Delhi Mayor Raja Iqbal Singh gets invite to visit Israel
Delhi Mayor Raja Iqbal Singh said he has received a formal invitation to visit Israel. This invitation, he said, came after a visit by Israeli Ambassador to India, Reuven Azar, to the Municipal Corporation of Delhi (MCD) last week. 'He wants me to visit Israel,' Singh said, adding that 'we stand with Israel during these difficult times, as we share a strong relationship based on friendship, cooperation, and mutual respect'. Last Wednesday, Ambassador Azar had asked the corporation to participate in global tenders that would be issued, as there is a lot of post-war destruction in Israel. 'Advertisements will be out for the opportunity,' said Singh, adding that interested individuals can contact the MCD or the Israeli embassy, where necessary certification will be required to prove credibility. According to officials, the advanced Israeli technology can be a good solution to assist in water management. 'They also shared how they collect taxes through drones.' Officials at the Israeli embassy also said potential areas of collaboration were discussed. These included urban water management, park irrigation, water drainage, waste management, digital systems for tax collection, advanced construction surveillance, and cultural collaboration. 'It was the first, initial meeting between the Mayor and the Ambassador. Hence, we are not yet at the stage of (signing) an MoU or (initiating a) pilot project,' the official added. The meeting, which went on for around an hour, was also attended by MCD Commissioner Ashwani Kumar, Deputy Mayor Jai Bhagwan Yadav, NDMC member Pravesh Sahib Singh, Standing Committee Vice-Chairperson Sundar Singh, additional commissioners, and other senior civic officials. 'With Israel being a technologically advanced country, this kind of exchange of ideas and experiences will further strengthen the functioning of the corporation,' said Kumar.

In Big Relief For Factory Owners, Delhi Civic Body Simplifies Licensing Rules
New Delhi, Jul 10 Factory owners in Delhi's notified industrial areas will no longer need separate license from the MCD, as a new rule will treat their property tax receipt as a valid factory licenses. The Municipal Corporation of Delhi (MCD) on Thursday passed a proposal to treat allotment or lease deeds issued by the Delhi government and Ministry of Micro, Small & Medium Enterprises' Udyam Registration Certificates as "deemed factory licences" under Sections 416 and 417 of the Delhi Municipal Corporation Act, 1957. In a move aimed at promoting ease of doing business, the proposal passed during the Corporation's ordinary meeting eliminates the need for MCD-issued factory licences in industrial areas notified by the Delhi government or DSIIDC. Factory owners in these areas will now pay 5 per cent of their annual property tax as the license fee. A single receipt will serve as proof of both property tax payment and factory license, thus ending the era of frequent inspections and reducing the scope for rent-seeking by officials. Delhi Mayor Raja Iqbal Singh said that the new system will reduce unnecessary inspections by MCD officials. The responsibility for ensuring compliance with fire safety, environmental clearances and structural norms will rest solely with the factory owner or occupier, who must obtain all necessary approvals from the competent authorities. Necessary changes will be made to the MCD Property Tax portal to integrate factory license issuance and automate the payment and compliance workflow. He added that, in order to promote a business-friendly environment, the BJP has taken a historic decision to eliminate the "Inspector Raj" from the process of factory license renewal. In another first, the House also approved the allocation of development funds to nominated councillors of the MCD. The House also cleared several other proposals related to garbage collection and transportation in the South, West and Central zones under the public-private partnership model. Meanwhile, at the beginning of the House meeting, the proceedings were disrupted as AAP councillors started raising slogans and waving placards that read "BJP anti-Dalit" while demanding the confirmation of jobs of 12,000 contractual employees. The mayor then adjourned the House for 10 minutes. When the session resumed, AAP councillors continued their protest, but the mayor proceeded to pass several agenda items. On the issue of waterlogging after Wednesday's rain, Standing Committee Chairperson Satya Sharma said no waterlogging was reported in the city and credited the preventive measures taken by the MCD. Leader of the House Pravesh Wahi also alleged that AAP councillors tore up agenda papers and disrupted the session multiple times.

MCD session adjourned amid uproar; panel polls in August
NEW DELHI: A special session of the Municipal Corporation of Delhi (MCD) was adjourned within 10 minutes on Thursday following chaos by AAP councilors. The mayor, Mayor Raja Iqbal Singh said that the leader of the House had moved a proposal to nominate three members to the education committee and three members to the ad-hoc committee on Scheduled Caste Welfare and Reservation Implementation. However, AAP councillors disrupted the session, raising slogans and creating a ruckus in the House over the reduction in the number of members in the SC Committee from 35 to 21. AAP councillors demanded that the SC Committee be restored to its original strength to ensure adequate representation of the Dalit community. Singh announced that elections for the posts of chairperson and vice-chairperson of special and ad-hoc committees will be held on August 6 and 7. The last date for filing nominations is July 31, the mayor said during a press conference held after the session, adding that all nominations submitted so far have been declared valid. Leader of Opposition Ankush Narang said that BJP, driven by its hunger for power, had reduced the members in the SC committee just to ensure its own candidate becomes the chairperson. 'This is a direct attack on the rights of Dalits. Once again, BJP has proven that it is anti-Dalit and will go to the extent of even snatching away constitutional rights for political control,' he said.

MCD holds elections for 25 committees after hiatus
New Delhi: A special meeting of Municipal Corporation of Delhi (MCD) was convened on Thursday afternoon to elect candidates for 25 committees — 12 special and 11 ad hoc and the 2 committees of education and rural areas. This is the first such election after over two-and-a-half years. Since the number of nominations matched the required number of members, mayor Raja Iqbal Singh declared all nominations valid. He further announced that nominations for the posts of chairman and deputy chairman in each committee can be filed until July 31. Elections for these positions are scheduled for Aug 6 and 7. Additionally, leader of the house Pravesh Wahi authorised the mayor to nominate three expert members each to the education committee and the ad hoc committee on Scheduled Caste welfare and reservation implementation, respectively. MCD's dengue crackdown: Mosquito larvae found in 50 govt offices, CBSE HQ among violators
NEW DELHI: The Public Health Department of the Municipal Corporation of Delhi (MCD) on Wednesday conducted a special inspection drive targeting mosquito breeding in 266 government offices around the ITO area. Officials found mosquito larvae at 50 locations, which were destroyed on the spot. During the campaign, 5,139 containers were checked, and Aedes mosquito breeding was detected in 110, said officials. Following the inspection, the MCD issued 44 notices and initiated 34 prosecutions. Prosecutions were launched against several government buildings including ESI Building (ITO), CBSE Headquarters (DDU Marg), Sanskrit Bharti Bhawan, CR Building (ITO), Vikas Bhawan, and ITPO. Notices were served to Hindi Bhawan, Lok Kalyan Samiti, Rouse Avenue District Court, Prasar Bharati, PWD Building, AGCR, and Dayal Singh Library. Delhi Mayor Raja Iqbal Singh urged all government offices to appoint nodal officers responsible for ensuring no stagnant water is left in containers, flower pots, junkyards, or uncovered water tanks. The drive comes days after Chief Minister Rekha Gupta instructed officials to intensify anti-dengue measures. Chairing a review meeting last week, she said the next two months would be critical and directed that fogging operations, which usually begin in September, start immediately.
