initiative strengthens our internal support systems and ensures that our personnel remain emotionally resilient, focused and operationally ready'. Mrs Neerja Birla, Founder Chairperson Mpower, ABET said, 'Our long-term partnership with CISF is a testament to what can be achieved when mental health is institutionalized. Over the past three years, Project Mann has supported more than 75000 personnel with counselling, psychometric screening, peer engagement and a 24×7 helpline across CISF units nationwide. We appreciate CISF's commitment to holistic well-being of integrating wellness protocols and care into daily system resulting in a 40% reduction in suicide incidents as a positive outcome.' The Central Industrial Security Force (CISF) has in the past six months conducted psychometric assessments of over 31,000 personnel deployed at sensitive locations at the national capital, including the Parliament, the Indira Gandhi International Airport, and the Delhi Metro for early identification of potential mental health issues, the CISF, part of the Central Armed Police Forces under the Union Ministry of Home Affairs, said in a statement on Tuesday. The CISF signed a memorandum of understanding with the Aditya Birla Education Trust (ABET) in November 2024. The Project Mann initiative has resulted in counselling and interventions in cases of depression, marital discord, financial stress, among others, the CISF said. R.S. Bhatti, Director General, CISF, appreciated the role of the ABET professionals in creating mental health awareness in CISF personnel. 'Mental health is as mission critical as physical fitness for our personnel. This initiative strengthens our internal support systems and ensures that our personnel remain emotionally resilient, focused, and operationally ready,' Mr. Bhatti said. Project Mann has been able to help 75,181 CISF peronnel and their families so far. The ABET has also trained 1,726 CISF officers and sub-officers to identify and manage low-risk mental health issues, and escalate serious cases to professionals. This two-tiered structure has made psychological support more accessible at the grassroots level, the CISF said.
