
Arunachal: APSCPCR lauds govt for approving child support guidelines
Describing the move as a landmark initiative, the Commission in a statement here, said the guidelines will provide a robust framework to support child survivors of sexual offences throughout the legal process.
It also praised the Women and Child Development department for its commitment and proactive role in drafting and implementing the guidelines, which aim to promote a child-sensitive and justice-driven approach across the state.
APSCPCR Chairperson Ratan Anya termed the approval a 'historic and progressive step" towards creating a safer environment for children.
'These guidelines will ensure that child survivors receive the emotional, psychological, and legal support they need to navigate the justice system with dignity and confidence. We are grateful to the chief minister and the women and child development department for their unwavering commitment to safeguarding the rights and well-being of children," she said.
In a related development, an APSCPCR team led by the Chairperson and member Ngurang Achung visited Roing recently to conduct a detailed inquiry into a recent case of sexual assault of minors of a school.
The visit included interactions with the Child Welfare Committee, District Child Protection Unit, NGOs, parents, and the school's management.
A stakeholder meeting was also held under the chairmanship of Lower Dibang Valley deputy commissioner Fwwrman Brahma, the statement said.
During an inspection of the school premises, the Commission observed gross negligence on the part of the school authorities regarding the safety and security of children.
The APSCPCR Chairperson instructed the Deputy Director of School Education of the district to ensure that all students from the school are enrolled in institutions of their choice without being denied admission, so that no academic year is lost.
The Commission also urged the superintendent of police to take strict legal action against the school authorities under Section 21 of the POCSO Act, 2012, and other relevant legal provisions for failing to report the matter to the police and concealing the crime when minors had initially raised complaints.
The APSCPCR team met all five victims and their families to counsel them on filing FIRs and informed them about assistance available under the Arunachal Pradesh Victim Compensation Act, 2011.
The Act provides financial support to victims to help mitigate the emotional and financial hardships caused by such crimes.
Based on the inquiry, the Chairperson also recommended the permanent closure of the school for gross negligence in ensuring student safety and for operating without official recognition from the competent authority since 2015.
The Commission appreciated the prompt action taken by the deputy commissioner, who constituted a school safety and security audit board to review safety protocols in all schools across the district.
The audit report is expected within seven days, the Commission said.
At least eight minor girls were subjected to physical abuse in a private school at Roing, by a migrant youth from neighbouring Assam, who was later lynched by a mob on July 11.
The youth used to work at a construction site near the school, police said. PTI UPL UPL RG

Quoting with approval from the Bombay High Court's observations on the psychological fallout of unregulated digital exposure, the court noted that 'television, internet and social media have let the children, especially the adolescents, leapfrog into the adult world… Mostly it is a crash-landing, with disastrous consequences." The remarks came as Justice Siddharth allowed a criminal revision filed by a minor, referred to as Juvenile X, against orders of the Juvenile Justice Board (JJB) and a special POCSO court in Kaushambi that had directed he be tried as an adult for a 'heinous offence". A consensual physical relationship developed between the juvenile and a 14-year-old girl, which led to pregnancy. When the girl was five months pregnant, it was alleged that the boy, with the help of two adults, gave her medicine that caused a miscarriage. He was booked under POCSO, and the JJB conducted a preliminary assessment under Section 15 of the Juvenile Justice Act, concluding he should face an adult trial. However, the High Court found that the process adopted by the Board and the POCSO court was not in conformity with the law. The boy had undergone a psychological evaluation that revealed a mental age of six years and an IQ of 66, indicative of mild intellectual disability. He struggled with academic performance, had poor social interaction, and scored in the borderline to mild clinical range on behavioural tests. Despite these findings, the JJB dismissed the report and based its decision largely on the allegations and the statement of the victim. 'This Court finds that the report of psychologist was in favour of the revisionist… the revisionist with score of 62 comes in borderline category which is even below the category of low/below average," the court said, adding that 'he was not capable nor he took decision to administer the victim medicine alone". Justice Siddharth observed that 'an order under Section 15… not only gives a different legal character to a juvenile… but also takes away the application of the beneficial provisions" under juvenile law. The court stressed that such an order must be the result of 'a crucial judicial examination", and not a routine endorsement of FIR content or assumptions about intent. Criticising what it described as a 'mechanical" application of Section 15, the court said, 'Retributive approach vis-à-vis juveniles needs to be shunned unless there are exceptional circumstances… Let no child be condemned unless his fate is foreordained by his own destructive conduct". Minor crashes father's car in Delhi, e-rickshaw driver killed
An e-rickshaw driver died after a car being driven by a 16-year-old boy rammed into his three-wheeler in southwest Delhi's Dwarka, police said on Saturday. "The victim was rushed to a nearby hospital but succumbed to severe head injuries. He was declared unfit to give a statement before he passed away," said a senior police officer. He added that initial findings suggest the car was being driven at a high speed and flipped before colliding with the rickshaw. The police said the vehicle, a private car owned by the boy's father, was being driven without a valid licence. The minor reportedly took the car out without permission, the officer added. "The impact of the crash left the car overturned on one side of the road, while the e-rickshaw came to a halt diagonally on the opposite side. A forensic crime team visited the scene, and both vehicles were seized for further examination," he said. A case has been registered under BNS sections 281 (rash driving or riding on a public way), 125 (act endangering life or personal safety of others), and 106 (causing death by negligence), the police said. "The investigation is ongoing. Since the boy is a minor, legal action will be initiated against the father for allowing him to drive the car," the officer added.

Teacher booked for ‘molesting' Class X girl in govt school
Jind: The Kaithal women police have booked a teacher for allegedly sexually harassing a Class X girl in a govt-run school in the district. In her complaint filed with Kaithal police, the survivor alleged, "I was sitting in the school lab, and the accused grabbed my hand and touched me inappropriately. He teaches us English in the school. The incident took place on July 16 in the school's lab." However, the accused school teacher stated that two girl students were watching pornographic content on a mobile phone in the school lab. "I scolded them and warned them not to repeat it in the future. Thereafter, the girls even tendered an apology by visiting the classroom and withdrew their complaint filed with the school management committee. All allegations levelled against me are false. A few teachers teaching in the school are provoking the girls and their parents for further action," he informed media persons. Sources said that a panchayat was also held in this regard, but couldn't reach an agreement. Subsequently, parents lodged a police complaint with the women police, seeking further strict action against the accused teacher. Talking to TOI, the women police SHO confirmed that a case was lodged against the teacher under the Prevention of Children from Sexual Offenses (POCSO), SC/ST, and other relevant sections of the BNS.
