Arunachal: APSCPCR lauds govt for approving child support guidelines

Itanagar, Jul 21 (PTI) The Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR) on Monday commended the state government, led by Chief Minister Pema Khandu, for approving the model guidelines for support of persons under section 39 of the Protection of Children from Sexual Offences (POCSO) Act.
Describing the move as a landmark initiative, the Commission in a statement here, said the guidelines will provide a robust framework to support child survivors of sexual offences throughout the legal process.
It also praised the Women and Child Development department for its commitment and proactive role in drafting and implementing the guidelines, which aim to promote a child-sensitive and justice-driven approach across the state.
APSCPCR Chairperson Ratan Anya termed the approval a 'historic and progressive step" towards creating a safer environment for children.
'These guidelines will ensure that child survivors receive the emotional, psychological, and legal support they need to navigate the justice system with dignity and confidence. We are grateful to the chief minister and the women and child development department for their unwavering commitment to safeguarding the rights and well-being of children," she said.
In a related development, an APSCPCR team led by the Chairperson and member Ngurang Achung visited Roing recently to conduct a detailed inquiry into a recent case of sexual assault of minors of a school.
The visit included interactions with the Child Welfare Committee, District Child Protection Unit, NGOs, parents, and the school's management.
A stakeholder meeting was also held under the chairmanship of Lower Dibang Valley deputy commissioner Fwwrman Brahma, the statement said.
During an inspection of the school premises, the Commission observed gross negligence on the part of the school authorities regarding the safety and security of children.
The APSCPCR Chairperson instructed the Deputy Director of School Education of the district to ensure that all students from the school are enrolled in institutions of their choice without being denied admission, so that no academic year is lost.
The Commission also urged the superintendent of police to take strict legal action against the school authorities under Section 21 of the POCSO Act, 2012, and other relevant legal provisions for failing to report the matter to the police and concealing the crime when minors had initially raised complaints.
The APSCPCR team met all five victims and their families to counsel them on filing FIRs and informed them about assistance available under the Arunachal Pradesh Victim Compensation Act, 2011.
The Act provides financial support to victims to help mitigate the emotional and financial hardships caused by such crimes.
Based on the inquiry, the Chairperson also recommended the permanent closure of the school for gross negligence in ensuring student safety and for operating without official recognition from the competent authority since 2015.
The Commission appreciated the prompt action taken by the deputy commissioner, who constituted a school safety and security audit board to review safety protocols in all schools across the district.
The audit report is expected within seven days, the Commission said.
At least eight minor girls were subjected to physical abuse in a private school at Roing, by a migrant youth from neighbouring Assam, who was later lynched by a mob on July 11.
The youth used to work at a construction site near the school, police said. PTI UPL UPL RG

'The SE of Basti, Prashant Singh, has been suspended with immediate effect for his insensitivity and indecent behaviour towards the complaint of electricity consumers. 'All other electricity officers and employees have been directed for effective and quick solution of consumer problems. Everyone should be ready for public service," Sharma said. The suspension order was issued on Saturday by Chief Engineer (administration) Arvind Nayak on behalf of the managing director of Purvanchal Vidyut Vitran Nigam (PVVN). It said that Bharat Pandey, a resident of Mudaghat in Basti district, lodged a complaint with Singh over phone on July 18 about non-supply of electricity. The suspension order said Singh behaved 'indecently" with the complainant despite being in a responsible position, which fell under the category of 'misconduct". Singh will remain attached to the office of the MD, PVVN, Varanasi, during his suspension period, the order said. Accountability will be fixed from the top management of the power corporation to the field-level officials, he said. Arbitrary behaviour of any staff member hindering development will be strongly dealt with, the minister said in the statement. 'Despite substantial investments in power infrastructure – over Rs 26,000 crore in the last three years – the image of the government and the department is being damaged by the carelessness of a few employees. 'In view of the state's development needs and the rights of the consumers, such irresponsibility will no longer be accepted," Sharma said. Ahmedabad: The city's Special Operations Group (SOG) on Saturday seized 489.410 grams of suspected methamphetamine worth Rs 49 lakh and arrested two persons near Bhakti Circle on the Ring Road-Nikol stretch. The FIR was lodged by the SOG team after the operation was conducted based on a tip-off. According to the FIR, the SOG received intelligence around 4.40pm that two individuals were seen near the HP petrol pump, close to Bhakti Circle, possibly carrying methamphetamine drugs. Both were described by their attire, one in a reddish-checked shirt and jeans, and the other in a green-checked shirt and jeans. An SOG team proceeded towards the spot in an autorickshaw. Around 5.40pm, the two suspects were located a short distance from Avkar Homes. One of them tried to flee but was caught near the society's gate. After informing seniors and calling for additional support, the suspects were detained, and an official search was initiated in the presence of two independent witnesses. The suspects were taken to the SOG office, where a forensic team was called. In their presence, the seized substance was tested, photographed and weighed. "The drug seized weighed exactly 489.410 grams, and it tested positive as methamphetamine," the FIR notes. The total market value of the meth and other seized items — including phones and cash — has been pegged at Rs 49.05 lakh. No other objectionable items were found in the rickshaw or nearby vehicle, the FIR states. The FIR further states that during questioning, the accused revealed they procured the contraband from two individuals, both of whom are currently absconding. The accused, both originally from Modasa in Aravalli district, have been booked under sections of the Narcotic Drugs and Psychotropic Substances (NDPS) Act. Further investigation is ongoing by the SOG.

Edited 399 Jaipur: Police's special operations group (SOG) has unearthed a major fraud in the 2022 Physical Training Instructor (PTI) recruitment exam, with hundreds of candidates having used forged BPEd degrees from JS University, based in Shikohabad of Uttar Pradesh, to clear the exam. Acting on digital evidence retrieved from the university's server, which logs tamper-proof timestamps of printed mark sheets, the SOG on Saturday registered an FIR against 167 individuals, including 165 selected candidates, rest are JS University officials and unknown accused. The probe builds on arrests made in March this year when the university's Chancellor, Registrar, and a middleman were arrested in a forged degree racket case. As per the FIR filed by SOG, investigators focused on 203 selected candidates from JS University's academic sessions 2017–2019, 2018–2020, 2019–2021, and 2020–2022, and found that only one had a marksheet printed during the official academic session (2018–2020). As per the latest FIR, JS University is authorised to admit only 100 students annually for the BPEd course. At most, 400 valid graduates from four academic sessions should have been eligible. Yet, 2,082 applicants with JS University degrees appeared for the PTI exam. SOG found that 25 candidates originally claimed to have degrees from other universities but later submitted BPEd degrees from JS University. Another 26 had mismatched academic sessions between their forms and documents. Nine applicants listed DPEd credentials but submitted BPEd degrees during verification. Forty-three candidates from the 2020–22 batch submitted results dated after the Sept 25, 2022, eligibility cut-off. For the same academic session, candidates presented different result dates—an anomaly officials say is impossible if the records were authentic. All marksheets for the 2017–19 session were printed only in 2022, as the recruitment process began. SOG also uncovered that some candidates used backdated BPEd degrees from private universities in other states—Meghalaya, Chhattisgarh, and Gujarat. Investigators suspect collusion between university staff and intermediaries to generate certificates on demand. The PTI recruitment timeline began with the exam announcement on June 16, 2022, applications from June 23 to July 22, the exam on Sept 25, results on Oct 21, and document verification from Dec 2 to 16.
