Hailing from Karnataka, Roopa Diwakar Moudgil finished her studies and higher studies in Karnataka. According to the media reports, Roopa graduated from Kuvempu University, where she excelled academically. If media reports are to be believed, she was awarded a gold medal for her exceptional performance. She pursued a Master of Arts in Psychology from Bangalore University.
Shortly after finishing her studies in college, D Roopa sat for the Civil Services Examination. She succeeded in the UPSC exam in 2000 when she received an All India Rank(AIR) of 43. Following her selection, she opted for the Indian Police Service (IPS) and underwent rigorous police training. It is reported that she secured the fifth rank during training.
When D Roopa began her IPS career, she had the opportunity to serve in many parts of the country, which provided her with diverse experiences in law enforcement and administration. Throughout D Roopa's career, she always showed strong leadership qualities, integrity, and fearlessness, which would serve her well throughout her career as an administrator.

In 2007, she arrested the then Chief Minister of Madhya Pradesh, Uma Bharti, as ordered by the court. Arresting a sitting Chief Minister is not an easy task, but D Roopa did her job and demonstrated her courage in the line of duty and upheld the rule of law.

A year later, she arrested former minister Yavagal and initiated disciplinary action against Deputy Superintendent Masooti for unauthorized contact with him.
