Faulty AC in bus: TNSTC GM, MD told to pay Rs 35,000 to passenger
TIRUNELVELI: In a significant ruling, the Tirunelveli District Consumer Disputes Redressal Commission has directed the managing director and general manager of the Tamil Nadu State Transport Corporation (TNSTC), Tirunelveli, to pay compensation of Rs 35,000 from their personal funds to a passenger who suffered inconvenience due to a non-functional air-conditioner in a bus. The complainant V Rajesh (36) of NGO A Colony in Palayamkottai stated that he travelled on an AC bus from Madurai to Tirunelveli paying Rs 190 for the ticket, which included an additional Rs 37 over the standard fare, in 2024. However, the AC system in the bus did not function during the entire journey, causing severe discomfort to him. Despite lodging a complaint with TNSTC's general manager, no action was taken, prompting Rajesh to approach the commission through his counsel A Bramma. During the hearing on Thursday, commission president Y Gladstone Blessed Tagore and member M Kanagasabapathi held that deficiency in service caused mental strain and hardship to the complainant. They ordered the TNSTC GM and MD to pay consolidated compensation of Rs 25,000 for mental agony and Rs 10,000 towards legal costs within one month of receiving the order, from their pockets. The commission also made it clear that the officers must not use TNSTC funds. In case of default, the officials will be liable to pay the amount with 9% interest, and the complainant could initiate an execution application against them.

CPI leader Chandu Rathod's murder: 3 aides of accused held in Andhra Pradesh; main shooters still at large
HYDERABAD: Three persons who allegedly aided the accused in the murder of CPI state council member Kethavath Chandu Rathod were picked up by Malakpet police on Friday from Andhra Pradesh . They are being interrogated to track down the main accused who remain on the run in AP, cops said. Police said two of the arrested men are associates of main offender, Rajesh alias Rajanna. They had monitored the movements of Chandu Rathod (47) near his house and Shalivahana Nagar Park where he was gunned down after his morning walk on Tuesday by Rajesh, Prashanth and Yedu Kondalu. 'The duo kept informing Rajesh about the movements of the victim,' said a cop, adding that the third person helped the killers in getting out of the city. The men were caught from Potti Sriramulu Nellore district. Police teams are raiding different places, but have not succeeded in nabbing the killers, who are suspected to be hiding in Kavali town and surrounding areas. Kerala municipalities improve rankings in national cleanliness survey, eight in top 100
Kerala's municipalities have made significant improvements in the Swachh Survekshan rankings for 2024 put out by the Union Ministry of Housing and Urban Affairs to rank the cleanest cities in the country. As many as eight municipalities have secured ranks in the top 100 cleanest cities in the country. Last year, no municipality from the State featured on the top 100 list. At the top of municipalities from the State was Kochi Corporation at rank 50 among all local bodies in the country. Kochi has made a giant leap, considering its last year's rank of 416 among cities and 1,815 overall. The other municipalities from Kerala among the top 100 are Mattannur (rank 53), Thrissur Corporation (58), Kozhikode Corporation (70), Alappuzha municipality (80), Guruvayur municipality (82), Thiruvananthapuram Corporation (89) and Kollam (93). A total of 82 municipalities from the State have made it to the top 1,000 ranks. Mattannur municipality received a special national award for Promising Swachh City of a State. It climbed from rank 1,854 in 2023 to 53 nationally. In a first, 23 municipalities in Kerala have earned 'Garbage Free City' star ratings—with three receiving 3-star ratings (Alappuzha, Shoranur, Pattambi) and 20 earning 1-star ratings. Thiruvananthapuram Corporation achieved Water+ certification, and 77 municipalities received Open Defecation Free (ODF+) status. Kalpetta and two others were awarded the ODF++ certification. Minister for Local Self-Governments M.B. Rajesh, in a statement in Delhi, said that the awards reflect the great strides made by Kerala in waste management through the Malinyamuktham Nava Keralam campaign which was implemented intensively by the State government after the Brahmapuram fire in 2023. Kerala has become a model of cleanliness at the national level. He expressed hope that the national recognition will inspire all local bodies. In addition to the LSGD and the Suchitwa Mission, the Haritha Keralam Mission, Kudumbashree, Clean Kerala Company Limited and Kerala Solid Waste Management Project also contributed their services to the State's improvement in the Swachh Survekshan ranking. Mr. Rajesh, Mattannur Municipal Chairman N. Shajith, Additional Chief Secretary Puneet Kumar, Special Secretary T.V. Anupama, Executive Director of Suchitwa Mission U.V. Jose, and Joint Director Muhammad Huwais received the award for Mattannur municipality from Union Minister for Housing and Urban Affairs Manohar Lal Khattar at a function held in New Delhi on Thursday.

Kerala to enforce euthanasia under PCA rules; launch mobile ABC units amid stray dog scare
THIRUVANANTHAPURAM: The Kerala government has decided to carry out euthanasia 'strictly in accordance' with rules, and start mobile animal birth control (ABC) units as public concern mounts over rising stray dog menace and recent rabies-related deaths in the state. Local Self-Government Minister M B Rajesh on Wednesday also warned of strict action against those disrupting operations of ABC centres. He said the government will invoke the euthanasia provision under the Prevention of Cruelty to Animals (Animal Husbandry Practices and Procedures) Rules, 2023. 'It will be carried out strictly in accordance with Section 8 of the rules, which lays down procedures for humane euthanasia in specific circumstances,' he said. The decision was taken at a high-level meeting jointly convened by Rajesh and Animal Husbandry Minister J Chinchurani to review and strengthen measures to control stray dog population. Section 8 allows euthanasia when the Union or state governments find an animal is 'so diseased that it can spread disease' or if it is certified as 'mortally injured or so severely injured or in such a physical condition that it shall be cruel to keep it alive.' Mass vaccination drives for stray, pet dogs on cards M B Rajesh said 152 portable ABC units will be deployed at block levels to manage stray dogs. Chinchurani said her department will soon roll out a portable ABC unit on a trial basis in Nedumangad municipality. 'The department has placed orders for seven more portable units; they will become operational immediately,' she said. Estimated to cost around `28 lakh, each unit can perform 25 sterilisation surgeries a day with five-day operative care.
