Tech-driven reforms to make revenue dept efficient and people-oriented: CM
Nagpur: The revenue department is the backbone of the state's economic development and must become more dynamic, transparent and people-oriented through the adoption of modern tools, said chief minister Devendra Fadnavis on Sunday. Fadnavis was speaking at the concluding seminar of two-day revenue conference held at the Indian Institute of Management (IIM) Nagpur on August 2 and 3. During the two-day event, small groups of 8-9 collectors and officials held direct discussions with the CM, revenue minister Chandrashekhar Bawankule, chief secretary Rajesh Kumar, and other top officials. A range of topics were discussed focusing on ease of doing business, ease of living, land management, service delivery and administrative bottlenecks. The state brass asked collectors to share suggestions, reforms, and feedback that could be implemented at the state-level. Based on these inputs, practical, feasible, and high-impact best practices are likely to be adopted in the coming months. Resolutions outlining the accepted reforms and their implementation strategies will also be released, said sources. Sources said suggestions made by collectors and divisional commissioners now lay the groundwork for reforms, which are expected to be fully functional in the coming months. The aim is to integrate many of the field-level innovations and feedback into state-level policy, especially in digitising records, simplifying procedures and speeding up approvals. The conference, part of the ongoing Revenue Week (August 1–7), was attended by all collectors of all 36 districts, six divisional commissioners, and additional chief secretary (revenue) Vikas Kharge. It marked a first-of-its-kind effort to hold in-depth policy discussions inspired by Prime Minister Narendra Modi's model of segmented group meetings. The committees, led by divisional commissioners, presented detailed reports and PowerPoint presentations outlining the challenges and reforms needed in land documentation, online service delivery, encroachment regularisation, and subsidy disbursal. Officers also pointed out the pressing need to enhance coordination between departments and standardise systems at the taluka and sub-divisional levels. Officials expressed confidence that the brainstorming sessions and exchange of ideas would serve as a roadmap for structural reforms in the department. Several officers described the experience as a "guide for future progress," noting that this was the first time such a wide-ranging interaction had taken place directly with the state's top leadership. While Revenue Week continues with public-facing initiatives like lease distribution, encroachment removal, and DBT disbursals, the IIM conference marked a decisive shift toward institutional reform, with senior ministers and bureaucrats agreeing on the urgency of system-level improvements. PM Modi's Governance Model At CM Fadnavis' Nagpur Conference
Nagpur: In one of the most extensive administrative exercises in recent years, chief minister Devendra Fadnavis, along with deputy chief ministers Eknath Shinde and Ajit Pawar, and revenue minister Chandrashekhar Bawankule, will meet all 36 district collectors and six divisional commissioners, the chief secretary, and other senior officers in the city on August 2 and 3. The meetings will be held at the IIM Nagpur campus and will follow the Prime Minister's governance model, where officials interact with ministers in small rotating groups throughout the day. A senior official said the format was inspired by how Prime Minister Narendra Modi conducts review meetings in New Delhi. Groups of 7–8 collectors will engage directly with Fadnavis, while other groups will simultaneously meet with the deputy CMs and the revenue minister. The groups will keep rotating through the day, ensuring that all top officials and ministers interact with each other in focused discussions. This major administrative meet comes as part of the Revenue Week being observed from August 1 to 7 across Nagpur district. At a press conference on Thursday, collector Vipin Itankar informed that the revenue department will undertake a range of activities during the week to make the system more transparent, responsive, and citizen-oriented. The campaign will begin with an inaugural event at Niyojan Bhavan on August 1, where awards will be distributed to retired and serving revenue officers, and certificates will be handed over to beneficiaries of various govt schemes by guardian minister Bawankule. During the week, the administration will also distribute land leases to eligible families occupying govt land for residential purposes since 2011. A plantation drive along Panand and Shivarastha roads will take place on August 3, while the Shivaji Maharaj Swa Abhiyan will be implemented mandal-wise on August 4. Direct Benefit Transfers under the Special Assistance Scheme will be processed on August 5. On August 6, encroachments on govt lands will be removed, and cases will be reviewed for regularisation. The week will conclude on August 7 with the implementation of the M-Sand policy under the new standard operating procedures. Officials said the combination of large-scale public engagement and high-level internal coordination could set a precedent for how governance and citizen services are approached in the future.

Maharashtra govt to issue property titles to five lakh dispalced Sindhi families
The Maharashtra government will issue property titles to around five lakh displaced Sindhi families living in 35 cities across the state, excluding Thane and Ulhasnagar, Revenue Minister Chandrashekhar Bawankule announced on Tuesday. The decision will be part of a series of measures to be implemented during the state's upcoming Revenue Week, from August 1 to 7, 2025. Key decisions during the week include regularising pre-2011 encroachments on state government land, resolving disputes over farm roads, and penalising violations of lease agreements on government-allotted land. Around 30 lakh families will benefit from the state government decision of regularising pre-2011 encroachments on state government lands. The state cabinet had taken the decision in year 2018 which will be re-enforced in the revenue week. During the week, district collectors will conduct a survey to assess if land leased by the government is being used for its intended purpose. In cases of misuse or encroachment, the land will be reclaimed by the state, Bawankule said. He said that 'Special Abhay Yojana-2025' will be implemented, and residential and commercial lands in 30 colonies of the Sindhi community, who migrated after the partition of 1947, will be regularized and made free-hold (occupier class-1) by breaking the conditions as per the move comes as part of a special policy led by Chief Minister Devendra Fadnavis to address long-standing demands of the Sindhi community, fulfilling the promise made in the election manifesto. The Sindhi community in 30 colonies in the state, including Nagpur, Jalgaon, Mumbai, will get legal ownership rights of their houses and establishments. 'This scheme will be implemented through the Revenue Department. This will give justice to the demands of the Sindhi community for years,' Bawankule said. Bawankule also said that the government has decided to give priority to the use of artificial sand (M sand). 'Action will be taken to implement this policy and complete the policy as per the new Standard Operating Procedure (SOP). Under this, workshops/camps etc. will be organized on August 7 to make this policy a success,' said Bawankule. Additionally, the government will launch the Rashtraneta to Rashtrapita Abhiyan from September 17 — Prime Minister Narendra Modi's birthday — to October 2, Mahatma Gandhi's birth anniversary. As part of this drive, a Face App will be introduced to help revenue officers mark attendance from their respective field locations. A drone-based survey of all rural land parcels will also begin shortly, with the goal of issuing property cards to every household in villages within the next two years.

Land for Sindhi refugees: Ulhas drone mapping soon, says min
Mumbai: The revenue department will undertake drone mapping of Ulhasnagar and hold camps to scrutinise documents before handing over property rights to members of the Sindhi community who came as refugees to India during Partition. Revenue minister Chandrashekhar Bawankule said govt has issued a GR to give property rights to 5 lakh Sindhis residing in 35 towns and cities across Maharashtra, except Ulhasnagar and Thane. He said property rights' transfer will be done on payment of 5% of the ready reckoner rate as set for the first time in 1980. He said govt will observe Aug 1 as Revenue Day and Aug 1-7 as Revenue Week, during which a drive will be undertaken to assess violations on govt land leased to persons or organisations for social purposes. On Aug 2, land titles will be issued to those who resided illegally on govt land till 2011. Special drive to assess violations on govt land
Mumbai: The Maharashtra revenue department will undertake a special drive to assess violations on govt land leased to individuals or organisations for social purposes like building hospitals and schools, a cabinet minister said on Wednesday. Talking to reporters, revenue minister Chandrashekhar Bawankule said the govt has power to regularise land violations after imposing a penalty on leaseholders, but this will happen on a case-by-case basis and there will be no blanket relief. He said Aug 1 will be observed as 'Revenue Day' and Aug 1 to 7 as 'Revenue Week'.
