APSCPCR lauds govt for approving child support guidelines

Describing the move as a landmark initiative, the Commission in a statement here, said the guidelines will provide a robust framework to support child survivors of sexual offences throughout the legal process. It also praised the Women and Child Development department for its commitment and proactive role in drafting and implementing the guidelines, which aim to promote a child-sensitive and justice-driven approach across the state. In a related development, an APSCPCR team led by the Chairperson and member Ngurang Achung visited Roing recently to conduct a detailed inquiry into a recent case of sexual assault of minors of a school. The visit included interactions with the Child Welfare Committee, District Child Protection Unit, NGOs, parents, and the school's management. A stakeholder meeting was also held under the chairmanship of Lower Dibang Valley deputy commissioner Fwwrman Brahma, the statement said. During an inspection of the school premises, the Commission observed gross negligence on the part of the school authorities regarding the safety and security of children. The APSCPCR Chairperson instructed the Deputy Director of School Education of the district to ensure that all students from the school are enrolled in institutions of their choice without being denied admission, so that no academic year is lost. The Commission also urged the superintendent of police to take strict legal action against the school authorities under Section 21 of the POCSO Act, 2012, and other relevant legal provisions for failing to report the matter to the police and concealing the crime when minors had initially raised complaints. The APSCPCR team met all five victims and their families to counsel them on filing FIRs and informed them about assistance available under the Arunachal Pradesh Victim Compensation Act, 2011. The Act provides financial support to victims to help mitigate the emotional and financial hardships caused by such crimes. Based on the inquiry, the Chairperson also recommended the permanent closure of the school for gross negligence in ensuring student safety and for operating without official recognition from the competent authority since 2015. The Commission appreciated the prompt action taken by the deputy commissioner, who constituted a school safety and security audit board to review safety protocols in all schools across the district. The audit report is expected within seven days, the Commission said. At least eight minor girls were subjected to physical abuse in a private school at Roing, by a migrant youth from neighbouring Assam, who was later lynched by a mob on July 11. The youth used to work at a construction site near the school, police said. Rights body for school closure after sexual assault case
1 2 Itanagar: Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR) has demanded permanent closure of the private school where a sexual assault case recently came to light. On July 11, a migrant youth was lynched by a mob for allegedly sexually assaulting several minor girls of a private school in Roing in Lower Dibang Valley district. APSCPCR chairperson Ratan Anya, who is in Roing to conduct an inquiry into the incident on Monday, urged the authorities to ensure immediate legal and psychological support for the survivors and their families. She called for the fast-tracking of compensation and advocated for the urgent deployment of a psychiatrist to counsel traumatised students. Stressing the need for stricter enforcement of child labour laws, she underlined the importance of widespread awareness campaigns on the Pocso Act and basic safety education like 'good touch', 'bad touch' for both children and their parents. Anya announced the constitution of a School Safety and Security Audit Board for the district.

Arunachal child rights body enrols 25 specially-abled kids for Aadhaar
Itanagar: A three-day Aadhaar registration camp, organised by the Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR) specifically for Children with Special Needs (CWSNs), concluded on Thursday. A total of 25 CWSNs were successfully enrolled during the camp, with APSCPC chairperson Ratan Anya expressing gratitude to all stakeholders for their cooperation and successful execution of the initiative. The camp, organised in collaboration with the economics and statistics department of Papum Pare district, was held across multiple locations in the state, including Sacred Heart Convent & Day Care Centre, Toko Rehabilitation Centre in Naharlagun and the APSCPCR office at Papu Nallah. The camp had been designed to support CWSNs, registered in various special schools and therapy centres, in Itanagar and nearby areas. While marking the autism month in April, a total of 182 CWSNs were registered, of whom 112 were subsequently issued Person with Disability (PwD) certificates. Fourteen had received Unique Disability ID (UDID) cards. The UDID card is a crucial document for Persons with Disabilities in India, aiming to create a national database and streamline access to various government benefits, schemes and services. The camp ensured that every child, regardless of physical or cognitive ability, could access identification and the benefits linked to their Aadhaar cards.
