Who is D. Roopa Moudgil? Meet IPS officer, cracked UPSC with AIR 43, arrested former CM, got transferred 40 times in 20 years, is now posted at..
Her most shocking moment as a police officer — the one that brought her national fame — was when D Roopa arrested a sitting Chief Minister. This first-ever act sent waves of shock and anxiety through the political and administrative system that day, and showed her unbridled commitment to justice. Many would let system, status, or authority override justice. D Roopa showed everyone that no one is above the law, not even a Chief Minister.
Hailing from Karnataka, Roopa Diwakar Moudgil finished her studies and higher studies in Karnataka. According to the media reports, Roopa graduated from Kuvempu University, where she excelled academically. If media reports are to be believed, she was awarded a gold medal for her exceptional performance. She pursued a Master of Arts in Psychology from Bangalore University.
Shortly after finishing her studies in college, D Roopa sat for the Civil Services Examination. She succeeded in the UPSC exam in 2000 when she received an All India Rank(AIR) of 43. Following her selection, she opted for the Indian Police Service (IPS) and underwent rigorous police training. It is reported that she secured the fifth rank during training.
When D Roopa began her IPS career, she had the opportunity to serve in many parts of the country, which provided her with diverse experiences in law enforcement and administration. Throughout D Roopa's career, she always showed strong leadership qualities, integrity, and fearlessness, which would serve her well throughout her career as an administrator.
A closer look at IPS D Roopa's career reveals many highs and lows. She has worked in multiple states, including Karnataka, Madhya Pradesh, and Andhra Pradesh, and during her 20-year career she has been transferred reportedly almost 40 times. This indicates that she has consistently worked with integrity and fearless honesty.
IPS officer D Roopa came to public attention when she arrested a Chief Minister — an act which certainly brought her under the national spotlight. In 2007, she arrested the then Chief Minister of Madhya Pradesh, Uma Bharti, as ordered by the court. Arresting a sitting Chief Minister is not an easy task, but D Roopa did her job and demonstrated her courage in the line of duty and upheld the rule of law.
D Roopa is also considered quite active on social media where she shares her experiences and pictures and some of her thoughts with her followers.
A year later, she arrested former minister Yavagal and initiated disciplinary action against Deputy Superintendent Masooti for unauthorized contact with him.

Telangana HC warns cops against meddling in Bhoodan land probe
HYDERABAD: The Telangana High Court has warned the police of severe consequences, including suspension, if they interfere in the ongoing investigation into alleged illegal allocation of Bhoodan lands at Nagaram village of Maheshwaram mandal. Justice K Lakshman was hearing a petition filed by Vadthya Ramulu of Padamati thanda, who alleged he was threatened and pressured to withdraw his plea seeking a probe into land allotments to IAS and IPS officers. The court had earlier summoned a constable from Maheshwaram police station after complaints that he had attempted to intimidate the petitioner. During the hearing, Justice Lakshman grilled the constable, asking whether he had called or threatened Ramulu. The constable claimed the call was made as part of village history verification under the SHO's direction, denying any coercion. Justice Lakshman, however, cautioned that any future intimidation would lead to immediate suspension. He noted the case involved serious allegations against around 25 senior officials and had attracted national attention. While the petitioner's counsel, Dr Vijayalakshmi, sought specific directions to restrain police interference, the judge said such orders weren't necessary at this point and concluded the hearing.
